Questions and Answers:
Questions 1-8 and responses were provided in Amendment 0001.
9. Task 5 [EPCRA Reporting (CLIN 003)] in the Statement of Work requires the contractor to perform Section 311 and 312 data collection activities, including an on-site physical inventory, to update the calendar year 2020 reported data and prepare an internal inventory report for calendar year 2021. Are the reporting calendar years in the SOW correct? The calendar year 2021 report is due to be reported to regulatory agencies on or before March 1.
Response: No, the years listed in the SOW are not correct. This contract will not be awarded in time for those dates to be applicable.
The following paragraph under Task 5 EPCRA Reporting (CLIN 003) has been revised:
FROM: The Contractor will make necessary changes to the draft Sections 311 and 312 Summary Report in response to comments received from NSGL POCs and COR, and shall prepare a final Sections 311 and 312 Summary Report, submitted to Distribution electronically. The Contractor shall prepare the reports required for submittal to regulatory agencies under EPCRA Section 311 and 312. The Section 311 report shall update the previous CY20 submission. The report shall be based on the material gathered by the Contractor under this task and shall include a chemical listing of all reportable Section 311 hazardous materials and EHS. The Section 312 report shall consist of Tier II forms based on hazardous materials inventories for CY21. Electronic reporting is required by the State Emergency Response Commission (SERC) using E-Plan, an internet based application. The Contractor will not be submitting any of these reports directly to any regulatory agencies, including the SERC. The Contractor will submit the final versions of the reports for NSGL to submit to regulatory agencies.

10. Will the Navy graciously consider extending the proposal due date by at least one week so that adjustments to the proposal can be made following receipt of the inquiry response from the Navy?
Response: An extension was granted in Amend. 0001, the proposal due date will not be extended at this time.
11. Solicitation Section L.4 Proposal Submittal Requirements: Can a smaller font be used in exhibits to facilitate presentation?
Response: Yes, a smaller font will be acceptable in exhibits. Please ensure font is still legible with the reduced font size.
12. Solicitation Section L.8.1.3.5 Indicates all pages in Factor 1 must be numbered in the upper right had corner of the page. Can teaming and joint venture agreements be excluded from this requirement and inserted as an independent PDF into Factor 1 Tab C?
Response: No, however factor C is excluded from the page count under section L.8.1.4. See response to Question 8 in Amendment 0001 in regards to the page count of factor A and B with regards to resume.
13. J1 PTO 001 Scope of Work, Section 2.1. This section in the sample project states that there are 3 ASTs at Building 1506; however, only 2 ASTs are identified for this location in Section 2.1.4 of the SOW. Are there 2 or 3 ASTs at Building 1506? If 3, then please provide tank ID, contents and capacity for the third tank.
Response: There are 3 tanks that fall under Task 2.1 at Bldg. 1506. 15047-04A is a 10K gallon tank storing biodiesel, however the biodiesel tank will not need a tank tightness or PV Vent Cap test. For past testing, we have had the contractor, inspect the ATG and sensors for all 3 of these tanks as defined in
2.1.3.2 of J1 PTO Scope of Work. This scope of work will also include the inspection of the ATG and sensors of this third tank, in addition to the other two tanks originally included in the Scope of Work.
14. J1 PTO 001 Scope of Work, Section 4: The SOW states that the volume of material to be removed from the OWS is unknown. Please provide an assumed quantity of material to provide a fair and uniform basis for bidding/bidders.
Response: The Contractor shall utilize the NSGL Oil Water Separator (OWS) Management Plan dated April 2020 provided as Enclosure O to estimate potential waste volumes for disposal.
15. J1 PTO 001 Scope of Work, Section 4: Please provide the sampling frequency and analyses required for drummed material removed from the OWS in order to provide a fair and uniform basis for bidding/bidders.
Response: See Enclosure M in J9 PTO 001 for pump-out frequency for each OWS. Each pump-out from each OWS shall have a representative sample taken for analysis (one sample per event per OWS). The purpose of the samples are to characterize the waste stream from the OWS during each pump out prior to disposal. The SOW states that the Contractor needs to analyze the waste to determine if it is a Hazardous Waste according to the Illinois EPA guidelines and for PFAS and PFOA. The Government expectation is that the contractor propose the analyses that they will be utilizing to meet the requirements of the scope (i.e.
appropriately characterize waste as per Illinois EPA regulations)
16. J1 PTO 001 Scope of Work (labeled Appendix A): Is this a real task order being issued as the first award under the EMAC?
Response: Yes, J1 is a real task order being issued as the first award under the EMAC.
17. J1 PTO 001 Scope of Work, Section 5, CLIN 003: Please provide the quantity and type of analysis that are required for hazardous materials characterization. Alternatively, please provide the Tier 2 reports for the last 2 years to use as a basis for estimating.
Response: See RY2020 Annual Tier II Report for Naval Station Great Lakes to estimate the quantity and type of hazardous materials. The RY2021 report has not yet been prepared.
18. J1 PTO 001 Scope of Work, Section 5, CLIN 003: EPCRA is associated with products used and stored on-site. Could the Navy clarify the information it is requesting regarding releases to air, land, water, etc.?
Typically this type of multi-media is not associated with EPCRA reporting, and is associated with other types of permits and audits. An example is volatilization of chemicals are typically covered by air permits and water discharges are covered by NPDES permits.
Response: In regards to the Toxic Release Inventory (Section 313), the contractor will be expected to complete an evaluation similar to pages 15-16 of the RY2016 reports for RY2022. Previously, due to a combination of standard exemptions as well as volume calculations below thresholds, no chemicals required a Form R (TRI) reporting.
19. Attachment J2 Price and Proposal Form: Attachment J2 has no place for option year pricing. Please clarify how the Navy wishes to see option year pricing.
Response: Please provide option year pricing as additional tabs to your proposal form. The same pricing format shall be utilized for each option year, as shown in Attachment J2. Each tab should be labeled with the number of option year, i.e. "Option Year 1", Option Year 2", etc.
20. Attachment J2 Price and Proposal Form: Can the listed subcontractors be replaced with the actual type of subcontractors needed for PTO1? Can bidders add rows to accommodate additional subcontractors and/or equipment?
Response: Yes, you can replace the listed subcontractors in attachment J2 with actual type of subcontractors. Yes, bidders can add as many additional rows required to accurately reflect the subcontractors and equipment being proposed to fulfill the requirements of PTO 001.
