About this file
This is a Price Schedule for Project B300 Roof and HVAC Repair, a federal construction contract that requires offerors to provide line-item pricing for comprehensive building system upgrades and repairs. The base requirement (CLIN 0001) encompasses the entire scope of work and includes 13 subsidiary line items (CLINs 0001A through 0001N) covering hazardous material abatement, roof removal and replacement with a new TPO membrane assembly, fire pump room construction, truss reinforcement, fire protection system demolition and installation, fire alarm system replacement, electrical panelboard upgrades, HVAC equipment demolition and installation, civil and site work, switchgear replacement and expansion, and cybersecurity work. All work must be completed in accordance with provided drawings and specifications, with pricing to include all labor, materials, equipment, coordination, outage coordination, and supervision required.
The solicitation includes 12 optional line items (CLINs 0002 through 0013) for additional work that may be exercised within 365 calendar days of contract award, including additional asbestos abatement (600 square feet of ACM stick pin adhesive and 140 linear feet of ACM sealant) and various electrical wiring installations ranging from 300 KCMIL to #12 AWG wire at quantities of 500 to 2,000 linear feet. Award will be made on the total sum of CLIN 0001 only; however, options will be evaluated for award purposes by adding their prices to the base price. All CLINs require firm fixed prices with no economic price adjustment provisions. If any options are exercised, the contract completion date shall be extended for 90 calendar days, and the Performance Bond must reflect 100 percent of the aggregate amount of all items including options. The Government reserves the right to reject offers that are materially unbalanced between base and option pricing.

TOTAL PRICE FOR CLINs 0001 - 0013 $_________________________
GENERAL BID NOTES
a. Award will be made on the total sum of Contract Line Item (CLIN) 0001. For CLINs 0002 through 0013, enter unit price and extended total in space provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provided a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
b. The Government reserves the unilateral right to award CLIN(s) 0002 through 0013 to the Contractor at the proposed price within 365 calendar days after the contract award. A firm fixed proposed price is required for all
CLINs. No provision is made for economic price adjustment. If any or all of Option(s) 1 through 12 are exercised, the contract completion date shall be extended for a total of 90 calendar days.
c. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).
d. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
e. If any of the CLIN(s) 0002 through 0013 are exercised, additional bonding and consent of surety is required.
Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.
