Questions and Answers:
Previous questions and responses can be found in Amendments 0001 and 0002
21. Would the government consider modifying the requirements for the Program Manager to remove the requirement for a registered professional geologist or engineer? The responsibilities of that position as described in Section C.1.3.3.1 do not include tasks that necessitate a PE or PG. Rather, those requirements can be readily met by individuals with an undergraduate degree and more than 15 years of experience in managing programs of similar size and scope as this contract.
Response: No, the government will not modify the requirement for the Program Manager to be a registered professional geologist or engineer. The government requires the Program Manager to be a registered professional geologist or engineer. The solicitation remains unchanged.
22. Would the government consider modifying the requirements for the Project Manager to remove the requirement for a registered professional geologist or engineer? The responsibilities of a Project Manager as described in Section C.1.3.3.3 do not include tasks that necessitate a PE or PG and could readily be met by individuals with an undergraduate degree and at least 6 years of environmental project management experience.
Response: Yes, the government will modify the requirement for the Project Manager to allow a Project Management Professional (PMP) certification in lieu of a Professional Engineer or Professional Geologist registration.
C.1.3.3.3 has been revised:
FROM: Project Manager: Responsibilities include directing work associated with environmental projects.
Duties include ensuring that elements of project plans can be implemented within schedule and within budget, recommending and justifying change orders, developing or modifying a method for tracking resources, coordinating work accomplished by subcontractors, monitoring and controlling costs, and complying with normal safety procedures, as well as regulatory requirements. The qualified individual shall have an undergraduate degree in engineering or physical science and a minimum of six (6) years environmental project experience, including three (3) years of experience in managing environmental projects. The individual shall be a registered professional engineer or registered geologist in at least one state of the United States.
TO: Project Manager: Responsibilities include directing work associated with environmental projects.
The individual shall be a registered professional engineer or registered geologist in at least one state of the United States or have a Project Management Professional (PMP) certification.
23. Would the government consider extending the timeframe for relevant projects in Factor 2 to five (5) years from the RFP closing date?
Response: The Solicitation remains unchanged, projects submitted shall be completed or substantially completed within the past three (3) years of the RFP closing date.
24. Attachment J1- Please provide the most recent Stormwater Pollution Prevention Plan for the subject location(s).
Response: See Attachment titled SWPPP 2020 IEPA Submittal_FINAL.pdf
25. Attachment J1- Please provide the most recent Stormwater Management Plan if subject to MS4 requirements.
Response: Naval Station Great Lakes is not currently subject to MS4 requirements so therefore does not have a Stormwater Management Plan as defined in the General MS4 permit.
26. Attachment J1- Please provide the 303(d) documents associated with the TMDL in which the outfalls discharge.
Response: Outfalls for the marina discharge into Lake Michigan and the outfalls for the Hunt storage yard discharge into Skokie River. TMDLs for Lake Michigan nearshore and Skokie River are still under development. Further information can be gathered from the Illinois EPA website on the page for the 2020/2022 Integrated Water Quality Report. (https://www2.illinois.gov/epa/topics/water-quality/watershed-management/tmdls/Pages/303d-list.aspx)
27. Attachment J1- Please provide a copy of the Oil Water Separator Management Plan.
Response: Please see Attachment J9 PTO 001 Combined Enclosures in the Solicitation. The Oil Water Separator Management Plan is Enclosure O, which starts on page 72 of the PDF document.
28. C.1.3.3.3 Please confirm that the government will allow a Project Management Professional (PMP) certification in lieu of a Professional Engineer or Professional Geologist registration for the Project Manager Key Personnel.
Response: Yes, the government will allow a Project Management Professional (PMP) certification in lieu of a PE or PG registration for the Project Manager. Please see Question 22. Please note a PE or PG registration is still required for the Program Manager.
29. Attachment J2, Header, Row 5- There are five tasks listed, however, there are a total of three CLINs and 14 SLINs to be priced. How should the Contractor provide the pricing basis for these tasks?
Response: The contractor shall provide pricing on a CLIN and SLIN level. SLINs have been added for pre-priced options and parts of a task or CLIN that are funded by a different source.
