About this file
This is a Request for Proposal (RFP) for a Design-Bid-Build (DBB) fixed-price construction contract for the B300 Waterfront Machine Shop Roof and HVAC Repair project at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. The solicitation number is N4008526R0029, issued on 28 January 2026, with an estimated magnitude between $25,000,000 and $100,000,000. Offerors must submit sealed proposals by 02 March 2026 at 02:00 PM local time. The contract performance period is 925 calendar days from award, with work commencing within 15 calendar days of notice to proceed. The Government reserves the right to evaluate proposals and award to the best value offeror without discussions, considering technical factors and past performance equally important to price.
Building 300 is a manufacturing and machining facility whose roof system has exceeded its design life and deteriorated significantly, with water infiltration issues and an HVAC system installed in 1979-1984 with no substantial upgrades. The project scope includes removing and replacing the existing roof with a new fully adhered 0.080 thermoplastic polyolefin (TPO) membrane assembly, removing all air handling equipment and associated ductwork, containing RCRA dust and asbestos, removing the existing 2500 kVA transformer, replacing the 15 kV service switch, replacing the 480V main feeder switchgear, providing replacement heating and dedicated outdoor air systems, and removing and replacing the existing fire alarm and mass notification system. Site improvements include utility construction and restoration of disturbed areas from demolition. Evaluation factors include Corporate Experience (Factor 1), Management Approach & Schedule (Factor 2), Safety (Factor 3), Past Performance (Factor 4), and Small Business Utilization and Participation (Factor 5), with all technical factors combined being equal in importance to past performance. Proposals must include a completed Price Proposal Form with all CLINs, bid bond of 20 percent (minimum $3,000,000), and a Small Business Subcontracting Plan demonstrating 20 percent small business participation. A pre-proposal site visit is required, and offerors must submit one electronic copy via PIEE in PDF format not exceeding 1.9 GB per file.
