Are the (Well House) valves supplied by the contractor as balance of plant valves or are these part of an OEM equipment package?
Subject valves shall be provided by Contractor.
13 SECTION 40 05 13 Page 37. 2.13.1.3 Electric Operator
The ambient temperature range of the actuator is requested -40F to +150F. Since the installation in in Jacksonville NC and the lowest temperature ever recorded there was -5F we would request that the temperature range for the electric actuators be changed to -20F to +150F which is the common temperature range that most manufactures make without special modifications. A -40 temperature actuator will add cost and additional complexity to the actuator with extra heaters and thermostats.
Proposed -20F to +150F temperature range is acceptable.
The specification has been updated accordingly.
14 SECTION 40 05 13 Page 37. 2.13.1.3 Electric Operator & 40 05 13 supplement 3 page 5 through 10.
The electric actuator spec, & and the valve schedule does not address how you want the valves to fail based on power loss. Loss of signal is addressed. How do you want these valves to fail on loss of power? If you want these valves to fail open or closed on loss of power loss do you want the valves to go to fail position by spring or by battery? Keep in mind that fail closed or open on power loss is a significantly more expensive actuator. If you select spring return on power loss you may have to use a self-contained spring return electrohydraulic actuator for some of the larger sized valves.
Per Specification 40 05 13 para.
2.13.1.3, valves shall fail last position unless otherwise noted. On loss of power valves shall fail last position unless otherwise noted.

There are two schedules associated with piping types.
One in Specification 22 00 00 Pages 49 thru 54 and one in Specification 40 05 13.01 Supplement 1.

Per 1.2 of Specification 40 05 13, this specification is for Process pipe and the Pipe Schedule in Specification 40 05 13 Supplement 1 is for process piping specific to the Service/flow streams listed in said Supplement.
