About this file
This is a Hazardous Building Materials Survey Report for the B300 Roof and HVAC Repair Modification 1 at Portsmouth Naval Shipyard in Kittery, Maine, prepared by Mabbett & Associates, Inc. The survey was conducted on July 25, 2024, under Contract No. N40085-21-D-0005 to identify and assess asbestos-containing materials (ACMs), lead-containing paint (LCP), and polychlorinated biphenyls (PCBs) in building materials that may be affected by planned electrical, HVAC, and fire protection system upgrades and roof replacement. The building covers 168,900 square feet and is primarily used for industrial manufacturing.
Survey findings indicate that six bulk samples were collected for asbestos analysis using polarized light microscopy (PLM) methodology, with no materials containing asbestos at or above the one percent threshold. Two paint chip samples were analyzed for lead, cadmium, and chromium using EPA methods, revealing concentrations indicating risk in both samples: one from Air Room 3147 concrete block wall (49.4% lead, 12.8% chromium) and another from Bay 2 Supervisors Office concrete floor (51.3% lead, 8.75% cadmium, 711% chromium). Nine PCB building material samples were collected and analyzed, with two samples showing detectable PCB levels: sample PCB-02 (1.010 mg/kg) and sample PCB-04 (0.483 mg/kg). However, all PCB-containing materials were non-detect above the TSCA regulated threshold of 50 parts per million and qualify as excluded PCB products that can be managed as solid waste. All analytical work was performed by accredited laboratories (Pace Analytical and Alpha Analytical) using proper chain of custody procedures.

1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed a survey for hazardous building materials as part of the B300 Roof and HVAC Repair SAES Design Service Modification Requirements, dated 11/7/23. This survey included pre-renovation evaluations of building materials in second and first floor office areas, and a modular unit in bay B, at the Portsmouth Naval Shipyard located in Kittery, Maine, Contract No. N40085-21-D-0005. The purpose of the survey was to assess the building for the presence of hazardous and regulated building materials, including asbestos-containing materials (ACMs), lead containing paint (LCP), and polychlorinated biphenyls (PCBs). Original survey results and conclusions are documented in the B300 Roof and HVAC Repair Survey Report dated 8/28/24.
The MOD 1 survey was performed by Mr. Jacob T. Walsh and Mr. David J. Batterman of Mabbett on July 25th, 2024, and consisted of the following activities:
An Asbestos Containing Material (ACM) survey of suspect materials (analysis using polarized light microscopy [PLM]) and PLM NOB with gravimetric reduction preparation method for analysis of Non- Friable Organically Bound (NOB) materials.
Lead, Cadmium, and Chromium Containing Paint sampling (analysis using SW846-3050b/6010b) Polychlorinated Biphenyls (PCB) Containing Building Materials Sampling (analysis performed by SW-846
Method 1,8082A).
At the time of the survey B300 was occupied. Areas that could be affected by upgrades and repairs to the modified project areas of B300. Areas and materials outside of this scope of work were not surveyed by Mabbett. All hazardous material investigations, surveying, testing, and reporting comply with Mabbett’s, Hazardous Materials Sampling Plan (HMSP) dated May 24, 2024_Rev 3.
1.1 Purpose and Objectives
This hazardous building material survey was comprised of three primary project tasks including:
Evaluation of existing site conditions and formulation of a sampling plan.
Site survey to collect building material samples for laboratory analysis.
Development of this Hazardous Building Materials Survey Report.
This inspection was designed to accomplish three primary objectives: (1) to collect a representative number of building materials for laboratory analysis and reporting (2) conduct visual assessment and develop an inventory of universal waste and other hazardous material; and (3) to use data from the laboratory analysis efforts to estimate the volume of hazardous and regulated building materials present within the building’s interior and roof for subsequent use in development of an abatement scope. These three objectives were met through a combination of a site inspection to collect building material samples for laboratory analysis; interpretation of qualitative data collected in the field; and the quantitative laboratory data generated from analysis of the building materials samples as summarized in this survey report and create a universal waste inventory.
1.2 Background Information
B300 is a mixed-use building used primarily for industrial manufacturing with an overall area of 168,900 square feet. Plans for the building include upgrades and repairs to the electrical, HVAC and fire protection systems and replacement of the roof.
1.3 Summary of Survey Results
As required by State and Federal regulations, bulk samples of suspected ACM were collected by Mabbett and submitted using chain of custody (COC) procedures to Pace Analytical Laboratories (Pace) of Woburn, Massachusetts. Pace is a Maine certified asbestos analysis laboratory that is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP
© 2024, Mabbett & Associates, Inc. Page 2 September 10, 2024
Lab Code 200090-0). The Maine Department of Environmental Protection (Maine DEP) define any material that contains greater than or equal to one percent (>1%) asbestos as ACM.
Paint chip samples were collected by Mabbett for analysis using AA spectroscopy and ICP and submitted using COC procedures to Pace Analytical Laboratories (Pace) of Woburn.
PCB building material samples were collected and submitted under COC procedures for PCB extraction using Analytical method 1,8082A to Pace Analytical of Westborough, Massachusetts. Pace is certified by the National Environmental Laboratory Accreditation Program (NELAP).
Current survey efforts yielded the following results:
Six (6) bulk samples for suspect ACM were collected for laboratory analysis and reporting. No materials were determined to contain asbestos.
Two (2) paint chip samples were collected from painted building surfaces for laboratory analysis and reporting. Two (2) revealed concentrations of heavy metals in paint that indicate risk.
Nine (9) suspect PCB building material samples were collected and submitted for laboratory analysis as part of this survey. Based on laboratory analysis the materials were non-detect for PCBs above the TSCA regulated material threshold.

