Question # Reference

Page Section Paragraph

Question Government Response

Bid form Option 4 - security detail monitoring... Please confirm how the contractor complies with security detail monitoring if this requires payment to government employees directly.

On Sheet G-005, Site Constraints and Requirements Plan - Phase 1, in Security Note 6, delete "Pay Fees for the Security Detail."

"Government will handle payment of security monitoring fees, if incurred.

Given the size and complexity of this project, we request that

NAVFAC extend the proposal due date to 28 June 2024, to allow proposers adequate time to prepare their estimates and proposals.

Given the current active construction market in the region, this will provide the Govt. with the best opportunity for competition and awardable price/proposal.

Amendment 0003 provided an extension to May 30th, 2024. No additional extensions are anticipated at this time.

124 G-006 Please clarify between the 90-days and 42-days noted in the referenced Phase Note.

The outage to the railroad tracks and Phase 2 conditions will be limited to 42 days.

The Government will identify a 90-day window (during construction) during which the 42-day railroad outage and Phase 2 conditions can occur. The Contactor will determine the 42-day period during the identified 90-day window.

125 G-006

Please clarify the requirements in the referenced Phasing Note, relative to work that must be performed during a weekend vs.

the outage timeframes noted in

Phasing Note 1. It appears that the referenced work is outside of the Fire Department Access Lane.

There is work that extends outside of the Contractor

Staging and Storage area that must be completed during a weekend.

126 G-006 01 14 00.00 22

Drawing G-006 shows the Fire Department Access Lane at 30' wide. Specification Section 01 14 00.[00] 22, Par. 1.12.2.1, calls for a minimum 20' fire lane. Please confirm that a 20' minimum fire lane is acceptable to facilitate work.

"A 30-foot fire lane as shown on Sheets G-005 and G-006 is required.

In Specification Section 01 14

00.00 22, Paragraph 1.12.2.1, change "Twenty (20)" to "thirty (30)".

127 G-007 Please define timeframe for

"Heating Season".

Approximately 15-Sept through 15-May.

09 68 00 09 65 00 03 33 00

It is recommended that the DOR consider adding an admixture such as Specialty Products Group, Vapor Lock, to new concrete slabs that are to receive adhesive applied flooring, to mitigate potential residual moisture issues impacting flooring installation and project schedule.

Adding an admixture to new concrete slabs to mitigate potential moisture issues will not be part of the project. The project slab work consists of a series of patches on the ground floor in the existing building and new slabs in the addition. Having a patchwork of non-treated and treated slabs in the existing building would not be effective and the project schedule is long enough to not be a concern for slabs in the addition.

129 12 00 01.00 20 3.1.1.1 Please identify the A/E's Interior

Designer

Oak Point Associates of Biddeford, Maine and

Portsmouth, NH, provided the interior design.

130 21 12 00 1.7.1.7

We request that the first sentence "Within 36 days of contract award but no less than 14 days prior to commencing work on site, the

Contractor must submit the Preconstruction Submittals for review and approval." be removed.

The balance of the clause is understood and it is understood that submittals must be provided in a timely manner to allow for review, procurement and installation, to support the project.

However, 36-days following contract award is not realistic, particularly given where Standpipe Systems work falls in the sequence of the project.

It should be understood that this clause is in regard to SD- 01 Preconstruction Submittals such as Fire Protection Engineer and equipment installer qualifications, etc. It is not the intent for SD-02 and subsequent submittals to be submitted within this timeframe.

131 21 13 13 1.6.1.1

We request that the first sentence "Within 36 days of contract award but no less than 14 days prior to commencing work on site, the

Contractor must submit the Preconstruction Submittals for review and approval." be removed.

The balance of the clause is understood and it is understood that submittals must be provided in a timely manner to allow for review, procurement and installation, to support the project.

However, 36-days following contract award is not realistic, particularly given where Wet Pipe Sprinkler Systems work falls in the sequence of the project.

It should be understood that this clause is in regard to SD- 01 Preconstruction Submittals such as Fire Protection Engineer and equipment installer qualifications, etc. It is not the intent for SD-02 and subsequent submittals to be submitted within this timeframe.

132 21 13 16 1.6.1.1

We request that the first sentence "Within 36 days of contract award but no less than 14 days prior to commencing work on site, the

Contractor must submit the Preconstruction Submittals for review and approval." be removed.

The balance of the clause is understood and it is understood that submittals must be provided in a timely manner to allow for review, procurement and installation, to support the project.

