The estimated number of pump-outs is provided as an estimate only. The Contractor shall pump and clean each OWS as needed to maintain compliant functionality and operation of the system.

The Contractor shall furnish drums for waste to be containerized onsite and stored at the

Government designated site. The Contractor shall label all drums as “OWS Discharge Pending

Analysis” and transport drums to the Government’s staging area. For the main base, or

“mainside”, this staging area is the 90-day facility at Building 221 and for areas outside of

“mainside” the staging area is the Transportation Satellite Building 1517. Both buildings have gates with locks, however the Government will provide access for the Contractor to bring the drums inside the gate. The Contractor shall analyse the waste to determine if it is a Hazardous

Waste according to Illinois EPA guidelines and shall analyse the waste for PFAS and PFOA. The

Contractor shall provide the results of the waste analysis to the Government. NSGL will be responsible for the disposal of the waste.

The Contractor shall utilize the inspection forms in Enclosure N to document OWS inspections.

In addition to recurring inspections, the Contractor shall conduct a visual inspection of the OWS after each pump out and identify any required maintenance or concerns they have in the condition or contents of the OWS. The Contractor shall provide an inspection/condition report of each OWS, with supporting photos, waste analysis results, and waste quantities in one consolidated report, referred to as the OWS Post- Pump Out Report in the Deliverable Table, within 5 days of receipt of analytical results. If the Contractor sees a leak or overflow from the

OWS, the Contractor shall contain the leak/overflow and notify the NSGL POC immediately.

The Government does not have historical volumes from past OWS pump-outs. The Contractor shall utilize the NSGL Oil Water Separator (OWS) Management Plan dated April 2020 provided as Enclosure O to estimate potential waste volumes for disposal. The contractor shall assume that the reported conditions of each OWS in the OWS Management Plan still exist today. The plan includes inspection result narratives that detail OWS dimensions and quantity of accumulated sludge and water at the time of inspection, photographs, and OWS reference drawings.

5. EPCRA Reporting (CLIN 003). The Contractor shall update the existing hazardous material inventory for materials used and stored at NSGL that are subject to the

EPCRA reporting requirements. The data-gathering process shall include an on-site physical inventory of hazardous materials at NSGL. The Contractor shall allow for sufficient time to collect data. The data-gathering task shall also include obtaining data from existing electronic material procurement tracking systems and compilation of data from hazardous material inventories submitted by Base tenants or other organizations. The Contractor shall coordinate the hazardous material inventory process by distributing hazardous material inventory forms, conducting briefings for NSGL POCs, and other hazardous material staff, as well as coordinating with the Installation Safety and Security Department. The data to be collected for EPCRA reports includes:

Activity description – Building number, major subordinate command (MSC), unit, point of contact, and telephone number. The Contractor will ensure that all building/structure numbers used in the inventory correspond to those in the

Installation IGIR building/structure GIS layer.

Material description – Name, manufacturer, and national stock number (NSN)

Material composition – Material constituent data from Safety Data Sheet

(SDS) or hazardous material information

Quantity stored – Unit of issue and number of units stored (current and maximum)

Quantity used – Unit of issue and number of units used

Quantity released – Releases including spills to land, air, and/or water

The Contractor shall perform required analyses to determine the quantities of hazardous materials stored aboard NSGL in accordance with EPCRA Sections 311 and 312. Hazardous materials that exceed reporting requirements will be identified. In addition, the Contractor shall perform required analyses to determine the quantities of toxic chemicals manufactured, processed, or otherwise used aboard NSGL. Appropriate exemptions will be applied during the analyses and toxic chemicals that exceed reporting thresholds will be identified. For each toxic chemical that exceeds reporting requirements, the quantities released to air, land, and/or water will be calculated. Toxic chemicals otherwise used or manufactured during range operations and toxic chemical releases from range operations will be determined using the Toxic Release

Inventory-Data Delivery system (TRI-DDS) prepared by the DoD EPCRA TRI Working Group.