2.0 ASBESTOS CONTAINING MATERIAL SURVEY
The asbestos survey was performed on July 25, 2024, by Mabbett’s Maine licensed asbestos inspectors, Mr. David J. Batterman (AI-0933) and Mr. Jacob T. Walsh (AI-0917). Prior to collecting samples, a visual screening assessment was conducted to identify locations of suspect ACM and develop a sampling plan. Only areas that were accessible during the field work phase were included in the survey, with reasonable efforts made to access areas needed to complete the asbestos survey and sampling program. Any unsampled or new suspect materials discovered during demolition activities must be sampled and submitted to a laboratory for analysis. Destructive investigation of operating equipment was not conducted.
2.1 Sampling Methodology
Mabbett complied with the following requirements:
Samples were collected in accordance with applicable EPA, OSHA, and state regulations preventing airborne exposure to asbestos fibers to the extent possible. The sampling locations were repaired by Mabbett.
The amount of sample collected was of sufficient size for analysis. Each layer was analyzed separately.
Field personnel properly donned and doffed appropriate PPE where hazards existed and were identified.
Mabbett performed the inspection between normal duty hours of 8:00 a.m. and 4:00 p.m.
Bulk samples for asbestos analysis were collected using EPA National Emissions Standards for Hazardous
Air Pollutants (NESHAP), 40 CFR Part 763, and Asbestos Hazard Emergency Response Act (AHERA) protocols. Bulk suspect ACM sampling was conducted according to the following standard sampling protocol:
Friable surfacing material:
At least three bulk samples shall be collected from each homogeneous area of surfacing material that is
1,000 ft2 or less.
At least five bulk samples shall be collected from each homogeneous area of surfacing material that is greater than 1,000 ft2 but less than or equal to 5,000 ft2.
At least seven bulk samples shall be collected from each homogeneous area of surfacing material that is greater than 5,000 ft2.
Thermal system insulation:
At least three bulk samples shall be collected from each homogeneous area of thermal system insulation.
At least three bulk samples shall be collected from each homogeneous patched area of thermal system insulation.
Sufficient samples shall be collected from elbows and fittings.
Bulk samples shall not be collected from any homogeneous area where the state-licensed asbestos inspector determines that the thermal system insulation is fiberglass, foam glass, rubber, or other non-
ACM.
Miscellaneous material (e.g., joint compound, roofing, gaskets, floor coverings, decorative coatings, wire insulation):
At least three bulk samples shall be collected from each homogeneous area of miscellaneous material that is less than 100 ft2.
At least three bulk samples shall be collected from each homogeneous area of miscellaneous material that is greater than 100 ft2.
The survey included accessible interior areas and materials associated with the upgrades and repairs to the electrical, HVAC, and fire protection systems of the building.

2.2 Analytical Methodology
Six (6) bulk samples were collected from two (2) homogeneous areas from B300 and submitted using COC procedures to Pace. Bulk samples were analyzed by PLM using EPA Method 600/R-93/116 using stop positive methodology, as required by the State of Maine Department of Environmental Protection. Sampling locations are depicted in Figures RBM-1 & 2.
2.3 ACM Results
The EPA, Occupational Safety and Health Administration (OSHA), and the Maine Department of Environmental Protection (Maine DEP) define any material that contains greater than or equal to one percent (>1%) asbestos as ACM. None of the materials sampled and analyzed by PLM as part of this survey effort were found to contain greater than or equal to one percent (>1%) ACM. Bulk Sample Results are provided in Appendix A. The laboratory report and COC documentation are provided in Appendix B.

