96 NA NA NA Does this project contain a reverse osmosis requirement?
Membrane system is specified as nanofiltration.
Membrane system requirements are defined in Bid Specification Section 43 32 56 and in the Bid Drawings.
97 Specification 43 32 69 Membrane Systems
Paragraph 2.2
The specifications require the Membrane System Supplier shall have at least 10 years of experience designing, constructing, and supplying nanofiltration or reverse osmosis systems for municipal water treatment within the United States. Many Nano Filtration Membranes are used for commercial purposes and the requirement for municipal WTP experience use eliminates a large number of membrane suppliers.
Would the Government consider eliminating the requirement for experience in municipal Water Treatment and replace with “10 years of experience designing, constructing and supplying nano filtration or reverse osmosis systems within the United States”?
Sufficient competition exists, the municipal experience requirement remains. The membrane system supplier shall have the experience per the specifications and the membrane system supplier shall supply membrane elements that can treat water with the water quality listed in Table 2 (Supplement 1 of specifications) and produce permeate with water quality meeting requirements of Table 4 (Supplement 3 of the specifications).
The supplier shall supply membrane elements from a membrane element manufacturer with at least 3 municipal nanofiltration water treatment plants using the proposed membrane elements that have been operating for at least 5 years and with capacities of at least 5 mgd within the United States.
