Question RESPONSE
1 Page 5 of 63 1.1.4 N/A The RFP notes that the estimated magnitude of construction is $25- 100M. The range provided is not adequate for Offerors to determine the budget available for this complex project.
Typically in NAVFAC MILCON proposals, Offerors are provided a Construction Cost Limitation for the Base Bid Item and any Option Items. These values allow Offerors to perform an internal parametric cost estimate to determine if they can deliver the project requirements for the budgeted amount. Since this is the third time that this procurement has been solicited, and given the extreme volatility of the construction materials market, Offerors need to know if this project is awardable prior to investing significant resources in preparation of a response. Please provide a CCL or IGE for this project.
No Government estimate will be provided.
2 Attachment H, Supplemental Instructions
Entire Document
N/A We have made multiple attempts to download Attachment H using various internet browsers and updated Adobe Acrobat software, but we are unable to read the document.
Please provide a document with readable content. Thank you.
A revised Attachment H has been provided with this Amendment
3 Page 1 of 63 13. D N/A The RFP states that we must guarantee our bid for no less than 120 calendar days. Given the recent extreme commodity price volatility will the government consider decreasing the number of days we must guarantee our bid?
Propose per RFP.
4 Page 17 of 63 4.1 N/A Given that the site walk has not yet been scheduled, will the government extend the bid submission date by at least 30 days?
Site visit has been scheduled for 08 June 2021 per Amendment 0001.
Proposal due date has been extended to 08 July 2021, NLT 2:00 PM EST.
SECTION 00 10 00 - SOLICITATION
The required response date/time has changed from 24-Jun-2021 02:00 PM to 08-Jul-2021 02:00 PM.
SECTION 00 70 00 - CONDITIONS OF THE CONTRACT

52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)