30. L.4.3.1- Does the government want us to label the electronic proposal file with the naming conventions listed here, or was it the government's intention that the electronic proposal CD be labelled in this manner?
Response: The electronic proposal CD should be labeled in accordance with L.4.3.1.
31. L.4.3.2 -Are there any other proposal elements that can be outside of the page limits, such as a glossary, table of contents, etc.?
Response: Each factor has different page limitations. Please refer to Section L of the solicitation and Amendments for submittal requirements and page limitations for each factor.
32. L.4.3.3 -This section starts to say what information is required in each disk/binder but fails to list the information.
Response: The information to be included in each disk/binder is in Sections L.5 and L.6 of the solicitation.
33. L.5/L.8.5.2- At the first location, Volume I is called "General Proposal", while in the second location it seems that Factor 5 by itself is called "Technical Proposal". Is this correct? Is Factor 5 meant to be submitted as a separate document?
Response: No, Factor 5: Technical Proposal – Proposed Task Order (PTO) 0001 should be submitted as part of Volume #1 General Proposal.
34. L.8.2.2.6, L.8.4.2.7- We are told to sequentially number each project with a project number "as indicated on the upper right hand corner of the Project Data Sheet", though there is nothing indicated on the top right corner of the data sheet. Does this phrase instead mean that the government wants us to add a page numbering system for each Project Data sheet that includes the project number, in addition to the proposal numbering system?
Response: No, offerors do not need to add a page numbering system for each Project Data Sheet. Offerors shall sequentially number each project with a project number in box 2 Project No. in the Project Data Sheet. Please see the following revisions:
Section L.2.2.6 has been revised:
FROM: The Factor 2 Tab A submissions shall be sequentially numbered with a Project Number as indicated on the upper right hand corner of the Section J Attachment J-8 Project Data Sheet. There is a three (3) page limit for each Project Data Sheet submitted. Any additional pages will not be considered in the evaluation process.
TO: The Factor 2 Tab A submissions shall be sequentially numbered with a Project Number as indicated on the upper right hand corner in box 2 Project No. of the Section J Attachment J-8 Project Data Sheet. There is a three (3) page limit for each Project Data Sheet submitted. Any additional pages will not be considered in the evaluation process.
Section L.8.4.2.7 has been revised
FROM: The Factor 4 Tab A submissions shall be sequentially numbered with a Project Number as indicated on the upper right hand corner of in section 2. Project No. in the Project Data Sheet (Section J
Attachment J- 8 form). There is a three (3) page limit for each Project Data Sheet. Corresponding CPARS or Past Performance Questionnaire (PPQ) documentation should follow each Project Data Sheet. CPARS and PPQ documentation does not count toward the page count.
TO: The Factor 4 Tab A submissions shall be sequentially numbered with a Project Number as indicated on the upper right hand corner of in box 2 Project No. in the Project Data Sheet (Section J Attachment J- 8 form). There is a three (3) page limit for each Project Data Sheet. Corresponding CPARS or Past Performance Questionnaire (PPQ) documentation should follow each Project Data Sheet. CPARS and PPQ documentation does not count toward the page count.
35. L.8.3.2.2- This factor states that we must submit information from the previous 5 years, but list CY16- CY20. Should this be changed to CY17-CY21?
Response: Yes, the previous five (5) years should be CY17-CY21.
L.8.3.2.2 has been revised:
FROM: DART Rate: Submit five (5) previous complete calendar years’ [CY2016, CY2017, CY2018, CY2019, and CY2020] worth of data (not an overall average). If the Offeror has no DART rate, for any year, affirmatively state so and explain why. Should a negative trend occur above moderate risk levels, an acceptable/detailed explanation is required that includes any corrective actions taken for improvement.
TO: DART Rate: Submit five (5) previous complete calendar years’ [CY2016, CY2017, CY2018, CY2019, and CY2020] [CY2017, CY2018, CY2019, CY2020, and CY2021] worth of data (not an overall average).
If the Offeror has no DART rate, for any year, affirmatively state so and explain why. Should a negative trend occur above moderate risk levels, an acceptable/detailed explanation is required that includes any corrective actions taken for improvement.