However, 36-days following contract award is not realistic, particularly given where Dry Pipe Sprinkler Systems work falls in the sequence of the project.

It should be understood that this clause is in regard to SD- 01 Preconstruction Submittals such as Fire Protection Engineer and equipment installer qualifications, etc. It is not the intent for SD-02 and subsequent submittals to be submitted within this timeframe.

133 23 03 00.00 20 1.10.1 Please provide ATFP Standard

Requirements.

The requirements can be found in UFC 4-010-01, DoD

Minimum Antiterrorism Standards for Buildings

134 23 05 48.00 40 1.2

We request that the first part of the first sentence "Within ten working days of Contract award," be removed. The balance of the clause is understood and it is understood that submittals must be provided in a timely manner to allow for review, procurement and installation, to support the project.

However, 10-days following contract award is not realistic, particularly given where HVAC Piping and Equipment work falls in the sequence of the project.

"What is a reasonable time frame?

In Specification Section 23 05

48.00 40, Paragraph 1.2, in the first paragraph, change

"Within ten working days of Contract Award" to "sixty days prior to installation".

135 23 05 48.00 40 1.2

We request that the first part of the second to last paragraph "Five 30 working days," be removed. The balance of the clause is understood and it is understood that submittals must be provided in a timely manner to allow for review, procurement and installation, to support the project. However, neither five nor 30-days following contract award are realistic, particularly given where HVAC Piping and Equipment work falls in the sequence of the project.

"This paragraph sets a timeframe for when submittals need to be provided prior to installation, not after contract award. That timeframe is 30 days.

48.00 40, Paragraph 1.2, in the second to last paragraph, delete "Five".

136 23 05 93 1.5.4.1

We request that the timeframes for the following submittals be modified:

- TAB Agency & Personnel

Qualifications: 45-days after contract award is not realistic, especially given when TAB work will occur in the project sequence.

We recommend this timeframe be removed. It is understood that this needs to be completed to facilitate successor activities.

- Pre-DALT/TAB Meeting: In lieu of 30 calendar days after qualifications approval, we recommend this be changed to 30-days prior to scheduled

DALT/TAB.

The timeframe for the submittals of qualifications will be modified as follows:

93, Paragraph 1.5.4.1, in the first sub-paragraph of the first paragraph, change "Within 45 calendar days after the date of contract award" to "No less than 90 calendar days prior to commencing DALT/TAB".

The time from for the Pre- DALT/TAB Meeting will remain as is.

137 23 05 93 1.5.4.1

It is not likely that a Season 2 TAB effort would fall within the

Contract Duration. Please confirm that simulation of alternate season conditions is allowable, given HVAC equipment capability.

"This is acceptable for TAB but not for commissioning.

System will need to be commissioned in season 2 seventh sub-paragraph of the second paragraph, add "or when Season 2 temperatures can be simulated," between "limits," and "accomplish".

138 23 05 93

Pre-Field DALT Preliminary Notification timeline in 1.5.4.3 differs from the notification period in 1.5.4.1. Please clarify.

For the pre-field DALT Preliminary Notification, notify the Contracting Officer in writing within 7 calendar days after completion.

fourth sub-paragraph of the first paragraph, change "5" to "7".

23 05 93 23 30 00

Section 23 05 93, Par. 1.6, calls for a 2-year DALT/TAB Warranty plus a "2-year contractor installation warranty". Section 23 30 00 does not appear to include a requirement for a 2-year contractor installation warranty. Please clarify.

A 2-year contractor installation warranty will be required contractor mechanical systems installation.

93, add Paragraph 1.6 as follows:

1.6 WARRANTY

Furnish workmanship and installation warranty for the mechanical system installation work performed for a period not less than 2 years from the date of Government acceptance of the work; issued directly to the Government. Include provisions that if within the warranty period the system shows evidence of major performance defects, deterioration, or is significantly out of tolerance, the corrective repair or replacement of the defective materials and correction of the defective workmanship is the responsibility of the mechanical contractor.

Perform corrective action that becomes necessary because of defective materials and workmanship while systems are under warranty 7 days after notification, unless additional time is approved by the Contracting Officer.

Failure to perform repairs within the specified period of time constitutes grounds for having the corrective action and repairs performed by others and the cost billed to the mechanical contractor.

