About this file
This is a comprehensive specifications document and sustainability checklist for the construction of the 1st Marine Raider Support Battalion (MRSB) Operational Support Facilities (OSF) at MCB Camp Lejeune, North Carolina (Project P-1574). The work includes construction of operational support facilities, utilities, parking, sidewalks, site work, and related infrastructure. Key administrative requirements include submission of a detailed Accident Prevention Plan with Activity Hazard Analyses, a cost-loaded Network Analysis Schedule prepared in Primavera P6 software, and monthly earned value reports. The contractor must establish a Site Safety and Health Officer position, maintain a Contractor Quality Control Plan with specific personnel qualifications, and comply with USACE EM 385-1-1 safety standards. Submittals required during various project phases include the Baseline Network Analysis Schedule (due within 45 days of award), preconstruction submittals, weekly three-week look-ahead schedules, and monthly schedule updates with tabular reports and narratives tracking schedule progress, critical path activities, and any delays or cost impacts.
The specification emphasizes high-performance sustainable building compliance per UFC 1-200-02 Guiding Principles, requiring documentation through HPSB checklists, sustainability action plans, and a comprehensive Sustainability eNotebook updated at preconstruction, interim design, final design, and final occupancy phases. Contractors must achieve energy efficiency targets, implement water conservation measures including EPA WaterSense fixtures, reduce volatile organic compound emissions, divert 60 percent of construction waste, and ensure indoor air quality management. Additional requirements include building-level energy and water metering, commissioning of HVAC systems with Testing, Adjusting, and Balancing (TAB) work broken into seasonal phases with separate payment milestones, and environmental compliance including erosion control, stormwater management, and potential abatement of hazardous materials. The contractor must utilize the eCMS (Electronic Construction and Facility Support Contract Management System) for all technical document submittals and maintain a tablet computer with CAC reader for government field use, with specific cybersecurity requirements for control systems and restricted areas clearly marked on as-built documentation.

Use Earned Value Report derived from cost-loaded NAS. Within 15 calendar days of notice of award, prepare and deliver to the Contracting Officer a Earned Value Report (construction Contract) as directed by the Contracting Officer. Provide a detailed breakdown of the Contract price, giving quantities for each of the various kinds of work, unit prices and extended prices. Contractor overhead and profit including salaries for field office personnel, if applicable, must be proportionately spread over all pay items and not included as individual pay items.
1.3.2 Payment Schedule Instructions
Payments will not be made until the Earned Value Report from the cost-loaded NAS has been submitted to and accepted by the Contracting Officer.
Additionally, the Earned Value Report must be separated as follows:
a. Primary Facilities Cost Breakdown:
Defined as work on the primary facilities out to the 5 foot line.
Work out to the 5 foot line includes construction encompassed within a
SECTION 01 20 00 Page 1 theoretical line 5 foot from the face of exterior walls and includes attendant construction, such as pad mounted HVAC cooling equipment, cooling towers, and transformers placed beyond the 5 foot line.
b. Supporting Facilities Cost Breakdown:
Defined as site work, including incidental work, outside the 5 foot line.
1.3.3 Schedule Requirements for HVAC TAB
The field work requirements in Section 23 05 93.00 22 TESTING, ADJUSTING, AND BALANCING FOR MECHANICAL SYSTEMS must be broken down in the Earned Value Report from the cost-loaded NAS by separate line items which reflect measurable deliverables. The value for each pay item listed below will be established on a case by case basis for each Contract. The line items are as follows:
a. Approval of Design Review Report: The TABS Agency is required to conduct a review of the project plans and specifications to identify any feature, or the lack thereof, that would preclude successful testing and balancing of the project HVAC systems. Submit the resulting findings to the Government to allow correction of the design. The progress payment will not be issued until the report is reviewed and approved.
b. Approval of the pre-field engineering report: The TABS Agency submits a report which outlines the scope of field work. The report must contain details of what systems will be tested, procedures to be used, sample report forms for reporting test results and a quality control checklist of work items that must be completed before TABS field work commences.
c. Season I field work: Incremental payments are issued as the TABS field work progresses. The TABS Agency mobilizes to the project site and executes the field work as outlined in the pre-field engineering report. The HVAC water and air systems are balanced and operational data must be collected for one seasonal condition (either summer or winter depending on project timing).
d. Approval of Season I report: On completion of the Season I field work, the data is compiled into a report and submitted to the Government. The report is reviewed, and approved, after ensuring compliance with the pre-field engineering report scope of work.
e. Completion of Season I field QA check: Contract QC and Government representatives meet the TABS Agency at the jobsite to retest portions of the systems reported in the Season I report. The purpose of these tests are to validate the accuracy and completeness of the previously submitted Season I report.
f. Approval of Season II report: The TABS Agency completes all Season II field work, which is normally comprised mainly of taking heat transfer temperature readings, in the season opposite of that under which Season I performance data was compiled. Compile this data into a report and submit to the Government. On completion of submittal review to ensure compliance with the pre-field engineering report scope, progress payment is issued. Progress payment is less than that issued for the Season I report since most of the water and air
SECTION 01 20 00 Page 2 balancing work effort is completed under Season I.
