Question RESPONSE

102 Drawing Volume 9

DP111 Regarding the tie-in to the existing C900 PVC raw water main, what materials are to be used for the tie-in? Drawing DP111 appears to reflect DIP pipe and fittings; however, Supplement 1 to specification 40 05 13 indicates HDPE for buried raw water piping. Please clarify.

The raw water tie-in at Holcomb Blvd shall be cement-lined ductile iron. It will transition to HDPE at the branch isolation valve. Refer to revised Bid Drawing

DP111.

105 Please reference the following technical specifications in the referenced solicitation: • Section 11 24 27 – Air Stripper (Decarbonator)

• Section 43 43 56 – Membrane System

• Section 46 61 01 – Filtration Equipment (Bypass Filters) Each of the referenced specifications contains performance requirements that the equipment must meet during performance testing but do not contain any limitation of liability in the event the equipment does not meet the performance requirements.

This places an unquantifiable risk on the equipment suppliers which will most likely be reflected in their pricing structure for the project. In order to be able to quantify the risk of not being able to

Provide equipment and systems that satisfy the specified performance requirements.

meet the performance requirements and ensure the most competitive pricing structure for the project, we recommend establishing damages in the following amounts that shall be paid to the government and shall be the government’s sole remedy in the event a piece of equipment cannot meet the specified performance requirements: • Section 11 24 27 – Air Stripper (Decarbonator) - $50,000

• Section 43 43 56 – Membrane System - $200,000

• Section 46 61 01 – Filtration Equipment (Bypass Filters) - $100,000 We look forward to receipt of an addendum with revised performance testing language for each of these items.

106 Drawing DP-111 states that the casing pipe for the 20” FW line under Holcomb Blvd is to be installed using open cut methods, but work pits are shown on either side of the road as if this work was intended to be installed via a jack and bore method. It is our interpretation that this casing pipe is to be installed using open cut methods. If this is not correct, please notify us via amendment.

Per the Bid Documents, the 20” FW line under Holcomb Blvd is to be installed using open-cut methods. The work pits shown in the Drawings on either side are assumed to be necessary to make piping connections.

Contractor shall excavate and provide excavation support as required by his Means and Methods as part of the Work.

107 Specification Section 01 50 00.3.2.b states that utilitie s will be made available to the Contractor at the Prev ailing Government Rates.

Please provide the current prevailing Government Rat es for Water, Electricity, G as, and Sanitation/Sewer fo r FY 2021 and those from the previous five (5) fiscal years via amendment.

Current utility rates at MCB Camp Lejeune are as follows:

Activity Rates:

Electricity - $71.68/MWh Water - $2.73/k-gal Wastewater - $2.54/k-gal

Private Party Rates:

Electricity - $75.00/MWh Water - $4.10/k-gal Wastewater

108 With regards to the Facility Performance Demonstrati on detailed in Specificatio n Section 01 75 00.1.3.4.4, it is our understanding tha t there are no overall water quality requirements for e ither Finished Water or Co ncentrate that the Contract or is required to meet to sa tisfy completion of this De monstration and/or Facilit y Turnover. Performance requirements with regards t o water quality of any para meter shall be limited to th ose explicitly required by t he Technical Specifications for individual equipment s ystems. If this is incorrect, please noti fy us via amendment.

The overall facility must demonstrate the ability to reliably satisfy the treatment requirements of the North Carolina Department of Environmental Quality, Public Water Supply Section. Performance requirements with regards to water quality of any specific parameter shall be as required by the Technical Specifications.

109 Specification Section 01 75 00-

1.3.4.4. g states that raw (w ell) water is to be used for the Facility Performance Demonstration. Paragraph

3.3 details the conditions f or raw water usage. It is o ur understanding that if ra w water is not made availa ble to the Contractor for th

e Facility Performance Demonstration or Performance Demonstration or suspended during this Demonstration after the Contractor has followed the proper notification and work restriction provisions it will be a changed condition resolved via the Contract Clause entitled “Changes”. If this is incorrect, please notify us via amendment.

