About this file
This document is a Small Business Participation Commitment Document (SBPCD) form template for RFP N40085-26-R-0029, a Design-Bid-Build project for B-300 Waterfront Machine Shop Roof & HVAC Repair at Portsmouth Naval Shipyard in Kittery, Maine. The form must be completed by all offerors—both large and small businesses—to document small business utilization and participation, which is evaluated as Factor 5 in the solicitation. All monetary values and percentages must be rounded to the nearest whole dollar and tenth of a percent, respectively. Only information submitted on this official form will be evaluated; alternative formats, attachments, or addendums are excluded from consideration.
The SBPCD requires offerors to identify their business size based on the NAICS code and declare applicable socioeconomic categories (SDB, WOSB, EDWOSB, HUBZone SB, VOSB, or SDVOSB). Offerors must provide a subcontracting breakdown showing total contract value, self-performed work, and subcontracted work, then complete a participation table documenting small business commitments by category and as a percentage of total contract value. The minimum small business participation requirement is 20% of the total contract value. If this threshold is not met, a detailed explanation is required. For any identified subcontractors, offerors must provide firm written commitments such as teaming agreements, joint venture agreements, mentor-protégé arrangements, or signed commitment letters. If no subcontractors with firm commitments are identified, offerors must explain how they will achieve the proposed small business participation. Large business offerors not intending to subcontract must provide detailed justification for why subcontracting would not result in efficient contract performance; small business offerors planning 100% self-performance are exempt from this requirement.
