About this file
This document is an Amendment (Amendment 0003) to a federal solicitation for Design-Bid-Build Perimeter Security Improvements at Portsmouth Naval Shipyard, NCTS Cutler, Maine. The amendment provides two primary updates: a revised Price Proposal Form dated 30 April 2025 and responses to 20 Pre-Proposal Inquiries (PPIs) covering various technical specification clarifications.
Key technical clarifications include guidance on utilities provision (contractors must provide their own), confirmation that an air permit for an emergency generator will be submitted by the government (potentially taking up to 6 months), specification of vehicle barrier requirements (must be on the DOD anti-ram vehicle barriers list), and pending responses regarding commissioning agent services and ductbank conduit details for radar detection systems. The amendment also indicates NAVFAC is open to alternative construction methods that could be evaluated post-award as value engineering options. All prospective offerors are instructed to submit responses in accordance with the Price Proposal Form - Revision 1, dated 30 April 2025.

15 TS101
On the attached drawing TS101, two Radar's are circled. Please confirm there are appropriate raceways and pull boxes in place to pull wiring through or confirm if we are to include new underground duct banks and pull boxes as part of our bid. Thank you
Provide underground duck banks and pull boxes in accordance with the drawings and specifications.
16 S-001 Structura l
Note 7 on S001 acknowledges the 86" frost depth however there is concern over the depth of the inspections building footings and not having insulation beneath the footings (as is detailed for the canopy footings). As for the canopy footings, while a PE is required to design the canopy and its' foundation, it appears the required excavation for the
Foundation depths shown on structural drawings are per ASCE 32, “Design and construction of Frost-Protected Shallow Foundations”. Note the inspection building is a heated building and ASCE 32 allows higher footings for heated structures. The interaction of the footings between the two structures shallow canopy footings with extended insulation beyond the footing footprint will require more excavation of potentially contaminated soils and greater impact to ground grid than a deep foundation.
(canopy which is unheated and the inspection building which is heated) was taken into account for the footing depths and details shown on the contract drawings. Design in accordance with the drawings and specifications.
17 S-301
As a no cost option, is it acceptable to use precast concrete panels in lieu of cmu from the footing up on the inspections building? This should allow for expedited construction as well as reduced winter conditions and 3rd party testing/inspection for the CMU installation in this Northern climate. It wall also allow for insulation and AVB installations in a factory setting vs field applied.
NAVFAC is not opposed to alternative methods, which will be evaluated as part of value engineering after construction award.
18 17 of 78 Solicitati on