3.0 Lead, Cadmium, and Chromium Containing Paint Sampling
Lead, Cadmium, and Chromium sampling was conducted by collecting and analyzing paint chips from painted surfaces and systems that may be impacted by the planned renovation.
3.1 Sampling Methodology
Paint chip samples were collected using a sharp hand tool to score and peel paint off an approximate 1 square inch area of the substrate. Different tools such as chisels, putty knives, and hammers may also be needed in the collection of paint chips. All tools were cleaned after each sample to prevent cross contamination. Collected paint chip samples were submitted under COC procedures to an accredited laboratory and analyzed via flame atomic absorption (AA).
3.2 Analytical Methodology
The regulations addressing lead, cadmium, and chromium in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities. Occupational exposure to lead is regulated by OSHA regulation 29 CFR 1926.62, Lead in Construction, as well as other applicable state and local regulations.
A paint chip survey cannot determine a safe level of lead for the purpose of paint-disturbing/waste-disposal activities but is intended to provide guidance as to the locations of surfaces containing lead, cadmium, and chromium.
Contractors may use this information to better determine where worker exposures to airborne lead and other hazards may occur. They can then assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks. This information can also be used for pre-characterization of demolition waste streams prior to toxicity characteristic leaching procedure (TCLP) sampling in accordance with 40 CFR Part 261.
Two (2) samples, each from a different homogenous areas were collected during this survey. Paint chip samples were submitted using COC procedures to Scientific Analytical Institute (SAI) for analysis. Analysis was conducted using EPA SW-846 Test Method 7000B: Flame Atomic Absorption Spectrophotometry and EPA SW-846 3050B:
Inductively Coupled Plasma (ICP).
3.3 Sampling Results
OSHA regulations have no low-level threshold, therefore any result above the detection limit should be given proper consideration for worker safety and is an indicator of risk. The results of this LCP sampling survey identify samples that indicate risk and are presented in Table 1. The laboratory report and COC documentation are provided in Appendix C.

5.0 BUILDING MATERIAL PCB EVALUATION
Polychlorinated Biphenyls (PCBs) can be found in some common building materials manufactured during the1950s, 1960s and 1970s. If PCB concentrations in building materials exceed regulatory thresholds, abatement is typically required when the use of PCBs in building materials is defined by the EPA to be an “unauthorized use”.
Disposal of materials with regulated concentrations of PCBs is governed by TSCA regulations. In many cases, if PCBs are discovered in building materials, a remediation work plan for these materials must be approved by the EPA prior to implementation. Based upon the age of the buildings, the building materials most likely to contain PCBs are window or other caulking materials, and waterproofing paints or sealants. PCBs in transformer fluid represent an authorized use under the TSCA regulations and must also be disposed of as PCB waste. Releases of transformer fluids to building materials must be assessed, and remediation plans developed and approved by the EPA prior to implementation.
Inspection and representative sampling of suspect building materials was conducted as part of this hazardous building materials survey. The survey for PCBs included the sampling of paint and sealant materials that may be impacted by the proposed work. Collected samples were submitted using COC procedures to Pace. Analysis was conducted using Extraction Method EPA 3540C. Laboratory analytical reports are included in Appendix D. Results of the PCB sampling are presented in Table 2.

7.0 RECOMMENDATIONS
This section presents a summary of the conclusions and recommendations from the pre-renovation hazardous building materials survey at the Portsmouth Naval Shipyard, B300. Prior to initiating plans for renovation activities, survey results for the Pre-Renovation Services presented herein should be reviewed to determine whether any of the identified regulated building materials will be disturbed by proposed work activities.
7.1 Asbestos
The survey included accessible interior areas and materials associated with the upgrades and repairs to the electrical, HVAC, and fire protection systems of the building. Any suspect materials encountered during renovation activities that were not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise.
7.2 Paint
The purpose of the Lead, Cadmium, and Chromium screening survey was to identify patterns of lead, cadmium, and chromium containing paint. For the purpose of this screening survey a limited amount of representative interior building components were tested. The regulations addressing heavy metals in paint in non-residential buildings are focused on protecting workers involved with paint-disturbing activities and related waste-disposal activities.
Occupational exposure to lead in construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction”, as well as other applicable state and local regulations. These regulations involve the air monitoring of workers to determine exposure levels when disturbing paint containing measurable concentrations of heavy metals. A paint chip survey cannot determine the safe level of lead for the purpose of paint-disturbing activities but is intended to provide guidance as to the locations of heavy metals in paint. Exposure to heavy metals may cause a wide range of health effects, from behavioral problems, learning disabilities, seizures, and death.
Employers and contractors may use this information to better determine where worker exposures to airborne heavy metals may occur and, through the interpretation of heavy metals concentration data, assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risk.
Representative samples of heavy metals waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations. OSHA regulations may require certain procedures for any paint that contains heavy metals, even if it is below these levels. All materials identified, regardless of their heavy metals content, should either be sampled and analyzed by TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and then managed as hazardous waste in accordance with federal, state, and local hazardous waste disposal regulations.
7.4 Polychlorinated Biphenyls
Materials containing PCBs were identified. None of the materials sampled contain greater than 50 parts per million PCB. These materials are considered non-TSCA regulated PCB Bulk Product Waste and to meet the TSCA Excluded PCB Product definition. Excluded PCB Product waste can be managed as solid waste at any landfill permitted to accept waste with PCB levels up to those observed.

