About this file

This document provides an amendment to a solicitation for the NOAA OMAO Ship and Support Facility Relocation project at Naval Station Newport in Newport, Rhode Island. The amendment revises instructions to proposers, specifications, drawings, and responses to potential proposer inquiries. Key revisions include extending the period of experience required for relevant projects from ten to fifteen years, allowing precast concrete pile caps in lieu of cast-in-place, and providing raw bathymetry data and as-built documentation for the existing bulkhead. The contract completion date remains 850 calendar days if option items are awarded. The amendment also provides additional clarification on turbidity curtain requirements, sheet pile predrilling, and foundation elements.

3 SB003 N/A N/A Sheet SB003, Steel Combination Pipe-Z Bulkhead, Note #7 states "pre-drill all sheet piling that penetrate glacial till". The Boring Logs near the proposed Combination Wall indicate glacial till, above sheetpile Tip elevation, along the length of the new wall.

Please confirm if Contractors are allowed to attempt to drive Combination wall sheetpile to Tip Elevation without pre-drilling or if pre-drilling is mandatory prior to sheetpile installation.

Bid per RFP (top of glacial till varies from EL -12.0 to EL -22.0, minimum tip elevation for sheet piling is EL -30.0. Predrilling is required for all infill sheet piling).

4 N/A N/A N/A Due to the volatility of material costs, especially steel, could a material escalation clause be incorporated into this contract?

No, Bid per RFP

5 SB501 A1 N/A The Contract Drawings reference Cast-In-Place (CIP) pile caps to support the Pier and Trestle decks.

Please confirm if the government would allow pre-cast concrete pile caps in lieu of CIP pile caps as a method to expedite schedule and eliminate lengthy soffit forming and on-site concrete cure times.

No, Bid per RFP

6 N/A N/A N/A Please confirm if the 850 calendar day completion deadline is for Base items only. If so, what additional time will be allowed to complete the Option items?

Please clarify when the Options for this contract will be exercised if NAVFAC decides to exercise the options. The information provided would suggest the Options if exercised would occur at the time of award. The solicitation on page 14 of 88 under Basis of Evaluation indicates the Government intends to evaluate all options and has included Provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section 00 21 16 of the solicitation, however the spec section is not included. Under 52.228-15 Performance and Payment Bond last sentence under paragraph (a) indicates Original contract price does not include the price of any options, except those options exercised at the time of contract award.

20 Drawing SB004 and

SB003

Drawing SB004 note 1 for turbidity curtain indicates the turbity curtain is required only from February 1 to May 31 of each year for in-water work including pile driving, extraction, and bottom disturbing acitivities.

SB003 under Foundation Notes - Environmental Requirements Note 1 indicates a floating turbidity curtain must be utilited at all pile driving, extraction, and drilling activities which might suggest the turbidity curtain for pile driving, extraction, and drilling would need be used year round. Advise if the floating turbidity curtain is required for pile driving, extraction, drilling, outside the February 1 to May 31 window

See Amendment 0005, continutation page.

Turbidity Curtain General Note 1 on Sheet SB004 is correct. Foundation Notes

SB003

Drawing SB003 under Steel combination Pipe-Z Bulkhead note 2 indicates the indicator pile program is intended to locate the top of glacial till. Note 6 indicates to probe prior to installation of sheet pile and Note 7 indicates to pre-drill all sheet piling that penetrate glacial till. The boring logs clearly indicate the tip of sheet pile all extend below the glacial till. Please clarify the following: (1) what is the difference between the probing to find glacial till and the indicator pile program which is also intended to locat top of glacial till?

(2) If the intent of the indicator pile program is to ascertain glacial till is it then the intent to drive to glacial till or to pile tip?

Bid per RFP. Note top of glacial till along the bulkhead is above the infill sheet pile tip elevation.

Along the bulkhead it varies form EL -12.0 to EL -22.0. Minimum infill tip is EL -30.0 (Datum = NAVD88 = 0.0). For instance, depth of LB-09 is based on starting at EL

13.3. Top of Glacial Till =

13.3 - 24.0 = -10.7 as noted in the Stratum Change Elev/Depth (ft) Column.

22 Specification Section 31 41

3.3.1.2 Predrilling

Spec section 31 41 16 under

3.3.1.2 Predrilling or "Core Beam"

in first sentence indicates predrilling is permitted and the diameter of the hole must not exceed 8 inches. (1) Clarify if more than one 8" max diameter hole can be drilled per each sheet pile or each sheet pile pair. (2) Clarify if the 8" max diameter hole can be drilled in tangent or with slight overlap in the alignment of the shape of the sheet. (3) based on the sheet notes on SB503 the

See Amendment 0005 (Please reference “NOAA OMAO Amendment 0003_Specifications_0417 2023”) " Predrilling to loosen soil or other material representing the bulk of the profile of the sheet piling will be permitted. The diameter of the holes must not exceed 8 inches. The minimum center to center distance of the holes is 16 inches.

sheet size Z26 and system width of

55.12 inches far exceeds the maximum drill hole diameter of 8" therefore consider increasing the maximum pre drill hole diameter to facilitate the installation of the sheet through the glacial till

Discontinue drilling when the pile tip is approximately 1 foot above the indicated pile tip elevation. Drive the final 1 foot of penetration.”

23 SB601 to

SB603

The minimum pile tips for the fender pile as shown in the Pier fender pile schedule are approximately to the same minimum tip elevation as the bearing pile minimum tip elevation. Considering the size and wall thickness of the fender pile and spec which indicates pre drilling to discontinue 10 ft above required tip we have concerns with installing the fender pile to required tip without damaging the pile. Advise if drilling full depth to fender pile tip will be permitted or if fender pile length / required tip can be reduced?

Bid per RFP. Read Note 1 on Sheet 601/SB601 which states that this is the minimum tip elevation for lateral stability, which does not equal the bid length which will be verified with the test pile program.

24 Specification Section 31 41 16

Part 2 Products

The drawings/specifications do not expliticly require any type of tip/shoe for the sheet piles. Given that the minimum tip elevation for sheet piles extends well into the Glacial Till, it is recommended that a drive shoe also be required on the sheet piles. Please confirm if a any type of tip is required on the sheet piles and specify the type if so.

Bid per RFP. Shoes are only provided on the pipe piling.

10,000 SF minimum takes into account adding the SF area from both floors.