L.8.3.2.3 has been revised:
FROM: TCR Rate: Submit five (5) previous complete calendar years’ [CY2016, 2017, 2018, 2019, and 2020] worth of data (not an overall average). If the Offeror has no TCR rate, for any year, affirmatively state so and explain why. Should a negative trend occur above moderate risk levels, an acceptable/detailed explanation is required that includes any corrective actions taken for improvement.
TO: TCR Rate: Submit five (5) previous complete calendar years’ [CY2016, 2017, 2018,2019, and 2020] [CY2017, CY2018, CY2019, CY2020, and CY2021] worth of data (not an overall average). If the Offeror has no TCR rate, for any year, affirmatively state so and explain why. Should a negative trend occur above moderate risk levels, an acceptable/detailed explanation is required that includes any corrective actions taken for improvement.
36. L.8.5.5.1- For the Technical Approach Breakdown spreadsheet, since an Excel spreadsheet is specified, will it be submitted as a separate attachment? If so, are there any specific naming conventions? How will page numbering in the Word doc account for the Excel spreadsheet information?
Response: Yes, the Technical Approach Breakdown Spreadsheet (price proposal) will be a spreadsheet and can be submitted as a separate attachment. There is no specific naming convention and the spreadsheet will be excluded from the page count.
37. Attachment J2, Part 1 Direct Services- Please update the pricing spreadsheet to more closely align with the SOW requirements and labor categories.
Response: Please see revised Attachment J2 Price Proposal Form.
38. Attachment J2, Part 1 Direct Services- The section for Subcontractors includes G&A for Subcontractors.
Our accounting standards also burden the labor portion of Subcontractors with Overhead. How should we account for the Overhead indirects for the labor portion of Subcontractors?
Response: Please use revised Attachment J2 Price Proposal Form to propose G&A and Overhead rates for the Subcontractors used in your price proposal. You can update Attachment J2 to add Overhead.
39. Attachment J2, Part 2 Support Services- Please clarify the Government's intent for this section versus the "Subcontractors" included in Part 1.
Response: Please see revised Attachment J2 Price Proposal Form.
40. L.2- Will the government allow for a time extension for proposal submission? Hard copy submittal and number of copies requires considerable time for production and QC review prior to submission. Shipping the hard copies also adds a couple of days. These factors—coupled with a Monday due date and allowance of questions to be submitted up until 1 week prior to the proposal due date—condenses the time allowed to prepare a quality proposal. We respectfully request that the Navy extend the due date to eliminate the Monday due date—to allow sufficient time to receive and review answers to questions, and time for quality hard copy production and shipping.
Response: The proposal due date will not be extended at this time. Proposal due date is 07 March 2022, 2:00 pm EST
41. Attachment J2, Part 3 travel- Several of the items have small numbers at the end such as referring to footnotes. These numbers don't seem to be explained. Can the Government clarify the intent of these numbers?
Response: The superscripts are an error and were referring to an old version of the document. Please see updated Attachment J2 Price Proposal Form.xlsx
42. Page 1, Submittal Date. The typical processing time for Past Performance Questionnaires has increased with many clients working remotely and with limited access to their project files. Would NAVFAC consider extending the submittal date by four weeks to provide additional time for respondents to obtain Past Performance Questionnaires from clients and more competitive pricing from vendors?
Response: The proposal due date will not be extended at this time. Proposal due date is 07 March 2022, 2:00 pm EST
43. Page 83, Section L.8.2 Factor 2 Recent Relevant Corporate Experience. Would NAVFAC kindly revise the project completion cutoff from 3 years of the RFP closing date to 5 years? In our experience, most NAVFAC procurements consider projects completed within 5 years of RFP closing date to be representative. This extended period of time would enable SDVOSB respondents to present a more representative range of relevant experience.
Response: The Solicitation remains unchanged, projects submitted shall be completed or substantially completed within the past three (3) years of the RFP closing date.
44. Page 82 Factor 1 Tab B – Key Personnel. Would NAVFAC consider allowing respondents to submit key personnel from a teaming partner with a signed teaming agreement in place and a signed letter of commitment from the key personnel candidate?
