This is Standard Form 30 Amendment 0006 to Solicitation N4008526R0029, issued by NAVFACSYSCOM Mid-Atlantic for the B300 Waterfront Machine Shop Roof & HVAC Repair at Portsmouth Naval Shipyard in Kittery, Maine. The amendment extends the proposal due date from March 24, 2026 to March 26, 2026. The contract award is anticipated for August 31, 2026 (for proposal purposes only). The amendment provides revised evaluation criteria for Factor 2 (Management Approach & Schedule) requiring a critical path schedule based on the August 31, 2026 award date assumption, and includes the Mabbett and Associates Hazardous Materials Survey as attachments (Attachment N and Attachment O).
The amendment addresses 32 Pre-Proposal Inquiries (PPIs) covering project logistics, material specifications, site access, equipment limitations, building occupancy, equipment storage, roof access requirements, photo documentation, demolition scope, structural repairs, HVAC and plumbing sequencing, insurance requirements, noise constraints, prevailing wage rates, and hazardous materials abatement scope. Key responses include confirmation that external roof access is required with mechanical platforms available, the building will remain occupied during construction, standard insurance requirements apply, the AISC certification can be waived, Conex boxes are permitted for material storage, and contractor specifications prevail over drawings for abatement scope. Contractors are directed to Division 1 specifications and the referenced architectural and mechanical drawings for sequencing, site requirements, and scope clarification. The contracting officer is Mary Pool at NAVFACSYSCOM Mid-Atlantic, Norfolk, Virginia.
