The following have been added by full text:

RFIS AND ANSWERS

1) Question: RFP Page 41-Proposal Requirement 1st paragraph stipulates, "The technical proposal shall not contain any cost/pricing information, except for salary information provided on resumes." However, neither submittal requirements nor basis of evaluation among Factors 1-4 for the Technical stipulate a resume requirement or evaluation criteria.

Please confirm resumes are not a requirement for the technical submission.

Answer: Resume is not required for technical proposal.

2) Question: RFP Page 41- Please confirm item #1 (...signed solicitation packages…) are submission items included within item #3 hard/CD submission. Submittal requirements for the Price Binder on page 42 stipulates, "Signed Solicitation, Offer and Award Form (SF33), including Section B (CLIN 001 through 0012), with all amendments acknowledged."

Answer: Only the “HVAC BID SCHEDULE” (Cost/price proposal) needs to be included on the CD. Please note the CD is in addition to the original hard copy.

3) Question: RFP Page 42-Will the Government accept 11x17 pages in the Price Binder and 10pt font for the HVAC Bid Schedule to ensure adequate readability? The HVAC Bid Schedule will not fit on an 8 1/2 x11 page with 12pt font.

Answer: Government will accept 11x17 and 10pt font for the Bid Schedule.

4) Question: RFP Page 45-Please confirm the Government will accept and evaluate subcontractor projects for Factor 2 since the Government is allowing team member PPQs for Factor 4.

Answer: Subcontractor projects will be accepted. Ensure PPQ is marked appropriately.

5) Question: RFP Page 42 & 44-The RFP requires 12-point font. Will the Government accept 10pt font in headers, footers, and disclosure statement on the cover page?

Answer: 10pt font is acceptable in headers, footers and disclosure statements.

6) Question: RFP Page 46 & 47 Please confirm CPARS and PPQ submissions are for the same projects presented in Factor 2.

Answer: CPARS or PPQ submission is for the same project presented in factor 2.

7) Question: Can the Government provide the HVAC Calls or Call Logs for CY2017?

Answer: Attachment “J-1502000-5C HVAC 2017 Call Log.xlsx” is included with the solicitation posted on BetaSAM under the subject solicitation.

Question: HVAC BID SCHEDULE, ELIN Non-Recurring Tabs All Years-Are Contractors allowed to propose a different quantity of hours for each ELIN Task or should the contractor use the quantities suggested?

Answer: Contractors are not allowed to propose a different quantity of hours.

8) Question: HVAC 1502000 WBS Facility Investment -Can the Government explain what the red tick marks contained in the boxes in the graphic signify? Are these services that are not included?

Answer: Yes, the boxes that contain the red horizontal lines are not included.

9) Question: J-1502000-03 BUILDING INVENTORY- Can the Government explain what the yellow highlights contained in the boxes in the Excel table signify? Are these buildings that are not included or included?

Answer: The contract actor is only responsible for buildings under "Contractor Responsible Buildings". The government is responsible for building under "Shops", therefore the yellow highlights have no significance to prospective offerors.

10) Question: J-1502000-24 ASSET CONDITION REPORT 2018-Will the Government provide filter and belt information for equipment in the Asset Condition Report 2018 where maintenance requires filter and belt replacement?

Answer: The belt and filter information is not readily available for some equipment and therefore will not be provided. When belt and filter information is not provided the make and model number of the equipment is provided. Make and model information is sufficient for offerors to determine belt and filter information. No additional information will be provided.

11) Question: Please clarify Minimum order: 52.216-19 “Order Limitations” Answer: For any individual order the Government is under any obligation to purchase services and the Contractor is under no obligation to provide services under $2,500. Government and Contractor must both agree if services are less than $2,500.

12) Question: Please Clarify Maximum order 52.216-19 “Order Limitations” Answer: The “TBD” in Paragraph (b) 1 and 2 will filled in with highest amount from CLIN 0001, 0003, 0005, 0007, 0009 or 0011 of the successful offeror. For any individual order the Government is under any obligation to purchase services and the Contractor is under no obligation to provide services above the amount in paragraph (b) 1 or 2. Government and Contractor must both agree if services are greater than the amount specified.

13) Question: Please Clarify 52.232-19 Availability of funds for next fiscal year (1984) Answer: See FAR 32.703-2 Contracts conditioned upon availability of funds.

(a) Fiscal year contracts. The contracting officer may initiate a contract action properly chargeable to funds of the new fiscal year before these funds are available, provided that the contract includes the clause at 52.232-18, Availability of Funds (see 32.706-1(a)). This authority may be used only for operation and maintenance and continuing services (e.g., rentals, utilities, and supply items not financed by stock funds)-

(1) Necessary for normal operations; and

(2) For which Congress previously had consistently appropriated funds, unless specific statutory authority exists permitting applicability to other requirements.

(b) Indefinite-quantity or requirements contracts. A one-year indefinite-quantity or requirements contract for services that is funded by annual appropriations may extend beyond the fiscal year in which it begins; provided, that-

(1) Any specified minimum quantities are certain to be ordered in the initial fiscal year (see 37.106) and

(2) The contract includes the clause at 52.232-19, Availability of Funds for the Next Fiscal Year (see 32.706-1(b)).

(c) Acceptance of supplies or services. The Government shall not accept supplies or services under a contract conditioned upon the availability of funds until the contracting officer has given the contractor notice, to be confirmed in writing, that funds are available.

14) Question: Please clarify section A paragraph 12 Period of performance less than one year.

Answer: CLIN 0001, 0002, 0011 and 0012 period of performance is six months. All other CLINS period of performance is 12 months. See original solicitation page 14.

15) Question: Please clarify the intent of including the current (union labor agreement) in the bid package, whether it is or is not required for the incumbent contractor to assume the Union agreement and the current work force. If so please provide a list qualifications and Quantity personnel.

Answer: The successor contract is not subject to CBA, however the contractor is expected:

a. To offer service employees employed under the predecessor contract a right of first refusal of employment as discussed in FAR 52.222-17, Nondisplacement of Qualified Workers.

b. To pay employees no less than the wages/fringe specified in the current CBA. See FAR 52.222-41, Service Contract Labor Standards, Paragraph (f), which states: (f) Successor contracts. If this contract succeeds a contract subject to the Service Contract Labor Standards statute under which substantially the same services were furnished in the same locality and service employees were paid wages and fringe benefits provided for in a collective bargaining agreement, in the absence of the minimum wage attachment for this contract setting forth such collectively bargained wage rates and fringe benefits, neither the Contractor nor any subcontractor under this contract shall pay any service employee performing any of the contract work (regardless of whether or not such employee was employed under the predecessor contract), less than the wages and fringe benefits provided for in such collective bargaining agreement, to which such employee would have been entitled if employed under the predecessor contract, including accrued wages and fringe benefits and any prospective increases in wages and fringe benefits provided for under such agreement.
