With the added load of the new HVAC equipment it is anticipated that the new electrical service would need to be 480V. This will allow for better energy efficiency with the new loads and also allow for expansion during future renovations, specifically with the modular chillers. There is limited space in the building to house the new mechanical equipment and the added electrical equipment when bringing in a 480V service.

Please confirm that exterior mounted electrical service equipment (i.e. 480V panelboard and a step down transformer) will be permitted if found to be necessary during the design phase.

Exterior mounted electrical equipment will NOT be permitted. Bid per RFP.

48 If it is found during the arc flash that the existing to remain panelboards are not compliant and properly sized, is it the intent that the contractor would be responsible for the replacement of these panels, or would this be handled as a future modification?

Bid per RFP.

Part

RFP requires that new Windows comply with

ATFP latest code. Will ATFP standard be required for the HVAC systems? Based on ATFP requirements, outside air intakes for ERV units must be 10 feet above grade. With the existing first floor elevation and grade levels and obstructions, this may be difficult to achieve to place intake louvers at this elevation. Please confirm if this is required.

Confirmed

Existing basement mechanical room is approximately 20x12’ with existing hot water heater, condensate pump, and miscellaneous piping. It appears the RFP intent is to place new hot water generation equipment including heat exchanger, pumps, steam control, expansion tank, air separator, etc. in this existing room also with future sized pads for future system to feed the second floor. It may be difficult to place equipment in this room with existing equipment and maintain access requirements with future expandability.

Please confirm.

Confirmed.

(End of Summary of Changes)

134 of 441 D30

RFP states to provide CHW and HHW pumps and piping sized for future use of the second floor and also states to provide design calcs for the 2nd and

3rd floors. Please confirm if it is anticipated that the third floor which was recently renovated would be fed from the heating hot water or chilled water systems, or if only the 2nd floor is to be considered.

3rd floor might convert to HHW at some point in the future if needed. The 3rd floor is not intended to be fed with Chilled water.

D30

RFP states in D3030 that the primary loop piping from the chiller to the mechanical room shall be sized for “entire building” however mentions that the 2nd floor would be fed. Please confirm if the intent is for this to also be sized to include future third floor fed from the chiller.

Right now the 3rd floor is not intended to be fed with chilled water.

135 of 441 D30

RFP mentions the use of hot water preheat coils in the outside air ducts for the ERV’s but does not mention glycol. Is use of glycol for freeze protection anticipated to be required since the coils are in outside air ducts?

Bid per RFP.

133 of 441 D30

Please confirm the existing steam condensate receiver and pump are to remain in the basement mechanical room

Confirmed.

135 of 441 D30

Please confirm if the ventilation outside air can be delivered directly into each space.

Confirmed.

134 of 441 D30

RFP states to use ceiling mounted fan coil units.

Where the existing wall convectors are being removed and with limited space in the ceiling, is it acceptable to use vertical wall/floor mounted fan coils to service the rooms?

Bid per RFP.

134 of 441 D30

RFP states to provide chilled water pumps and buffer tank inside the mechanical room. Often modular chillers are provided with pump packages controlled with the chiller and have options to have tanks which would be outside part of the chiller package and reduce interior dimensions. Would this be acceptable?

Bid per RFP.

136 of 441 D30

Heat trace is specified for use on exterior chilled water piping. No mention is made of using glycol.

Will the chiller system be drained during the winter to ensure no freezing within the chiller and components? Or will the chiller be required to operate during the winter months which would suggest glycol use.

The intent was to ensure that freeze protection was included for pricing. The DOR would make the decision in the load calcs if cooling would be required year round.