140 27 32 50 1.5.1.1

We request that the first part of the first sentence "Within 36 days of Contract award but not less than 14 days prior to commenting any work on site," be removed. The balance of the clause is understood and it is understood that submittals must be provided in a timely manner to allow for review, procurement. 36-days for this activity is not realistic especially given where Elevator Landing

Two-Way Communication System work will fall in the project sequence.

"It should be understood that this clause is in regard to SD- 01 Preconstruction Submittals such as Fire Protection Engineer and equipment installer qualifications, etc. It is not the intent for SD-02 and proceeding submittals to be submitted within this timeframe. In this section, the qualifications of the Qualified

Professional Engineer are required to be approved prior to submitting design submittals.

In Specification Section 27 32 50, in Paragraph 1.4, prior to "SD-02 Shop Drawings", add

"SD-01 Preconstruction Submittals" with a sub-line that reads "Qualified Professional Engineer (QPE);

G", and in "SD-07 Certificates", delete

"Qualified Professional Engineer (QPE); G." In

Paragraph 1.5.1.1, in the first sentence, change "following" to "qualifications of the QPE"

141 27 32 50

Will the Qualified Professional Engineer (QPE) called for in 27 32

50 be permitted to also be the Registered Fire Protection

Engineer (FPQC) called for in 01 45 00.00 22 or the Qualified Fire

Protection Engineer (QFPE) called for in Section 28 31 76?

The QPE called for in Specification Section 27 32

50 must meet the qualifications required in that section. If they also meet the same qualifications required in the other sections, or vice versa, the one individual can be used.

142 28 31 76 1.11.1.1

We request that the first part of the first sentence "Within 36 days of Contract award but not less than 14 days prior to commenting any work on site," be removed. The balance of the clause is understood and it is understood that submittals must be provided in a timely manner to allow for review, procurement. 36-days for this activity is not realistic especially given where Fire Alarm System work will fall in the project sequence.

It should be understood that this clause is in regard to SD- 01 Preconstruction Submittals such as Fire Protection Engineer and equipment installer qualifications, etc. It is not the intent for SD-02 and subsequent submittals to be submitted within this timeframe.

143 31 23 00.00 22 1.5.2.a.14 Please identify the disposal facilities preapproved by Code 106.3.

Pre-approved Waste Management facilities for non-hazardous soils are Turnkey Landfill and

Norridgewock.

144 31 23 00.00 22 3.1.2.2

Given the limited site area, it is unlikely that groundwater that may be encountered will be able to be practically re-infiltrated within the project footprint. Please identify parameters for discharging groundwater into PNSY storm drain system.

Dewatering must be in accordance with Specification

Section 31 23 00.00 22, 3.1.2.2.

145 AE641

Please advise if coating of the elevator pit and/or walls is desired.

No, a coating in the elevator pit or shaft walls is not required.

146 AE442

Please advise if an elevator pit ladders is desired.

Yes, an elevator pit ladder is to be provided. See Keynote 8 on Sheet SB101 and Detail

C5/SB502.

147 HM101

Plan HM101 is note 18 - asbestos joint compound referring to all walls on the page or only where the note is pointing?

For the second floor it is basically both. The only wall that is to be removed on the second floor where Keynote

18 does not apply is the westernmost wall of Stair 002 (only Keynote 12 is pointing to this wall). On the first floor Keynote 18 only applies to the walls it is pointing to.

148 HM101

Plan HM101 the lead paint removal notes: Does all the paint get removed or just intacted?

Would you want the painter to perform this work?

It is not clear what is meant by "intacted" in the question, however, the HM sheets indicate where lead paint is to be removed on surfaces to remain. Lead paint on surfaces to be removed can be removed with the substrate.

See Specification Section 02 83 00.00 22, paragraph 1.2.8 for personnel qualification requirements.

149 AE104

Plan AE104, Room 402 calls for CPT-1 & SVT-1. However, there are no delineation lines. cannot locate a plan that shows the breakdown.

SVT 1 is to be provided in front of the galley/countertop area. See Sheet AE641, Room Finish Schedule Note 11 and plan detail B4/AE810.

150 AE101

Are all the cell phone lockers salvaged? Note #1 says to reinstall the salvaged cell phone lockers and Note 6 just list Cell phone lockers. Are these new lockers?

Note 10 – Recessed Storage Box – are these new items or salvaged?

