About this file
This document is an access instructions file for contractors seeking entry to NSA Cutler and NCTAMS det Cutler facilities for the P-347 Perimeter Security Improvements project. The instructions outline a multi-step process for gaining facility access, specifically for contractors without an active Common Access Card (CAC) or non-government employees needing to visit the Restricted Area. Contractors must first contact the NAVFAC Host or Contract Specialist, complete an Access Request List including all personnel and subcontractors, and then submit SECNAV 5512 forms to designated security personnel. Key requirements include reading and completing the form, having the Construction Manager and Engineering Technician serve as sponsors, and ensuring all personally identifiable information is appropriately handled. Badge pickup is estimated to take a minimum of 20 minutes per person, and contractors must have all required identification to gain access.
