About this file

This document contains an amendment to a solicitation for a design-bid-build water treatment plant replacement project on Marine Corps Base Camp Lejeune in North Carolina. The amendment provides responses to 159 pre-proposal inquiries to clarify requirements for the project, which includes constructing an 8 million gallon per day membrane filtration water treatment facility to improve compliance with regulations and address potential saltwater intrusion issues. The amendment revises pump specifications, clarifies that stainless steel and FRP framework do not require coating, adjusts valve failure positions, and extends the deadline for submitting hard copies of proposals to July 19th while maintaining the July 15th deadline for electronic submissions.

Please provide the basis of design and/or the minimum performance requirements for Davit Cranes.

Refer to Bid Specification

SECTION 22 11 23.00

10, Para. 2.6 for requirements.

150 Please reference Item 3 – Evaluation Factors for Award of the Solicitation.

Factor 1 – Corporate Experience requires that proposers demonstrate experience on Water Treatment Plant (WTP) projects that are similar in size, scope, and complexity by submitting up to five (5) relevant construction projects completed in the past ten (10) years. Such relevant projects must be an industrial facility with a total construction value of $10M or greater. Given the size, scope and complexity of this project, we are greatly concerned that the stated qualifications are grossly insufficient and will lead to the Government receiving unresponsible bids from unqualified proposers. In order to eliminate submissions from unresponsible bidders, we strongly recommend that proposers be required to demonstrate experience on at least one WTP project with a total construction

Propose to RFP.

value of $75,000,000 or greater.

151 Please refer to Section 43 32 56 Part 2.3.a.6, item 13 (page 17) Membrane Skid Framework. The second paragraph specifies FRP or 316 stainless steel material for frame, rack, or skid members. The seventh paragraph specifies that the FRP or stainless steel members be shop coated with paint system HP-4 per section 09 96

00. Providing a high performance coating on corrosion resistant materials like 316 stainless steel and FRP is uncommon in the industry and Section 090 00 Part 1.11.2.d specifically identifies stainless steel as s surface not to be painted. It is our interpretation that the list of item under Section 09 90 00 Part 1.11.2 Painting Excluded extends to Section 09 96 00 and that painting the membrane skid framing is not required. Please notify us by Amendment if our interpretation is not correct.

Framework made with FRP or 316 stainless steel in accordance with Section 43 32 56 Part 2.3.a.6 does not have to be coated. Stainless steel shall be passivated and pickled. Bid Specifications have been clarified accordingly.

152 Please refer to Section 43 21 39 Part 2.1. Section 43 21 39 Part 2.1.1 requires the pump equipment to be a manufacture’s standard product. Many pump manufacturer’s may not have certification from an accredited certification organization for a standard pump product modified to incorporate the specified materials of construction of the various pump components. It is our understanding that Part 2.1

Correct. Per Bid Specification, the wetted components of pumps shall be made of materials that are NSF 61 and NSF 372 approved for drinking water use. The pumps themselves are not required to have NSF certification.

allows pump manufacturers to certify that a pump product modified to incorporate the specified materials of construction as being NSF 61 and NSF 372 in lieu of an accredited third-party certification for that pump product when no third party certification is available. Please notify us via amendment if this is incorrect.

153 Please refer to Section 43 21 39, Part 2.3, Part 2.4.4, and Data Sheets (Supplements 1~4, Membrane Feed Pumps 1~4). The first sentence of Part 2.4.4 instructs the Bidder that the suction can length and diameter shall be as recommended by the pump manufacture as required to meet current and future conditions. The second sentence contradicts the first sentence by limiting the can length to the dimensions shown in the data sheets. Some pump manufacturers have noted that in order to accommodate the additional stages needed to meet the future design conditions, the suction can length will need to be a minimum of 12 ft in lieu of the 10 foot maximum length specified and the suction can diameter increased to 24” in lieu of the 20” diameter specified in order to meet H.I.

velocity standards. Please notify us by amendment if increasing the maximum length from the bottom of the base plate to the bottom of the suction can to 12 feet and the suction can

It is acceptable to increase the maximum diameter and length of the membrane feed pump cans to be 24 inches and 12 feet respectively. The Bid Specifications have been revised accordingly.

diameter to 24” is unacceptable.

154 Please refer to Section 43 21 39, Part 2.3. Some pump manufacturers have noted that the current secondary and future points for the membrane feed pumps, and the secondary low flowrate point for the transfer pumps are outside the AOR and cannot be guaranteed. Please issue an amendment deleting any requirement that the Bidder guarantee pump performance when operated outside the AOR of these pumps.

Subject pump operating points have been revised by Amendment.

155 The response to PPI #14 in Amendment No. 2 stated that “on loss of power, valves shall fail last position unless otherwise noted.” No valves are indicated to fail in any other position upon loss of power. It is our interpretation that all valves are to fail in last position upon loss of power, and that all fail positions indicated in Electrically Operated Valve Schedule are only to be applied to a loss of control signal. If this is not correct, please notify us via addendum and provide revised specifications and Electrically Operated Valve Schedule indicating applicable loss of power fail position.

Per the Bid Documents, valves shall fail last position unless otherwise noted.

Since the onset of the COVID-19 pandemic, NAVFAC has not been accepting hand-carried or courier packages, but requiring electronic copies only of proposal submissions via email

Hard copies are required. Per the RFP, page 19, the Non-Price and Price HARD COPY proposals shall be delivered by MAIL ONLY. Hand carried and/or DoD SAFE. Please confirm if hard copies are required via hand-carry or courier or if only electronic submission is required.

proposals will not be accepted.

Specific disciplines traditionally hold their final pricing until an hour before bids are due. By requiring a complete hard copy submission of both the Non-Price and Price proposals by 2:00 EDT on 15 July would require us to close our bid by 14 July latest, to allow for next day delivery of our proposal prior to bid closing time.

As the RFP also requires a complete electronic copy of the Non-Price and Price Proposals submission via DoD SAFE by 2:00 EDT on 15 July, and states on page 19 of 63 that “the DoD SAFE shall govern the timeliness of any proposal submission”, please confirm that the corresponding hard copy submission may be submitted by the following day on 16 July.

The corresponding hard copy should be received by Monday, 19 July 2021 via MAIL ONLY.

Hand carried proposals will not be accepted.

– Submersible Pump

Supplemen t 1, 2, & 3

Item 11 under Process Condition states abrasives are iron and sand. Please additional information on the iron and sand concentration in the water, i.e. maximum solids diameter, solids concentration by volume, etc.

Solids concentration by volume varies. Subject pumps are located in Backwash Waste Basin, which receives periodic backwash from greensand pressure filters and 50 micron sand strainers.

22 11 23.00 10

– Submersible Pump

Supplemen t 1, 2, 3, 12, & 13

Item 66 under Materials of Construction states the impeller shall be cast iron w/ epoxy coatings. Please specify the epoxy coating required.

Pump manufacturer's standard epoxy coating or as recommended by pump manufacturer is acceptable.
