2.0 PURPOSE
2.1 The purpose of this procedure is to provide instructions for operation and maintenance of the High Bay Area Heating, Ventilation and Air Conditioning (HVAC) Systems, References 1.2 through 1.4, and the Fixed Filter Air Particle Sampler (FAPS) at the SUBASE (NRMD) Controlled Industrial Facility (CIF).
3.0 PRECAUTIONS / PREREQUISITES / GENERAL
3.1 Precautions
3.1.1 Radiological work, excluding drape and catch controls, must be secured if ventilation is lost or secured.
3.1.2 Manual operation of the High Bay Area HVAC system can cause positive or excessive negative pressure in Controlled Areas. Specific written instructions are required from Nuclear Engineering for manual operation ("HAND" mode). This procedure does not authorize operation of the High Bay Area HVAC System (AHU-2 and EF-5/6) in the manual mode of operation.
3.1.3 If the operating Controlled Exhaust System fan is not operating or is secured from operation, the Direct Digital Control (DDC) system will secure all Controlled HVAC Systems (AHU-2 and EF-5/6).
3.0 PRECAUTIONS / PREREQUISITES / GENERAL (Continued)
3.1.4 This procedure does not provide instructions for operation or for resetting set points or checking operating conditions of the High Bay Area HVAC System via the DDC System computer workstations (or via hand-held or notebook computers which are able to interact with the DDC System); personnel are required to undergo separate training to become qualified for operational access to the DDC computer system. This procedure does not provide instructions for operation/maintenance of the High Bay Area HVAC DDC System hardware (temperature probes, pressure transducers, etc.), which send or receive instructions from the DDC System controller.
3.1.5 This procedure does not provide information on operation of the HVAC system serving the Administration portion of the CIF or the Enclosed Storage Area (ESA), Room 101.
3.2 Prerequisites
3.2.1 Ensure Contamination Survey of ducting downstream of HEPA filters has been performed per Article 515 of NAVSEA 389-0288 prior to opening system. No radiological controls are required to open/enter ducting downstream of the HEPA filters if required survey per Article 515 of NAVSEA 389-0288 is up to date.
3.3 General
3.3.1 This procedure is applicable to equipment and components which are part of the High
Bay Area HVAC Systems (including some monitoring and control devices). Reference
1.5 provides details of the HVAC Systems.
3.3.2 This procedure provides instructions on how to engage the automatic mode of operation for the High Bay Area HVAC Systems and also how to secure these systems from operation.
3.3.3 Copies of the PM forms in the Attachments shall be filed in the machinery history binder.
3.3.4 Controlled Areas are those areas which are maintained at a negative differential pressure with respect to the weather and with respect to the non-controlled areas of the CIF.
3.3.5 Controlled Areas in the CIF are as follows: High Bay Area - Room 103 (includes the
Liquid Processing Area - Room 102), Equipment Cleaning Room - Room 104, Chemistry Lab - Room 105, Personnel Shower - Room 106, Control Point - Room 107, Control Room - Room 108, and the Clean Work/Gage Calibration Room - Room
109. The ESA, Room 101, is not considered a Controlled Area.
3.0 PRECAUTIONS / PREREQUISITES / GENERAL (Continued)
3.3.6 The CIF Controlled Area HVAC Systems has three (3) modes of operation: “HAND”, “OFF” and “AUTO”. The mode of operation (“HAND”, “OFF” or “AUTO”) for the system is set at that system’s Manual Override Panel in the Control Room (see Attachment 6.3) and at the EF-5/6 and AHU-2 local control panels.
3.3.7 Tagout/lockout systems and equipment as necessary in accordance with (IAW)
Reference 1.7.
3.3.8 The Controlled Area HVAC system provides the primary freeze protection for the fluid systems located in the High Bay.
3.3.9 The “Hand/Off/Auto” switch at the breaker on the Motor Control Center (MCC) located in the Electrical Room is only connected as an on/off switch. The “HAND” position is on and the “OFF” and “AUTO” positions are off and may be covered to prevent confusion.
3.3.10 The exhaust system has two fans that are mounted in parallel but only one fan is to operate at a time. Fan operation should be swapped Monthly (approximately 720 hours of operation) as described in Attachment 6.4, step 6.4.1.
3.3.11 “EF5 at 360 Hours” or “EF6 360 Hours” lights on the “MANUAL OVERRIDE PANEL” indicate that the operating exhaust fans have been operating for more than 360 hours.
This indicator is to be reset when the system is secured and the other exhaust fan is started after 720 hours (one month of operation) as indicated in General 3.3.10.
3.3.12 The “Fans Running” light on the HVAC Alarm Panel indicates that one of the exhaust fans has power available at the local disconnect switch. The light should be on when the system is running.
3.3.13 The “Alarm Panel Energized” light on the HVAC Alarm Panel indicates the panel has power available. The light is to be on when the system is running.
3.3.14 The “Loss of Negative D/P between High Bay and Weather” alarm indicates that the building differential pressure (D/P) is not negative. There is a delay function on this alarm to prevent excessive alarming when doors are opened but it may still “chirp” if exterior doors are not secured. The alarm can be silenced at the panel but negative pressure must be re-established for the alarm to be reset. In case of alarm insure that all the exterior doors are closed. If doors are closed and alarm continues, notify Nuclear Engineering and secure radiological work excluding drape and catch controls.
3.3.15 The “Power Available APS for Exhaust” light indicates that there is power to the APS circuit.
3.0 PRECAUTIONS / PREREQUISITES / GENERAL (Continued)
3.3.16 f a qualified service contractor is hired to perform preventive maintenance, then the contractor must use the filters, belts and grease specified in Section 4.0. The remainder of the procedure does not apply to contractors. The contractor must perform all maintenance IAW equipment manufacturer’s procedures. Step tracking may be marked “N/A Performed by Vendor” for any work steps accomplished by the service contractor.
3.3.17 Attachments 6.2 (HVAC ALARM PANEL) and 6.3 (MANUAL OVERRIDE PANEL) have been provided for visual reference.
3.3.18 The “APD Loss of Power” alarm on the HVAC ALARM PANEL will sound when the APD unit loses power. The “High Airborne in the Equipment Cleaning Rm” alarm will sound when the APD detects airborne radioactivity above the allowable limits. The APD has temporarily been removed from the CIF. At this time these alarms should not sound.
3.3.19 It is intended that one (1) Record Work Copy be used for an entire calendar year.
3.3.20 The major sections of this procedure, 5.1 through 5.6 and 6.4 through 6.7, are considered “stand-alone” procedures and may be accomplished when necessary. N/A unused sections and steps as required.
3.3.21 Document all discrepancies in GP-101.
3.4 RADIOLOGICAL INFORMATION STATEMENT
Ventilation ducting downstream of HEPA filter is considered a Monitored System.
Prior to working on any component downstream of HEPA filters notify Radiological Control prior to opening AHU-2 or EF-5/6 ventilation systems. No components upstream of HEPA filter will be worked in this procedure. Ensure Contamination Survey of ducting downstream of HEPA filters has been performed per Article 515 of NAVSEA 389-0288 prior to opening system. No radiological controls are required to open/enter ducting downstream of the HEPA filters if required survey per Article 515 of NAVSEA 389-0288 is up to date.