Response: Yes, NAVFAC will allow key personnel from a teaming partner with a signed teaming agreement in place and a signed letter of commitment from the key personnel candidate.
45. Section L.1 identifies a Pre-Proposal meeting/site visit. Could the government provide information on the time and how to register for the site visit?
Response: Please see Amendments 0001 and 0002 for site visit information.
46. Can you please help explain the pricing structure for the compliance testing for the Naval Station Great lakes? If billing by hour, how can a bid cover the cost of disposal for contaminated liquid (as required in the contract)
Response: Labor for all CLINs and SLINs are to be billed by hour per personnel. Non labor direct costs are to be inputted under Other Direct Costs (ODCs). You can change the fields and add unit costs to represent the disposal of contaminated liquid.
47. 52.222-41 SERVICE CONTRACT LABOR STANDARDS (AUG 2018) in Section H of the Solicitation document, (specifically the language "Service employee," means any person engaged in the performance of this contract other than any person employed in a bona fide executive, administrative, or professional capacity, as these terms are defined in Part 541 of Title 29, Code of Federal Regulations") and the definition of "professional capacity" as laid out in the referenced Part 541 (specifically § 541.300 General rule for professional employees)... Would a UST inspector qualify as a "service employee" and would their services be defined as "professional" for the purpose of this contract?
Response: A UST inspector would qualify as a "service employee". This person would not meet the 29 CFR 541 definitions of an executive employee, administrative employee, professional employee, computer employee or outside sales employee. The UST inspector would not meet the definition of learned professional, although to qualify one must have a certification the occupation is not a field of advanced science and learning. The UST inspection service does not meet the definition of professional service under 29 CFR 541. This response is assuming that the UST inspector is not also in an occupation that would qualify i.e. an Engineer or Scientist with the UST certification.
48. Attachment A, B.2.2, pg. 8- Define who is the designated Class A/B Operator to perform the 30-day walkthrough inspections per the Form in Enclosure D.
Response: The contractor must provide a designated Class A operator to conduct the walkthrough inspections.

Response: All triennial testing was last completed in 2019 and is due to be completed again CY2022.
50. Attachment A, B.2.1 and B.2.1.4,- Paragraph 1 under Section B.2.1 references three ASTs associated with Building 1506; however, Section B.2.1.4 only lists two ASTs. Please clarify the number, size, and contents of the ASTs required for testing at Building 1506.
Response: Please see response to question 13.
51. Attachment A, B.2.4, pg. 4- Will the Contractor will be responsible for disposal costs for petroleum-impacted water generated by triennial hydrostatic containment sump and catchment basin testing?
Response: Yes, the Contractor will be responsible for the disposal costs of the petroleum-impacted water generated by triennial hydrostatic containment sump and catchment basin testing.
52. Attachment A, B.2.4, pg. 8- Should the Contractor include pricing for re-performance of triennial testing in 2025 during one of the option periods?
Response: Yes, pricing for triennial testing shall be provided in Option Year 3.
53. Attachment A, B.2.2, pg. 7- When will monthly UST inspections begin based on the assumed POP?
Response: Monthly inspections are anticipated to start two months after award. This shall allow the contractor enough time to address items in the planning phase of the task order.
54. Attachment A, B.2.3, pg. 8- Was the required annual report submitted in January 2022 (per the deliverable table)? What is the start date of the next reporting cycle?
Response: No, an annual UST report is not a regulatory requirement, however it is a report NAVFAC would like the contractor to develop. The intent of the report is to provide a summary of the work completed throughout the year, i.e. inspections conducted, deficiencies observed, recommendations made, proposed repairs, completed repairs, pending repairs, etc. along with copies of all the inspection forms.
This is described in the SOW.
55. Attachment A, B.3.1, pg. 8- When will monthly AST inspections begin based on the assumed POP?
Response: Monthly inspections are anticipated to start two months after award. This shall allow the contractor enough time to address items in the planning phase of the task order.
56. Attachment A, B.3.1, pg. 9- For the "additional five (5) ASTs" that may be added, please clarify which SLINs apply to these additional ASTs.
