SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

1.1.1 Project Description

The work includes the construction of a new Entry Control Facility (ECF), a Gatehouse/Truck Inspection Office, a combined Main Entry POV Canopy and Truck Inspection Canopy, a Commercial Vehicle Inspection Station, Restricted Area Perimeter Security Fence and grounding of fence, associated roadway and utilities, site work and site preparation, clearing, site demolition, electrical and mechanical installations, significant earthwork associated with construction of the ECF, and related work indicated within the plans and specifications. This site has significant natural and social environmental features and care during construction is paramount. It is critical that the "mission" must be maintained at all times and that critical infrastructure such as any damage to ground matting is repaired immediately upon the occurrence and contracting/government officer is contacted upon such for each occurrence.

1.1.2 Location

The work is located at the NCTAMS LANT Detachment Cutler, off Ridge Road, in Cutler, Maine, as indicated in the Contract Documents.

1.2 OCCUPANCY OF PREMISES

Building(s) will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area.

Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

1.3 EXISTING WORK

In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work to remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.4 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

SECTION 01 11 00 Page 1

Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

It is the responsibility of the contractor to locate all existing underground utilities that are within the limits of work, prior to any excavation activities. These include but are not limited to the following buried utilities: water lines, sanitary and storm sewers, steam condensate, fuel lines, gas lines, electrical ducts and direct buried conductors, grounding grid, fiber optic cabling, commercial telephone, Base telephone, commercial cable TV, Base instructional cable TV, EMCS, and fire alarm. The contractor must employ the services of a qualified Utility locating company to locate, identify, and mark all underground utilities. The entire construction limits must be thoroughly scanned and researched to determine existing utility locations. Any existing utilities that are indicated on the project drawings must be considered for reference use by the locating company and must be verified. All underground utilities must be clearly marked with flags, paint or stakes prior to any digging operation except that required to determine exact utility location and depth. CAUTION must be used when trenching or excavating around or near buried utilities. The contractor is responsible for the timely repair and/or replacement of direct and collateral damage on any and all underground utilities that are severed, crushed, broken, displaced or otherwise disturbed by the construction operation. The Government must not incur any additional cost for such repair or replacement. The contractor must notify the FEAD a minimum of three working days prior to utility locating. Do not continue with excavation or installation of new work without resolving elevation discrepancies and conflicts.

Schedule of Prices; G

1.3 SCHEDULE OF PRICES

1.3.1 Data Required

Within 15 calendar days of notice of award, prepare and deliver to the Contracting Officer a Schedule of Prices (construction Contract) as directed by the Contracting Officer. Schedule of Prices must have cost summarized and totals provided for each construction category. Provide a detailed breakdown of the Contract price, giving quantities for each of the various kinds of work, unit prices and extended prices. Contractor overhead and profit including salaries for field office personnel, if applicable, must be proportionately spread over all pay items and not included as individual pay items.

1.3.2 Payment Schedule Instructions

Payments will not be made until the Schedule of Prices has been submitted to and accepted by the Contracting Officer.

Additionally, the Schedule of Prices must be separated as follows:

a. Primary Facilities Cost Breakdown:

Defined as work on the primary facilities out to the 5 foot line.

Work out to the 5 foot line includes construction encompassed within a theoretical line 5 foot from the face of exterior walls and includes attendant construction, such as pad mounted HVAC cooling equipment, cooling towers, and transformers placed beyond the 5 foot line.

SECTION 01 20 00 Page 1

b. Supporting Facilities Cost Breakdown:

Defined as site work, including incidental work, outside the 5 foot line.

1.3.3 Schedule Requirements for HVAC TAB

The field work requirements in Section 23 05 93.00 22 TESTING, ADJUSTING, AND BALANCING FOR MECHANICAL SYSTEMS must be broken down in the Schedule of Prices and in the Construction Progress Documentation by separate line items which reflect measurable deliverables. The value for each pay item listed below will be established on a case by case basis for each Contract. The line items are as follows:

a. Approval of Design Review Report: The TABS Agency is required to conduct a review of the project plans and specifications to identify any feature, or the lack thereof, that would preclude successful testing and balancing of the project HVAC systems. Submit the resulting findings to the Government to allow correction of the design. The progress payment will not be issued until the report is reviewed and approved.

b. Approval of the pre-field engineering report: The TABS Agency submits a report which outlines the scope of field work. The report must contain details of what systems will be tested, procedures to be used, sample report forms for reporting test results and a quality control checklist of work items that must be completed before TABS field work commences.

c. Season I field work: Incremental payments are issued as the TABS field work progresses. The TABS Agency mobilizes to the project site and executes the field work as outlined in the pre-field engineering report. The HVAC water and air systems are balanced and operational data must be collected for one seasonal condition (either summer or winter depending on project timing).

d. Approval of Season I report: On completion of the Season I field work, the data is compiled into a report and submitted to the Government. The report is reviewed, and approved, after ensuring compliance with the pre-field engineering report scope of work.

e. Completion of Season I field QA check: Contract QC and Government representatives meet the TABS Agency at the jobsite to retest portions of the systems reported in the Season I report. The purpose of these tests are to validate the accuracy and completeness of the previously submitted Season I report.

f. Approval of Season II report: The TABS Agency completes all Season II field work, which is normally comprised mainly of taking heat transfer temperature readings, in the season opposite of that under which Season I performance data was compiled. Compile this data into a report and submit to the Government. On completion of submittal review to ensure compliance with the pre-field engineering report scope, progress payment is issued. Progress payment is less than that issued for the Season I report since most of the water and air balancing work effort is completed under Season I.