Keynote 1 on Sheet AE101 indicates that the four existing cell phone lockers that are to be salvaged from existing ATM Lobby 123 (See

Removals Keynote 27 on AD101) are to be reinstalled in Vestibule 116. Keynote 6 on Sheet AE101 indicates two new cell phone lockers are to be installed in ATM Lobby

119. Keynote 9 on Sheet AE101 and Detail B4/AE741 indicate that the ten salvaged storage boxes from existing Corridor 100 (See Removals Keynote 28 on AD101) are to be reinstalled in the east wall of Corridor 112. Keynote 10 on Sheet AE101 and Detail A1/B741 indicate that four new storage box units are to be installed in the west wall of Corridor 112.

On Sheet AE101, First Floor Plan, in Keynote 9, change

"4" to "10".

151 MP101

Drawing MP101, keynote 3 references drawing M503 detail C2. This detail is not included, please provide detail.

The correct detail reference is C2/M-502.

On Sheet MP101, First Floor Mechanical Piping Plan, in

Keynote 3, change "C2- M503" to "C2/M-502".

On Sheet M-502, Mechanical

Details 2, in Detail C2, change the detail call out bubble from "A4/M-502" to "C2/M-504".

152 MP101

Drawing MP101 indicates HPS from Mech 101 to Mech 104, but detail A2 on same drawing indicates LPS. Please advise.

The pressure reducing station is to be provided in Mech

101, so the steam piping will be low pressure (LPS) from

Mech 101 to Mech 104.

Detail A2/MP101 has the piping labelled correctly.

On Sheet MP101, First Floor Mechanical Piping Plan, in the First Floor Mechanical Piping Plan, in the piping shown between Mech 101 to Mech 104, change the two instances of "HPS" to "LPS", and the two instances of

"COND" to "PC".

153 MP101

Drawing MP101, please provide detail for exterior CHW pipe supports.

See Detail B5 on attached revised Sheet M-502.

On Sheet M-502, Mechanical

Details 2, add Detail B5, Ground Mounted Pipe

Support Detail.

Plumbing drawings in general, many pipe sizes are either not indicated or appear to be incorrect throughout. Please provide a riser diagram similar to the sanitary riser diagram to assist in determining missing pipe sizes, or potential incorrect sizes.

All piping size is initially identified. Assume pipe size remains as indicated until indicated otherwise. See part plans for piping sizes not indicated on larger plans.

PPI#[16] - Only one known person in the eastern united states has this certification. With the amount of professionals already associated it seems unnecessary to add an impossible requirement. Will the government please consider an alternate certification or qualification for this role?

A search on the ICC website found multiple individuals in the New England area with the required certification.

PPI#20 appears to be the reference for all 'delegated design' as is referenced in later PPI. What is meant by 'studs, or other product data for the items being submitted'?

The “studs or other products” listed in PPI 20 will be items as selected by the delegated designer to complete their design so that the submittal package can be reviewed in its entirety.

PPI#24 - 'SHPO approval which may require an extended review time'. What length of review can be expected for SHPO approval?

SHPO approval will take up to 45 days. Note however, that there is nothing in the current scope that requires further SHPO approval.

PPI#28, 29, 30 - Response indicates the contractor is responsible to be 'aware of any codes and ordinances that affects the completion of work'. Will this awareness include any scope not shown on the documents? Will the contractor be responsible for identifying missing scope found in a separate code or standard?

The documents follow applicable codes and ordinances, and no extra scope is expected to be required. However, if the contractor becomes aware of non-compliant or missing scope based on applicable codes and ordinances, this should be brought to the attention of the Contracting Officer.

PPI#36 - It is understood that B13 will have full ownership, however, this may severely impact the B14 contractor's ability to store materials, navigate, coordinate with FD and build. How should this contract plan for the breadth of this impact?

As described in the contract documents; other construction projects and/or Shipyard work in the vicinity of Building 14 will be ongoing concurrently with the Building 14 construction period and could impact Building 14 construction activities. Once the contract is awarded, construction schedules for these projects will be provided to the Contractor by the Government upon request;

Parking and laydown space on the site is limited to the area shown on the plans.

Manage the on-site work including equipment, storage trailers, material, material deliveries to allow the work to be completed within the specified Contract duration.

This may require the Contractor to locate suitable storage off-site and multiple equipment mobilizations to allow the work to be completed. Equipment or materials not used to complete the work must be removed from the site. If additional offsite storage, additional mobilization or demobilizations are required, all costs must be included in the base bid. Failure to plan the work based on the space limitations must not be the basis for any claim nor an equitable price or Contract time adjustment.

PPI#39 - Security Note 3 - Can the government confirm specific examples of the temporary measures acceptable to security operations?