The Contractor shall prepare a report for internal use at NSGL that summarizes the EPCRA

Sections 311 and 312 data collection effort, analyses, and results. NSGL POCs and COR will review and provide feedback. The report shall include the following:

A listing of the hazardous materials and the quantity stored for each activity storing hazardous materials aboard NSGL.

Documentation of the data gathering and data analysis procedures.

Summary tables of maximum quantities of extremely hazardous substances (EHS) and hazardous materials stored at NSGL.

The Contractor will make necessary changes to the draft Sections 311 and 312 Summary Report in response to comments received from NSGL POCs and COR, and shall prepare a final Sections

311 and 312 Summary Report, submitted to Distribution electronically. The Contractor shall prepare the reports required for submittal to regulatory agencies under EPCRA Section 311 and

312. The Section 311 report shall update the previous CY20 submission. E. OPTION YEARS

The Government can choose to execute up to four option years. Each option year would have a period of performance of twelve full calendar months. For example, Option Year 1 would be from January 1, 2023 through December 31, 2023. These option years would include all tasks listed under the base award with additions or modifications as listed in the sections below.

1. Option Year 1. Task 2.4 UST Triennial Testing will be removed for the option year

SOW.

The following task is added for this option year:

Stormwater Inspections and Sampling (CLIN 002). NSGL currently operates under

National Pollutant Discharge Elimination System (NPDES) general industrial permit No. ILR00

(Enclosure H). Industrial areas covered under the stormwater permit include the NSGL marina area and the Hunt Communities Military storage yard. There are two outfalls (LMBHW09 and

LMBHW21) associated with the marina (Enclosure I) that discharge into Lake Michigan. One outfall discharges to the NSGL inner harbor; the other discharges to the Lake Michigan shoreline north of the harbor. For purposes of 303(d) impairments, both of these locations fall within the

Lake Michigan nearshore area. There are two outfalls (SCR06 and SCR07) associated with the

Hunt storage yard (Enclosure J). The outfalls discharge into the northern portion of Skokie

Creek (a.k.a. Skokie River). This reach has identified 303(d) impairments.

Stormwater Monitoring and Inspections. The Contractor is to plan and implement a stormwater monitoring plan to satisfy all requirements of ILR00 for calendar year 2023. The Contractor is to supply all labor and materials required to fulfil the work under this task, including project management and coordination. The Contractor is expected to perform field work to implement the monitoring plan. The field work includes: monthly inspections at the two industrial facilities, precipitation tracking, storm-event / snow melt quarterly visual sampling at the 4 outfalls associated with the two industrial facilities, annual discharge sampling required pursuant to Section C(2) of ILR00, inspection and data reporting, and preparation of an annual report that fulfils the requirements of Illinois EPA(IEPA). The Contractor shall utilize Enclosures K and L for the Monthly Industrial Facility Inspections and Quarterly Industrial Outfall Inspections, respectively. The Contractor shall immediately call the NSGL POC if any deficiencies are noted during the Stormwater monitoring/inspections. The Contractor shall follow up on this initial notification with a detailed email to the NSGL POC and COR that includes photos, deficiency description, and applicable regulatory citations by COB same day of that site visit. The Contractor shall prepare an annual report that meets that requirement of ILR00. The annual report shall be submitted as draft and revised, as necessary, until COR and NSGL POC approval is received. The Government will submit the document to the regulator.

Advanced notification of all entries into the Station shall be provided to the COR via email, and a log shall be maintained of all entries/exits and activities. For safety reasons, sampling may only be performed during daylight hours. Work outside of the 6am to 6pm standard work window will require prior NSGL POC or COR approval. Weekend and holiday access to NSGL for storm event monitoring will be limited to significant storm events (i.e., 10-year storm or greater) and will require phone or email approval by the COR. The Hunt storage yard is within a fenced and restricted area. Monthly inspections in the Hunt storage yard will require coordination with the Hunt storage yard point of contact to identify a mutually agreeable time for the inspection.
