About this file
This document provides responses to questions regarding amendment 0009 to solicitation N4008521R0078. The amendment details requirements for a design-build project at Building 344 in Norfolk, Virginia to include HVAC and electrical upgrades, fire alarm work, and interior renovations. Key project components include removing the existing drinking fountain, replacing the south entrance stair door and hardware, and providing roller shades on windows. The contractor must complete hazardous material surveys and address life safety requirements. The occupied building requires a phased construction plan. The amendment removes references to a completed lead paint survey and confirms no sprinkler system is required. It also clarifies that the bona fide business place requirement does not apply to this solicitation per SBA ruling 21-73.

This amendment hereby incorporates:
1. PPI Responses
# Reference Question Response 22 B344 RFP Please specify disposition of the existing water fountain in the lobby (i.e., remain, remove, replace).
See #124 Response - Existing drinking fountain to be removed and supply water pipe to be capped out of the corridor.
24 B344 RFP Please clarify the vertical limits (e.g., 2nd floor deck) of wall and ceiling painting in the main entrance, south entrance, and north entrance stairwells.
These areas will be affected by Fire Alarm work. Walls and ceilings will need to be abated. South and North stair entrances will have 300 SF each full hazmat abatement including painted floors, walls, ceilings and door, door frames. See RFP page 103 of 441, Full Hazmat (lead, asbestos and PCB).
For the Main Entrance See RFP Page 104 of
441. Vertical limit is to the floor above deck and underside concrete stairs.
25 B344 RFP Please specify the stair treads and risers to be replaced in the Main Entrance.
All stair threads and risers leading to the first floor only. There are three risers – see RFP picture on page 337 of 441– Main Entrance. RFP page 107 of 441, 5.0 Room Requirements, Main Entrance.
28 B344 RFP Part 5.0 (Room Requirements) does not specify finishes for the Lobby space. Please specify.
Lobby finishes : Hazmat abatement GB walls and existing painted ceiling concrete deck. Provide abatement of all layers of paint at all ceiling and all wall areas above ACT. If walls are to be touched by construction (like new double doors into the Mech Rm., or mens bathroom, etc.) walls will be abated in entirety also. Repair floor ceramic tile as close as possible to match existing (25 SF combined with Main entrance). Repair/ patch GB walls, prime and two coats of paint. Provide 4" cove rubber base to match throughout the new spaces. Demo ACT and existing light fixtures. Provide all New ACT and light fixtures and controls.
29 B344 RFP The existing windows appear to be horizontal gliding units. Please clarify of the new units will be the same operation.
Windows shall be a combination of picture (non-operable) windows with 12" high operable hoppers.

G4010 Please confirm anticipated distance for new 13.8kVA primary duct bank.
This is a design build project. The electrical DOR shall provide a design solution for the replacement of the existing transformer. As shown, the existing 13.8kV primary connection to Bldg 344's transformer T-478 is fed from Bldg 345's loop feed transformer T952 as depicted on the Bldg 344 Site plan included in the RFP. The design should address the installation of new primary ductbank as needed. Page 260of of 441shows the location of the existing primary as described in the response above.
There are many ways to design the project and each solution could have a different length of primary ductbank. The point of service for primary cablings at the transformer (T952) that feeds building 345.

G4010 Is the interior raceway in B345 for the new 24 strand OSP fiber existing or new? What is the anticipated length of this run?
This is a DB project and the electrical DOR shall provide a design solution. Additional information is attached with this PPI to show the as-built configuration of the data room in Bldg 345 along with some photos of the conduits entering the data room and the existing rack. It is anticipated that the existing interior raceway in B345 will be able to support the proposed new cable.

The existing space has a number of surface mounted conduits that are run below the beams.
The conduits appear to be feeding loads in the other floors. Is the government’s intent that the upper floor loads be routed through the first floor or are they to be relocated.
Existing feeds to areas outside of the construction zone shall be relocated as needed. It should be noted that the majority of conduits within the space have been run around the beams to feed loads within the construction zone. These conduits were placed 'around' the beams because the beams are substantial in size and are constructed of reinforced concrete.
Electrical solutions for this space shall include the installation of raceway systems that provide a more aesthetic solution for the space. Contractor will assume for bidding purposes that 25% of the existing conduits in the spaces will require relocation to feed the upper floors. Part 6 includes the original construction drawings for this facility.