Case Narrative
The samples were received in accordance with the Chain of Custody and no significant deviations were encountered during the preparation or analysis unless otherwise noted. Sample Receipt, Container Information, and the Chain of Custody are located at the back of the report.
Results contained within this report relate only to the samples submitted under this Alpha Lab Number and meet NELAP requirements for all
NELAP accredited parameters unless otherwise noted in the following narrative. The data presented in this report is organized by parameter
(i.e. VOC, SVOC, etc.). Sample specific Quality Control data (i.e. Surrogate Spike Recovery) is reported at the end of the target analyte list for each individual sample, followed by the Laboratory Batch Quality Control at the end of each parameter. Tentatively Identified
Compounds (TICs), if requested, are reported for compounds identified to be present and are not part of the method/program Target
Compound List, even if only a subset of the TCL are being reported. If a sample was re-analyzed or re-extracted due to a required quality control corrective action and if both sets of data are reported, the Laboratory ID of the re-analysis or re-extraction is designated with an "R" or "RE", respectively.
When multiple Batch Quality Control elements are reported (e.g. more than one LCS), the associated samples for each element are noted in the grey shaded header line of each data table. Any Laboratory Batch, Sample Specific % recovery or RPD value that is outside the listed
Acceptance Criteria is bolded in the report. In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some quality control failures to occur and still be within method compliance. In these instances, the specific failure is not narrated but noted in the associated QC Outlier Summary Report, located directly after the Case Narrative. QC information is also incorporated in the Data Usability Assessment table (Format 11) of our Data Merger tool, where it can be reviewed in conjunction with the sample result, associated regulatory criteria and any associated data usability implications.
Soil/sediments and solids are reported on a dry weight basis unless otherwise noted. Tissues are reported "as received" or on a wet weight basis, unless otherwise noted. Definitions of all data qualifiers and acronyms used in this report are provided in the Glossary located at the back of the report.
HOLD POLICY - For samples submitted on hold, Alpha's policy is to hold samples (with the exception of Air canisters) free of charge for 21 calendar days from the date the project is completed. After 21 calendar days, we will dispose of all samples submitted including those put on hold unless you have contacted your Alpha Project Manager and made arrangements for Alpha to continue to hold the samples. Air canisters will be disposed after 3 business days from the date the project is completed.
Please contact Project Management at 800-624-9220 with any questions.

PCBs
The WG1953356-1 Method Blank, associated with L2442092-01, -02, -03, -05, and -06, has a concentration above the reporting limit for Aroclor 1260. Since the associated sample concentrations are either greater than
10x the blank concentration or non-detect to the RL for this target analyte, no corrective action is required.
I, the undersigned, attest under the pains and penalties of perjury that, to the best of my knowledge and belief and based upon my personal inquiry of those responsible for providing the information contained in this analytical report, such information is accurate and complete. Detection Limit: This value represents the level to which target analyte concentrations are reported as estimated values, when those target analyte concentrations are quantified below the limit of quantitation (LOQ). The DL includes any adjustments from dilutions, concentrations or moisture content, where applicable. (DoD report formats only.)
Estimated Detection Limit: This value represents the level to which target analyte concentrations are reported as estimated values, when those target analyte concentrations are quantified below the reporting limit (RL). The EDL includes any adjustments from dilutions, concentrations or moisture content, where applicable. The use of EDLs is specific to the analysis of PAHs using Solid-Phase Microextraction (SPME).
Estimated Maximum Possible Concentration: The concentration that results from the signal present at the retention time of an analyte when the ions meet all of the identification criteria except the ion abundance ratio criteria. An EMPC is a worst-case estimate of the concentration.
Environmental Protection Agency.
Laboratory Control Sample: A sample matrix, free from the analytes of interest, spiked with verified known amounts of analytes or a material containing known and verified amounts of analytes.
Laboratory Control Sample Duplicate: Refer to LCS.
Laboratory Fortified Blank: A sample matrix, free from the analytes of interest, spiked with verified known amounts of analytes or a material containing known and verified amounts of analytes.
Limit of Detection: This value represents the level to which a target analyte can reliably be detected for a specific analyte in a specific matrix by a specific method. The LOD includes any adjustments from dilutions, concentrations or moisture content, where applicable. (DoD report formats only.)
Limit of Quantitation: The value at which an instrument can accurately measure an analyte at a specific concentration. The LOQ includes any adjustments from dilutions, concentrations or moisture content, where applicable. (DoD report formats only.)
Limit of Quantitation: The value at which an instrument can accurately measure an analyte at a specific concentration.
