AMENDMENT 0002
The purpose of this amendment is to provide the following:
1. Pre-Proposal Inquiry (PPI) Responses
Question
Reference Page Section Paragraph
Question Government Response
1 1 Item 15
It states that “ Offers providing less than 120 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected” so we can assume that the Award Date will be 13th September 2024 as the
Bid Due Date is May 13th 2024, Correct?
The proposal acceptance period shall extend 120 days from the proposal due date. The award date is not necessarily the last date of the proposal acceptance period.
2 14 Para. 2
It States “The schedule shall be based on a contract award date of AUGUST 2024. This is for proposal purposes only and not dispositive of an anticipated/planned award date” - so if the Award Date is 13th September 2024, schedule needs to be prepared starting for
August 2024? If so, from what date in August 2024 should we use as the Start date?
Your schedule shall be prepared based off the
RFP requirements. This includes the Factor 2, Management Approach & Schedule requirements, requiring a schedule based off an award date of
August 2024. A specific date in August is not specified.
With respect to the project bid construction schedule and the ongoing uncontrollable impacts to the supply chain, shortages of products and long lead times, we assume the Construction Manager and/or General
Contractor has or shall take these long lead times into account when providing their CPM schedules to the Owner, to confirm the as-bid electrical work can be performed within the contract duration.
Offeror's proposed CPM schedules shall take into consideration the requirements of the entire project. In accordance with the solicitation and all amendments, the Contractor shall begin performance within 15 calendar days and complete it within 582 calendar days after receiving award. If an
Offeror proposes a realistic and feasible schedule that is shorter than 582 calendar days and is selected for award, that schedule and duration will be incorporated into the
N4008524R2534 award document and replace the advertised required duration.
Some designs require equipment with long lead times. Examples of long lead equipment are
Switchgear, Transformers, Generators, VFD’s, Metering, MCC’s, and the electronic components of many telecom systems. Because there are no remedies in the bid document at this time, financial or otherwise, to correct potential long lead times, please confirm the Electrical Engineer has considered equipment lead times when designing the most available equipment and specified products and has received confirmation of product timely availability to meet the contract end date.
Offeror's proposed CPM schedules shall take into consideration the requirements of the entire project. In accordance with the solicitation and all amendments, the Contractor shall begin performance within 15 calendar days and complete it within 582 calendar days after receiving award. If an
Offeror proposes a realistic and feasible schedule that is shorter than 582 calendar days and is selected for award, that schedule and duration will be incorporated into the award document and replace the advertised required duration.
Given the size and complexity of this project, we request that NAVFAC extend the proposal due date to 28 June 2024, to allow proposers adequate time to prepare their estimates and proposals. Given the current active construction market in the region, this will provide the Govt. with the best opportunity for competition and awardable price/proposal.
Proposal due date has been extended to May 28th, 2024 2:00PM EST.