Response: The additional ASTs will belong under SLIN 004.
57. Attachment A & Enclosure A, B.3.2, pg. 10- Please confirm Portable Container and Drum Storage Areas Monthly Inspections include oil storage containers only. Drums including non-petroleum hazardous wastes (dry-cleaning solvent, parts cleaners) are listed in Enclosure A. Assuming that these inspections are to meet SPCC (40 CFR 112) requirements and not intended to meet RCRA requirements for satellite accumulation areas.
Response: The monthly inspections under B.3.2 are intended to comply with SPCC requirements only. 40 CFR 112 requirements cover Petroleum, Oil & Lubricants (POL).
58. Attachment A, B.3.3, pg. 10- Please provide the most recent Spill Prevention, Control, and Countermeasure (SPCC) Plan(s) for the subject location(s).
Response: See the Attachment titled FINAL_NAVSTA Great Lakes SPCC Plan - August 2021.pdf
59. Attachment A, B.3.3, pg. 10- Please provide the most recent AST Annual Summary Report.
Response: The intent of the report is to provide a summary of the work completed throughout the year, i.e.
inspections conducted, deficiencies observed, recommendations made, proposed repairs, completed repairs, pending repairs, AST's added or removed, etc. along with copies of all the inspection forms. This is described in the SOW.
60. Attachment A, B.3.3, pg. 10- Section 3.3. states the annual summary report "shall satisfy all regulatory requirements under 40 CFR 112.5" Please confirm the SOW does not include amendment, review, or evaluation of the SPCC Plan(s) for the subject location(s).
Response: The contractor will not be responsible for amending the SPCC, but shall include anything that would require an SPCC update in their annual report, i.e. AST's removed from service, the addition of AST's, AST deficiencies noted during inspections, etc.
61. Attachment A, B.3.4, pg. 11- Please provide a copy of the most recent monthly record and the most recent quarterly record.
Response: All monthly inspections are currently being conducted and/or collected by NAVFAC EV staff.
The monthly and quarterly PDF files are a contract specific requirement to aid in our required filing system once received from the contractor.
62. Attachment A, B.4, pg. 11- Please confirm that no confined space entry will be required for OWS inspections.
Response: No confined space entries will be required.
63. Attachment A, B.4.1, pg. 12- Please provide a copy of the most recent analytical results for OWSs associated with SLIN 014. Also, if waste was disposed of as Hazardous Waste from these OWSs, please provide a copy of the most recent Hazardous Waste Manifests associated with these disposal activities.
Response: There are no recent analytical results or manifests for the OWS systems. This contract task, in addition to the OWS Management Plan, will serve as a baseline for defining future inspection frequencies and waste characterization.
64. Attachment A, B.5, pg. 13- The EPCRA Tier II reporting deadline is March 1st so it is assumed reporting will begin in 2023 for RY2022. TRI reporting is due by July 1. Will TRI reporting for RY 2021 be required in 2022?
Response: No, TRI reporting is not expected to be required for RY2021.
65. Attachment A, B.5, pg. 15- Is the miscellaneous technical support mentioned here only applicable to EPCRA reporting?
Response: Yes, miscellaneous technical support is only applicable to EPCRA reporting.
66. Attachment A, B.5, pg. 15- What level of effort should the Contractor assume for all the listed support activities (e.g., how many meetings? When will they occur? Will they be in-person at NSGL or virtual?
How many Contractor employees shall attend? Etc.)
Response: There will be an onsite kick-off meeting and up to three virtual in-progress review meetings as per task 1: Project Management. This task is include in both the base award and the subsequent option years. The Contractor shall include in their proposal their proposed effort to meet the requirements of Task 1: Project Management.
67. Attachment A, SOW- Please provide the Standard Industrial Code (SIC) for the location(s), under the General NPDES Permit No. ILR00.
Response: Marina / Private Boat Storage - 4493 Marinas Hunt Military Communities Storage Yard - 5093 Scrap and Waste Material
68. Attachment A, SOW- For the sampling of stormwater at the location(s) outfalls, what is the current method of collection (by hand, pump, or autosampler)?
