Page 135/441 of the DB RFP states the indoor HVAC design conditions as 72°F
DB in the summer and 68°F DB in the winter. UFC 3-410-01 paragraph 3-5.3.1 only allows space cooling down to 78°F
DB. What indoor design conditions should we be using?
Use design conditions for the indoor HVAC design conditions as 72°F DB in the summer and 68°F DB in the winter IAW the RFP.

D503001 With the added load of the new HVAC equipment it is anticipated that the new electrical service would need to be 480V. This will allow for better energy efficiency with the new loads and also allow for expansion during future renovations, specifically with the modular chillers. There is limited space in the building to house the new mechanical equipment and the added electrical equipment when bringing in a 480V service.
Please confirm that exterior mounted electrical service equipment (i.e. 480V panelboard and a step down transformer) will be permitted if found to be necessary during the design phase.

On page 10 in the instructions for Factor
1 construction project examples, the RFP says that "If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract." The information that describes meaningful involvement of team member companies
(narrative explanations, letters of commitment, etc.) should be included in the Factor 1 section, correct?

157 185 B344 RFP On PDF page 185 in the B255 RFP, Subsections D4020 and D4040 do not indicate any work associated with fire suppression / sprinkler systems. Please clarify what (if any) fire suppression systems exist, and if modifications of those systems are included in the scope of work.
There are no sprinkler systems within the building.

Confirmed.
160 B344 RFP Please clarify if complete and accurate as-built record drawings of the building interior are available including architectural, structural, and MEP systems
(.dwg or .pdf).
All existing drawings are part of the RFP
161 B344 RFP Please clarify if the 2nd and 3rd levels of the building will remain occupied during any phase of construction.
Confirmed.
163 B344 RFP Part B20 of the RFP specifies exterior wall performance testing. With the exception of partial replacement windows, the RFP does not identify any improvements to the envelope. Please clarify this requirement.
No exterior wall performance testing required for this project. No improvements to the EIFS envelope required, with exception of window flashing tie in the window openings.
164 B344 RFP Part 2.4 of the RFP indicates that all controls systems must comply with cybersecurity standards (DoD Instruction
8500.01, FEC requirements, and NIST
800-82). Please clarify if the existing
AMI and JCI DDC systems comply with these standards. If not, please clarify if the scope of work requires modifications to the systems to establish minimum compliance.
The AMI system was certified and is in the process of being upgraded and recertified.
So long as the building equipment complies with the standards, there would be no need to provide upgrades to equipment outside of this facility requirement.
It should be noted that this facility does not presently have AMI for electrical metering (only steam).
The contractor shall provide electrical AMI as part of the service upgrade.
AMI equipment shall be compatible with the existing AMI central monitoring system.
(Existing AMI electrical meters are Nexus 1272.
In addition, provide media converters or Ethernet extenders as needed. A minimum of two converters shall be used to connect the meter for Bldg 344 to an existing AMI switch located in Bldg 345. The link between Bldg 344 and 345 shall be on single-mode fiber optic cabling as described in the RFP).
Active networking equipment (such as media converters/Ethernet extenders) shall be housed in lockable metal enclosures.
For DDC: While the existing DDC network does not yet fully comply with the standard, we are implementing security requirements that are in line with the standard. As such:
(1) All new supervisory DDC controllers (typically
Johnson Controls, Inc. SNE/SNC – Series Network
Engine/Series Network Control Engine) and network communication switches shall be provided in a lockable metal enclosure.
(2) All new required network communication
N4008521R0078 switches shall be the following (or latest/newest generation):
4-port: CISCO IE-2000-4TS-G-B
8-port: CISCO IE-2000-8TC-G-B
12-port: CISCO WS-C3850-12S
Provide manufacturer’s power supply with any new switch.
(3) For any new DDC controller, change all default user names and passwords and submit user names and passwords to the Government after installation.
(4) No modifications/security upgrades to the existing DDC network are required. The security requirements only apply to new equipment specific to this project.
(5) Remote access to the system (other than hard-wired connection to the existing fiber-optic DDC local area network [LAN]) is prohibited.
168 B344 RFP Please clarify if NAVFAC is responsible for termination / integration of workstation data connections to Navy’s
Local Area Network (LAN).
NMCI will provide the termination/integration.
169 B344 RFP The photographs provided in Part 6 of the
RFP reveal existing equipment, furniture, and miscellaneous stored items in the spaces to be renovated. Please clarify if
NAVFAC is responsible for removing these items prior to demolition. If contractor is responsible please indicate disposition process for Government property.
See response from #77. Government will remove the items.
171 The proposed floor plan does not identify a privacy door on the new Large
Conference Room (possibly for life safety egress). Please confirm.
Confirmed.
172 Please clarify if the proposed floor plan provided in the RFP is fixed, or, if the
DOR is responsible for final design and potential rearrangement.
DOR is responsible for final design.
