About this file
This document is an amendment to a solicitation for a federal contract opportunity. The amendment revises drawings and specifications, the price proposal form, and provides a site visit sign-in sheet for the Design-Bid-Build (DBB) construction services contract for B14, New Stair/Life Safety/Power Improvements at the Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. The project includes a total interior renovation of the four-story, 22,705 square foot historic Building 14, addressing utility upgrades, egress/fire life safety/accessibility compliance, exterior envelope repairs, structural upgrades, and hazardous material remediation. The proposal due date remains unchanged. The amendment provides revised technical details, extends the pre-construction submittal deadline, and adjusts the construction duration from 90 to 180 calendar days.

Drawing M-702 – CONTROL DIAGRAMS 2
1. Replace the Sequence of Operation – Chilled Water System in its entirety with the following:
WHEN A CHILLER IS ENABLED, THE FOLLOWING SHALL HAPPEN IN THIS ORDER: THE CHILLER'S
INTERNAL ISOLATION VALVE SHALL OPEN, ITS ASSOCIATED INJECTION PUMP SHALL START.
AND ONCE FLOW IS PROVEN BY THE (INTERNAL) FLOW SWITCH, THE CHILLER SHALL BE
COMMANDED ON TO OPERATE UNDER ITS PACKAGED CONTROLS.
WHEN A CHILLER IS DISABLED, THE FOLLOWING SHALL HAPPEN IN THIS ORDER: THE CHILLER
SHALL STOP, THE INJECTION PUMP SHALL STOP, AND THE CHILLER'S INTERNAL ISOLATION
VALVE SHALL SHUT.
WHENEVER THE CHILLED WATER SUPPLY TEMPERATURE (CHWST) RISES MORE THAN 2°F
(ADJUSTABLE) ABOVE THE CHILLED WATER SUPPLY SET POINT (CHWSP) FOR MORE THAN 5
MINUTES (ADJUSTABLE), THE LAG CHILLER SHALL BE ENABLED. WHEN THE CHWST IS AT OR
BELOW THE CHWSP FOR MORE THAN 2 MINUTES (ADJUSTABLE), AND ALL CHW VALVES ARE
BELOW 50% OPEN, THE LAG CHILLER SHALL BE DISABLED.
THE CHWSP SHALL BE 2ºF (ADJUSTABLE) HIGHER THAN THE CHILLER DISCHARGE WATER SET
POINT (CHDWSP). THE CHDWSP SHALL BE RESET IN THE CHILLER MANUFACTURER'S CONTROL
PANEL VIA BACNET ACCORDING TO BUILDING COOLING DEMAND AS DETERMINED BY THE
COOLING COIL CONTROL VALVE THAT IS THE MOST OPEN.
THE CHDWSP SHALL BE RESET LINEARLY ACCORDING TO THE FOLLOWING USER-ADJUSTABLE
RESET SCHEDULE:
MAXIMUM VALVE POSITION CHILLER DISCHARGE SET POINT (CHDWSP)
90% OPEN 42ºF
50% OPEN 48ºF
WHEN ALL THE CHW VALVES ARE MORE THAN 90% OPEN AND THE CHWST REMAINS 2ºF
(ADJUSTABLE) ABOVE THE CHWSP FOR MORE THAN 30-MINUTES (ADJUSTABLE), THEN THE
PRIORITY VALVE SHALL CLOSE, AND CHILLED WATER LOOP PUMP (P-4 OR P-5) SHALL RUN AT
FULL SPEED. ONCE ALL CHW VALVES ARE LESS THAN 50% OPEN FOR MORE THAN 30- MINUTES
(ADJUSTABLE), THE PRIORITY VALVE SHALL OPEN, THE CHWDSP SHALL RETURN TO THE RESET
SCHEDULE VALUE, AND THE CHILLED WATER LOOP PUMP (P-4 OR P-5) SHALL RETURN TO
NORMAL OPERATION.
THE CHILLED WATER LOOP PUMPS (P-4 AND P-5) SHALL OPERATE CONTINUOUSLY IN A
LEAD/LAG ARRANGEMENT WHENEVER THE CHILLED WATER SYSTEM IS ENABLED. IF THE LEAD
PUMP FAILS TO SHOW PROOF OF FLOW OR THE LEAD PUMP VARIABLE FREQUENCY DRIVE (VFD)
INDICATES AN ALARM CONDITION, THE LEAD PUMP SHALL STOP AND THE LAG PUMP SHALL
AUTOMATICALLY START.
THE LEAD PUMP (P-4 OR P-5) SPEED SHALL MODULATE TO MAINTAIN THE CHILLED WATER
SYSTEM DIFFERENTIAL PRESSURE SET POINT OF 15 PSI (ADJUSTABLE). THE PUMPS SHALL NOT
OPERATE BELOW MINIMUM SPEED (DETERMINED BY THE PUMP AND VFD MANUFACTURER).
CHILLED WATER SUPPLY AND RETURN TEMPERATURES SHALL BE USED IN CONJUNCTION WITH
CHILLED WATER SUPPLY FLOW METER READINGS TO CALCULATE CHILLED WATER SYSTEM
ENERGY USAGE. DDC SYSTEM SHALL CALCULATE AND RECORD PEAK LOADS ON DAILY,
WEEKLY AND MONTHLY INTERVALS, AND SHALL CALCULATE TOTAL ENERGY USAGE FOR THE
PAST HOUR, DAY, MONTH, AND YEAR. PROVIDE INFORMATION ON AN ENERGY DASHBOARD ON
THE GUI.
