About this file
This solicitation is for a design-bid-build contract to replace an existing 8 million gallons per day water treatment plant at Marine Corps Base Camp Lejeune in North Carolina. The project involves constructing a new water treatment facility utilizing membrane filtration technology to better enable compliance with current and future regulatory requirements and address potential salt water intrusion into the water supply aquifers. The scope includes providing adequate and environmentally compliant potable water to meet domestic, industrial, and fire protection needs at Marine Corps Base Camp Lejeune. The solicitation is issued by the Naval Facilities Engineering Command seeking bids due by the response date specified.

1.3 WORK COVERED BY CONTRACT DOCUMENTS
1.3.1 Project Description
The work includes construction of a new 8 million gallons per day nanofiltration water treatment plant (WTP) and supporting facilities including a concentrate pipeline and outfall into Morgan Bay and incidental related work. The work also includes demolition of the existing Hadnot Point WTP, improvements to the existing raw water wells, and addition of primary electrical service to the WTP.
1.3.2 Location
The work is located at Hadnot Point at Camp Lejeune, North Carolina, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.4 BUILDING CODE
Except as indicated otherwise, or as modified by UFC 1-200-01 , use ICC IBC as the building code for this project.
SECTION 01 11 00 Page 1
1.5 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.6 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.7 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation by contacting the Contracting Officer 15 calendar days in advance , and comply with Installation requirements for locating and marking underground utilities.
Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all utilities . Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
Confirm the routing of existing utilities being intercepted by new utility lines. Verify the location of any intended tie-in/connection point to a particular utility as being valid prior to demolition/excavation operations for connecting to it commence. Coordinate this with the requirements in Specification Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS, Paragraph "Location of Underground Utilities".
1.7.1 Notification Prior to Excavation
Notify the Contracting Officer at least 15 days prior to starting excavation work.
1.8 GOVERNMENT TELECOMMUNICATIONS CONTRACTOR COORDINATION REQUIREMENTS