Para. Utilities for Construction and TEsting.
(Page 49/75)
What are the contacts for the Government Sources or Local Utilities necessary for construction and testing?
This will be discussed during the kick-off meeting.
109 -- -- ---- Confirm “survey” furniture means review and document location and furniture item, not completing/providing an inventory list.
Yes, an inventory of existing furniture list ("documentation of the existing furniture") is necessay for designing a comprehensive FFE package composed of new, and existiing furniture. See RFP Page 149 of 441, E20 Furnishings.
111 -- -- ---- Will the existing furniture to be reused need to be moved/stored/reinstalled by the Contractor?
No. Only the FFE design is part of this contract.
112 -- -- ---- What is the FFE budget, as it will dictate the design effort for the furniture acquisition and best value analysis?
There is no budget for FFE - this contract has a budget only for the design. This is a design build project, the DOR will have to design the FFE. Based on the RFP room descriptions, expected occupancy loads the designer will have to provide drawings and cost estimates.
115 -- -- ---- Confirm if roller shades or horizontal blinds are required on windows. Room Requirements call out blinds, E201002 calls out roller shades
Provide Roller shades -transparency percentage will be defined during design.
Rooms with projection screens will require blackout roller shades.
122 -- -- ---- Exiting-Life Safety: Per the Proposed First Floor Plan (Part 6-0_Propsed Floor Plan), Both dedicated Exit stairs serving entire building do not discharge at grade. Confirm that an Area of Refuge or other means of exiting compliance currently exists in the building.
No other Area of Refuge or other means of existing compliance exists in the building.
124 -- -- ---- Confirm existing building is Construction Type:
II-B
B344 is a Construction Type II B
133 -- -- ---- New doors to replace abated FD – Finish to match existing?
New wood door finish to match exiting to be demolished (maple veneer). See Room Requirements starting on page 108 of 441 in
RFP
136 -- -- ---- Confirm “low modular wall system” is systems panels/movable screen, not demountable walls (no demountable walls are called out in C1010)
Low modular wall system is part of the cubicle furniture, which is part of the FFE package.
137 -- -- ---- Confirm no markerboards or tackboards are required in conference rooms, restrooms, or offices
DOR is required to design the FFE package.
The effort to add markerboards and tackboards is minimum. FFE will be defined through design phase. Door should include markerboards and tackboards in his design effort.
156 B344 RFP Please clarify if NAVFAC (DFPE) has completed a life safety assessment of the building and issued a determination of the project magnitude and associated requirements for life safety system modifications. Based on the scope of work, this may be considered a “major project” under UFC 3-600-01 with potential
The contractor is required to complete a life safety assessment. This project is a major project because of the HVAC work. Project requires the design review and oversight services of the QFPE.
The building has an existing business occupancy. Portable fire extinguisher are requirements for whole building life safety system upgrades including fire suppression systems.
required. A sprinkler system is not required.
A major project requires the oversight of a Qualified Fire Protection Engineer. UFC 3- 600-01 requires Major Projects require the design, review and oversight services of a QFPE. A QFPE must be involved in every aspect of the design, construction and testing/commissioning as it relates to fire protection and life safety. This includes, but is not limited to, building code analysis, life safety code analysis, design of automatic fire alarm, detection and suppression systems, water supply analysis, a multi-discipline review of the entire project, construction inspections and witnessing of fire protection acceptance testing/commissioning (UFC 3-600-01 1- 7.1.1).
A fire protection design analysis and life safety plans must be provided for all Major Projects and must address the fire protection requirements of the project as required by this UFC. The fire protection design analysis and life safety plans must be submitted with the initial design submission, separate from other disciplines.
The final design analysis and life safety plans must be signed and sealed by the
QFPE (UFC 3-600-01 1-7.2.1).
The contractor is required to provide the life safety assessment for the project.
162 B344 RFP If portions of the building will remain occupied during the construction phase of this project, what are the requirements for phasing or sequencing work and/or providing temporary utilities to maintain occupancy.
The building will remain occupaid 24/7 during construction. The DOR will have to carefully address this requirement accordingly. This task is part of a Design Build project. And will need carefull attention. During the design pahase together with input from current occupants on the upper floors an workable plan will be drafted.
165 B344 RFP The RFP indicates that a lead paint survey and testing was completed and is provided in Part 6;
however, no data is available in the RFP. Please provide the lead paint survey report.
Contractor will perform a lead paint survey.
See RFP Page 103 of 441. Remove references to completed lead paint survey in
RFP.
166 B344 RFP The RFP indicates that HAZMAT surveys for PCBs, lead paint, and additional suspect ACM are to be completed by the DOR. Please confirm that if the survey indicates that hazardous materials are present that any costs for the required abatement (if part of the project scope) will be addressed with a change order.
The contractor should include in their proposal the costs associated with currently known hazmat/abatement. Additional hazmat/abatement discovered post-award would be addressed through a change order.
167 B344 RFP Please indicate if a complete specification package is required for all materials and equipment, or, if item specifications can be noted on the drawings.
Full set of specifications is required for all materials and equipment. Specifications are not to be noted on drawings.
170 B344 RFP The proposed floorplan indicates the width of the new window in the Conference Room (96”x65”) is less than the unit shown in the existing floor plan. Please clarify if the wall is to be infilled to the reduced window dimension or if a larger window unit can be installed in the existing opening.
Please use width in existing floor plan.
174 140 Part 3 Section D4010
On page 140 of the RFP pdf, for Fire Protection Work, item 5 is an incomplete sentence which states: "Provide a new heat detector in the".
Where is the heat detector to be located?
Provide a new heat detector in the kitchen.
175 Part 3 Section D4010
It is noted that the work at the existing stairs includes replacing the south stair door, but no other door upgrades at the remaining two doors, and no door frame upgrades at any of the three stairs. There no pictures of the north stair, however, photos at teh remaining stairs appear to show an unrated door and frame at the center door, and a rusted frame at the south stair (which would compromise its rating). A rating on the exit stair doors and frames are required in an existing building under NFPA 101. Are any upgrades required for these aside from the door replacement noted at the south stair?
There are no upgrades required for some of these mentioned doors. Only south stair door, door frame and hardware are to be replaced. See RFP page 104 of 441.
176 RFP Part 3, page 39 states: FIRE PROTECTION