Refer to UFC 4-022-03 for requirements.

G-005 Security Note 6 - How would the contractor pay a government employee for the security detail?

Government will handle payment of security monitoring fees, if incurred.

See response to PPI #79.

G-005 Security Note 7 - Can the government confirm these lighting levels exist currently at the pedestrian control points and clear zones?

Yes. Weekly inspections are conducted to monitor the perimeter and lighting levels.

PPI#57 - It is understood the contractor is required to provide an engineered system for fire alarm. Will the contractor be responsible for the overall code compliance of the system shown in the contract documents? Will the contractor be responsible for any scope required per code but not shown?

Yes, the contractor is responsible for the overall code compliance of the system. The Contractor is responsible for providing a full fire alarm/mass notification system complying with the applicable UFC and NFPA codes. This includes both design, installation, and system inspection and testing.

PPI#58 - 01 45 00 referers to FPQC and QFPE in the same paragraph (1.5.8.2). Are all references to UFC and QFPE to be replaced by 01 45 00 FPQC?

Yes. Per the response to PPI#58, the QFPE references as outlined in Specification Sections 21 12 00, 21 13 13, 21 13 16, and 28 31 76, should be considered as references to the FPQC in Specification Section 01 45

00.00 22. It is not the intent to have multiple or redundant

FPQC and QFPEs. The UFC references still apply.

PPI#58 - 01 45 00 referers to FPQC and QFPE in the same paragraph (1.5.8.5) 'which must be signed and sealed by the QFPE'.

Are all references to UFC and

QFPE to be replaced by 01 45 00 FPQC? Who is the QFPE the

FPQC will submit this document for signature?

Per the response to PPI#58, the QFPE references as outlined in Specification

Sections 21 12 00, 21 13 13, 21 13 16, and 28 31 76, should be considered as references to the FPQC in Specification Section 01 45

00.00 22. It is not the intent to have multiple or redundant

FPQC and QFPEs. The UFC references still apply. The FPQC, who is part of the

Contractor’s team, will need to sign and seal the certification of successful

Pre-Final Acceptance testing and submit that to the

Government.

The specifications seem to be conflicted with the references to

DFPE, FPQC, QFPE, FPE

throughout. Can the government confirm who is responsible for providing these roles and what their responsibilities are?

The DFPE is the NAVFAC FPE. Other references to FPE’s, QFPE’s, FPQC’s, should be considered as references to the FPQC in Specification Section 01 45

00.00 22. It is not the intent to have multiple or redundant

FPQC and QFPEs.

PPI#59 - Response is the contractor is responsible to be

'knowledgeable of NFPA 101 as it affects the completion of the work'. How does the knowledge of NFPA 101 affect the completion of the work?

Provide products per applicable NECA, BICSI, TIA, NFPA and UL requirements according to the scope of work indicated on the drawings and in the specifications.

PPI#69 - It is not recommended to provide flat panels without additional ribs to avoid unsightly oil canning. Can the government confirm if additional measures have been taken in the design to avoid this phenomenon?

Provide panels as specified.

The panels are insulated panels so they will be more rigid than a flat piece of metal. If manufactured and installed correctly, there should be no concern for oil canning.

PPI#91 - Response indicates the contractor is responsible for designing the supports. Will the government be revising their structural design documents to incorporate any changes to the girt system stemming from the contractor's evaluation? Will the contractor be responsible for the cost/time associated with this level of design coordination?

The backup wall system is designed to for the anticipated out of plane wind loads. The contractor is responsible for the design of the support system to attach to the CMU.

PPI#91 - Response indicates the contractor is responsible for designing the supports. Can the government confirm the current girt design meets or exceeds available manufacturer's structural attachment requirements?

See the response to PPI 91 above. The contractor is responsible for designing the girts. The specification section has been modified.

PPI#91 - Response indicates the contractor is responsible for designing the supports. Can the government confirm if the alignment tolerances have been coordinated in the design documents to accommodate larger tolerances such as ACI?

The backup wall system has been designed to meet the tolerances of the ACI. The contractor designed support system needs to be designed to accommodate those tolerances.

PPI-#92 - The government needs 30 days prior to working in the clear-zone and to 'coordinate with the contracting officer to obtain approval from the head of security operations (code 1122). How long after the 30 days will it take for contracting officer and head of security operations to approve the work?

The intent is for the work to be reviewed/approved within the 30-day window.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published…