Response: Current method is by hand. Please note that samples may have to be collected from upstream manholes in the event of high water levels submerging the outfalls.
69. Attachment A, SOW- For the stormwater sampling, is the contractor required to procure an analytical laboratory and pay the laboratory?
Response: Yes, the Contractor will be responsible to procure the analytical laboratory and pay the laboratory. Fees associated with this cost shall be presented in the Fee Proposal.
70. Attachment A, SOW- How many industrial locations/buildings will need to be inspected during monthly and quarterly inspections at the Marina Fueling Site/Private Boat Storage and Maintenance Area?
Response: Monthly inspections of the Marina Fueling site (Building 13) and the Private Boat Storage Yard just north of Building 13. A map of the regulated industrial areas can be found in the SWPPP.
Quarterly inspections include two outfalls potentially impacted by the industrial site.
71. Attachment A, SOW- How many industrial locations/buildings will need to be inspected during monthly and quarterly inspections at the Hunt Military Communities Storage Yard?

Quarterly inspections include two outfalls potentially impacted by the industrial site.
72. Attachment A, SOW- General NPDES Permit No. ILR00 is set to expire 31 March 2022. Is the contractor to assume the new NPDES Illinois permit will not affect the scope of work identified in the Seed Project?
If the new permit does change the requirements for the project, will the contractor be eligible to seek a budget adjustment based on the requirements of the new permit?
Response: It is not anticipated that the new permit will have new requirements that impact the scope, but if there were then a contract modification would be executed.
73. Enclosure J, Hunt Militaries Community Storage Yard, Figure- The SOW indicates sampling to be performed at outfalls SCR06 and SCR07. This figure identifies outfalls SCR05 and SCR07 but no SCR06.
Please clarify if the SOW should reflect SCR05 or if SCR06 is not located on the provided figure.
Response: The Figure is mislabeled. The correct outfall IDs are SCR06 and SCR07.
74. Attachment A SOW, pg. 19- SOW under Stormwater Monitoring and Inspection "...annual discharge monitoring required pursuant to Section C(2) of ILR00. Should stormwater activities be presented in the Draft Work Plan?
Response: No, stormwater activities should not be included in the Draft Work Plan under the base award of this task order. The work plan will be expected to be updated for stormwater activities upon the award of the option year.
76. Attachment A, SOW, pg. 19, 20, &21- The SOW indicates the Contractor is to plan and implement a stormwater monitoring plan to satisfy all requirements of ILR00... Is the Government asking that the Stormwater Pollution Prevention Plan be updated or is this more of a Work Plan type document for each Option Year?
Response: Section K. of the General NPDES Industrial Permit includes the requirements for the annual inspection report that is to be submitted to the Agency. It states the following: The report shall include, at a minimum, a review and update of the SWPPP. The contractor will be onsite conducting the inspections in accordance with the SWPPP so they will be expected to provide feedback and work with the Navy's Stormwater Program Manager if they believe SWPPP updates are necessary, such as, specific Best Management Practices being added or updated.
77. RFP- Please confirm if the project schedule is excluded from the page count.
Response: Yes, project schedule is excluded from the page count.
78. Attachment A, SOW- Please specify the anticipated contract award date.
Response: The target contract award is July 2022. Please note that the actual award date may be before or after this date. The award is dependent on many variables and therefore, NAVFAC cannot guarantee an exact award date.
79. Attachment A, SOW, pg. 2 &18- The SOW states the Period of Performance of Base Award: December 31, 2022, and that Option Year POPs are from 1/1/202X to 12/31/202X. Please specify the Period of Performance (POP).
Response: The POP listed on the SOW was based on the original target award date. The POP for the base award shall be the award date + 12 months (1 year). Each option year thereafter will be an additional 1 year or 12 months of POP.
80. Attachment A, SOW, pg. 2 & 18- Please specify any review times, response to comments review times, and backcheck times (in calendar days or business days) on the Draft and Final versions of the deliverables.
Response: The Deliverable Table in the SOW excluded review times, response to comment review times, and backcheck times to allow for flexibility. The Contractor may propose these times to stay on schedule in their Draft Work Plan.