Amendment 5; PPI # 126 states Building 344 is NOT Sprinklered. n the RFP and Subsequent amendments - It is not clear if the Governments intent is for the Contractors to include Designing and Installing a New Sprinkler System for the Entire Building 344.Please confirm that Design and Installation of a new sprinkler system in this building is NOT REQUIRED
Confirmed.
177 SBA Release Number 21-73 states the following "The U.S. Small Business Administration today announced a moratorium on the requirement that participants in SBA’s 8(a) Business Development Program must establish a bona fide place of
This 8(a) construction procurement was offered to the 8(a) program prior to 25 August 2021, so Release Number 21-73 is not applicable to this procurement business in a specific geographic area in order to be awarded any construction contract through the 8(a) Program due to the ongoing challenges of COVID-19. The moratorium is effective August 25, 2021, and applies to all 8(a) construction contracts offered to the 8(a) Program between August 25, 2021, and September 30, 2022.
During the moratorium, any 8(a) Program participant seeking an 8(a) construction contract (either on a sole source or competitive basis) will not be required to have or establish a bona fide place of business in any specific geographic location.
For purposes of 8(a) construction procurements, a bona fide place of business means a location where a participant regularly maintains an office that employs at least one full-time individual within the appropriate geographical boundary.
The term does not include construction trailers or other temporary construction sites.
The SBA believes this modification to the 8(a) Program will make it easier for small disadvantaged businesses to be eligible to be awarded 8(a) construction contracts." Question:
Please confirm the bona fide place of business requirement for this solicitation has been removed now that ruling 21- 73 has been instated.