110 Specification Section 01 75

00.3.1 states that the Contr actor shall provide water tr eatment chemicals necessar y for start-up and testing. Please prov ide the anticipated daily us age rates for all water treat ment chemicals for the WT P operating in normal cond ition. If not provided, it wi ll be our understanding that the minimum flow rate for each, individual chemical pump shall be utilized in d etermining the volume of water treatment chemicals t o supply during the Facility Performance Demonstratio

n. If this is incorrect, pleas e notify us via amendment.

Alternatively, an Allowance could be established for start-up and testing chemicals

Contractor shall provide the volume of chemicals necessary for the proper startup and testing of the facility in accordance with Bid Documents.

111 Specification Section 01 75 00 does not indicate who will be responsible for electric utility charges during start-up and testing.

It is our understanding that the Government shall be responsible for all electric utility charges associated with all phases of start-up and testing. If this understanding is incorrect, please notify us via amendment.

The Contractor is responsible for all electric charges through Government Acceptance. Refer to Specification Section 01 50 00, Para. 3.2.2, which states that utilities will be made available to the Contractor at the Prevailing Government Rates.

112 The Tank Data Sheets at th e end of Specification Section 43 41

16.16 all states that all co nnections shall be made w ith Viton Gaskets and Re e ncapsulated Titanium Bolts . The Connection pipeline s are all PVC, CPVC, or PVDF and per Specification Section 40 05 13 all list B8 bolts with P TFE Gaskets. It is our interpretation that th e first connection at the ta nk requires the Titanium b olts and Viton gaskets as s pecified on the Tank Data Sheets, but that all subseq uent connections are to rec eive B8 bolts and PTFE ga skets as specified in Sectio n 40 05 13. It is also our interpretation th at control rods and plates, if required, shall be Stainless Steel and not Titanium. If this is incorrect, please notify us via amendment and provid e revised drawings and Pip ing Schedule.

It is confirmed that the viton gasket and the titanium bolts are for connection to the tanks only, not for other connections.

113 The Contract Documents r equire clarification regarding the requirements and locations of flexible connections at t ank connections. Specific ation Section 43 41 16.16- 2.5.7.c, which only applies to the Sodium Bisulfate Tank and the Membrane Cleaning Chemical Mixing Tank, states that "all tank fitting attachments shall be equipped with flexible couplers." Subsections for all other tanks are silent on the need for flexible connections. It is our interpretation that only Vertical Atmospheric Thanks and Vessels which

TNK61000)

connections as shown on drawings. For all other FRP tanks, follow tank manufacturers’ requirements for flexible connections.

Note that the membrane cleaning chemical mix tank’s (40CF- TNK61001) overflow and drain are not open ended. They shall be provided with flexible require any flexible connections are the Sodium Bisulfate and Membrane Cleaning Chemical Mixing tanks. It is our further understanding that, at these tanks, flexible connections are limited to those with hard connections to other equipment or piping systems and that open-ended lines, such as tank drains and Overflow lines, will not require flexible connections. If this is incorrect, please notify us via amendment and provide revised drawings and Piping Schedule.

133 SB Participation Plan and SB Plan: The SB Participation Plan requires us to provide dollar values for work to be subcontracted to each individual SB. In addition, we must calculate percentages of total contract dollars going to SBs and each minority category (WOSB, SDB, etc.). It is typical that many subcontractors do not provide their final price proposals until the day of the bid and often provide updated and more favorable pricing within the last few hours prior to the proposal due date and time. For this reason, it is extremely difficult to update the SB Participation Plan and SB Plan on the same day the proposals are due since changing prices can result in the need to revise dozens of dollar values and percentages in the last few hours prior to submittal. Therefore, we respectfully request that you provide a one day extension for submittal of the SB Participation Plan and SB Plan following the submittal of the price proposal so that we have time to update and finalize the SB Participation Plan and SB Plan based on final dollar values from our subcontractors. NAVFAC has agreed to and allowed this extension for submission of SB documents for previously submitted proposals.

Alternatively, if this is not acceptable, would you allow us to base our final price and dollars going to SBs on the values we have two days prior to the final

Propose per the RFP.

proposal due date even though we know the dollar values and percentages will probably change in the final bid.
