About this file

This is a comprehensive specification document for Building 300 Roof and HVAC Repair at Portsmouth Naval Shipyard, a manufacturing and machining facility requiring extensive system replacement and renovation. The project scope includes removal and replacement of the existing ballasted membrane roof with a fully adhered 0.080 TPO roof membrane assembly; demolition and replacement of HVAC systems installed between 1979-1984 that contain RCRA 8 metal deposits; replacement of the steam-to-hot-water plant with new unit heaters and dedicated outdoor air systems with destratification fans; complete removal and replacement of fire alarm, mass notification, and sprinkler systems; replacement of the existing 2500 kVA main service transformer, 15 kV service switch, and 480V switchgear; and associated utility work including electrical distribution, sanitary sewerage installation, and site restoration. Hazardous material abatement including asbestos remediation and RCRA 8 dust containment is required throughout the project.

The specifications establish comprehensive administrative and technical requirements including: cost-loaded network analysis schedules with monthly updates, earned value reporting, detailed quality control procedures with defined definable features of work, a comprehensive accident prevention plan with site safety and health officer requirements, facility/utility/service outage coordination with 15-calendar-day advance notice, extensive environmental controls including indoor air quality management and 60-percent construction waste diversion from landfills, critical infrastructure risk analysis for work near shipyard facilities, work sequencing phased by half-bay increments with Government-provided escorts required, operation and maintenance manuals with training requirements, record drawings and as-built documentation, and warranty management extending through a one-year construction warranty period plus manufacturer-specific extended warranties. Work is restricted to specific hours (11 PM to 7 AM weekdays, 7 AM Saturday to 11 PM Sunday with bay-specific variations), must maintain all building utilities to the occupied facility, and requires compliance with Portsmouth Naval Shipyard regulations including DBIDS credentialing, radiological controls, fire prevention protocols, and security requirements.

Temporary partitions must be full height. Provide daily cleanup as specified in Section 02 41 00 DEMOLITION AND DECONSTRUCTION and as directed by the Contracting Officer.

c. The building will be occupied by Government personnel adjacent to and within work areas during the project. Building 300 is a 24/7 production facility. Equipment and personnel must be protected at all times.

d. Construction sequencing/phasing plans have been developed in coordination with the Government and are provided within the drawing set. The construction sequencing/phasing plans provide proposed construction sequence strategies. Development of an independent construction phasing plan and construction schedule is the responsibility of the Contractor and shall be prepared in coordination with the Contracting Officer. The independent construction phasing plan and construction schedule shall be prepared to avoid impacting production operations within Building 300.

e. During the phased work of this project, occupied portions of Building 300 must remain fully operational including, but not limited to, the following utilities: plumbing, heat, ventilation, air conditioning, fire suppression, fire alarm, electrical power, communications systems, and security systems.

f. Building 300 is an historic facility and requires special coordination to have limited impact on the historic fabric and character defining features of the structure. Work must comply with the SECRETARY OF THE

SECTION 01 11 00.00 22 Page 4

INTERIOR'S STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES. Cross disciplinary coordination drawings are required for review and approval by the Contracting Officer and the PWD-ME Cultural Resources Manager prior to commencement of work.

g. Building 300 has six bays. Bays 1 through 5 are sequenced in a north/south direction and each bay is split into two halves, labeled east and west. Bay 6 is on the east side of the building, adjacent to Bays 3 East and 4 East. Bay 6 is split into two halves, labeled north and south. Work across all disciplines shall be phased in half-bay increments. Work can occur in multiple bays at once.

h. The Government requires and will provide escorts for the Contractor while working inside and on the roof of Building 300. Coordinate with the Contracting Officer to schedule escorts. All work within Building 300 and on the roof require the presence of an escort. The project schedule developed in accordance with Section 01 32 17.00 20 COST-LOADED NETWORK ANALYSIS SCHEDULES (NAS) will be used to coordinate required escorts. Notify Contracting Officer weekly of escorts required for the subsequent three weeks of work.

i. Complete installation of all equipment, piping, and ductwork including required testing prior to installation of the new ceiling grid in Bay 5 Second Floor, as part of Bid Option Item No. 4. Any damage to the ceiling grid after installation shall be the responsibility of the Contractor to repair/replace as required.

j. All work on the HX system shall be completed during a single non-heating season, between April 15 and October 15.

k. Structural reinforcement of existing trusses and purlins to support new mechanical HVAC rooftop equipment shall be completed prior to installation of the mechanical HVAC rooftop equipment, including but not limited to ERVs, RTUs, and heating and ventilating units.

l. Removal of the existing ballasted membrane roof and replacement with a fully adhered 0.080 thermoplastic polyolefin (TPO) roof membrane assembly shall be completed prior to installation of the mechanical HVAC rooftop equipment, including but not limited to ERVs, RTUs, and heating and ventilating units.

m. Temporary construction loading on trusses shall only occur between April 15 and October 15. If temporary construction loading on trusses is to occur outside of this period, Contractor will be responsible for shoveling roof clear of snow.

1.3 PROJECT SEQUENCING REQUIREMENTS

Provide Work Sequencing and Preparation Plan indicating how the work is to be accomplished and incorporating Government directives. The intent of this Plan is to show the Government that a complete understanding of the project requirements are understood including Subcontractors. The Plan must be carefully prepared and must include every aspect of the project including outages that will be required to support the construction and how it is to be accomplished with an absolute minimum of disruption to Government operations. No work may begin on the project until this plan is reviewed and approved by the Contracting Officer.

1.4 OCCUPANCY OF PREMISES

The building will be occupied during performance of work under this Contract.

Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways. While the building is occupied, life safety measures and access to egress components must be maintained. Provide temporary egress lighting, emergency lighting, fire alarm, and fire protection systems along paths of egress.

Parking is a critical component of work on the Portsmouth Naval Shipyard and parking & road outages must be submitted to the Contracting Officer for approval as outlined in the contract documents.
