BUILDING AUTOMATION SYSTEMS (BAS)
EQUIPMENT INCLUDED
Building automation including but not limited to: field panels, sensors, end devices, interfaces, electronic controls, and automatic temperature controls identified or directly associated with the equipment listed in J-1502000 09.
GENERAL MAINTENANCE SERVICE
The general maintenance services listed below shall apply to the equipment identified in J-1502000-06.
Examine each piece of equipment and device to see that it is functioning properly and is in good operational condition a minimum of four (4) times per year (on a quarterly basis). The Contractor is fully responsible for and shall perform any repairs, including replacement, discovered during scheduled maintenance work up to a total of $2500 per occurrence in direct material and labor cost under the recurring work portion of the contract. Incidental repairs work performed under maintenance are not considered a service order.
Notification of repair work exceeding the incidental repairs limit shall be submitted to the KO within four hours of identification. A service order or non-recurring work task order may be issued for repairs exceeding the incidental repairs limit.
Perform scheduled database back-ups of any workstation databases & graphics and / or field panel databases and provide safe storage offsite of this information.
Perform Control Loop Analysis & Optimization for devices such as valves, dampers, actuators, etc., to minimize overshooting and oscillatory behavior.
Perform Software Analysis & Optimization to ensure that the Control System is operating properly to minimize any software problems that would negatively impact system performance. Address any programming errors, failed points, points in alarm, unresolved points or points in operator priority, both at the front end workstation and at the field panels. The Contractor shall also install software upgrades to BAS as necessary for optimum system performance and overall system energy efficiency. The contractor shall also provide energy savings estimates for any software and equipment recommendations.
The Contractor shall develop and implement a Program for Direct Digital Controls (DDC) Systems, and Energy Management Systems (EMS), to ensure proper operation, to minimize breakdowns, and to maximize useful life.
The Contractor shall be available, at no additional charge, for consultation regarding design changes and equipment selection, based on past experiences with similar systems. The contractor shall also provide energy savings estimates for any software and equipment recommendations.
EMERGENCY SERVICE (REPAIR LABOR)
The Building Automation System shall have Emergency Service included as part of the Planned Service Agreement.
Emergency service orders are limited to a threshold $2,500 combination labor and material cost. The trouble call labor rate will be computed using the indefinite quantity UPL rate. All labor, overtime, travel costs, parts, supplies, and any other expenses incurred and expended on such a call shall be provided by the Contractor and shall be included in the cost of the service program.
This emergency service shall be provided as often as needed, on a 24-hour basis, weekends and legal holidays included.
The Contractor shall respond to all critical, emergency situations within one (1) hours after notification of system problems.
The Contractor shall routinely involve specialty OEM subcontractors, as required, to perform maintenance and incidental repairs.
Subcontractor assistance should be immediately acquired in a seamless and transparent fashion without need for request or direction by the Government when the work is proprietary in nature or is not within the Contractor’s expertise at no additional cost to the Government.
The Contractor shall provide a highly qualified and skilled individual for this position. The intent of this position is to provide monitoring, troubleshooting and repair of DDC controls both locally at the system and remotely from a workstation; to install and provide updates for software; to install and repair IT hardware for DDC system and peripheral equipment; to monitor base-wide direct digital controls (DDC) network and energy management system (EMS); to provide or alter DDC programming; to implement specific energy savings measures; to provide or alter DDC graphics; as it relates to the DDC / EMS LAN, and other related duties as required or assigned.
This person shall be required to work independently in each of the building work station computer for a minimum of 2 hours per month per buildings (documented). These hours shall be in addition to normal Service Work Orders and PM work and are intended to be utilized to perform various programming, operation, energy and sequence of operations review of the DDC/EMS network as requested by NAVSTA NPT mechanical engineer(s).
This person shall have at least 10 years’ experience as a DDC technician, be fully trained and certified on KMC, SIEMENS, AUTOMATED LOGIC, SCHENEIDER ELECTRIC (ANDOVER) as well as fully trained and certified DDC programmer.
This person shall also have a minimum of 10 years’ experience with specific energy savings measures related to
HVAC.
A Certified Energy Manager (C.E.M.) certification is required (certification provided by the Association of Energy Engineers).
PARTS AND COMPONENT REPLACEMENT
The Building Automation System shall have Parts and Component Replacement included as part of the Planned Service Agreement. All parts, components, or devices for the building automation system as listed in the Appendix that are worn or are not in proper operational condition shall be repaired, and/or replaced with new OEM or Mfg.
acceptable Universal parts, components, or devices.
BAS CONTINUOUS COMMISSIONING & PREDICTIVE MAINTENANCE
CONTINUOUS COMMISSIONING TASKING
For operator Access:
Address points in operator override User account Access/password access review and update
For Air Handling Units:
Review operation of all control valves, damper actuators and linkages to confirm that actuators are fully functional and complete full stroke of operation. This should include all actuators associated with heating water control valves, cooling water control valves, outside air dampers, return air dampers, and exhaust air dampers.
Confirm calibration/verification of temperature sensors including outside air, return air, mixed air, discharge air, hot deck temperature, and cold deck temperature sensors as applicable.
Confirm calibration of duct static pressures and verify steady control of fan speed Review operating sequence to confirm operation of energy conservation strategies including OA economizers, night setback.
Confirm that control sequence is applicable, unit is operating properly for intended sequence, and that unit operation is fully functional with control sequence.
Recommend repair/replacement of equipment as necessary.
Confirm that freeze protection is operating properly.
For Heating Loops:
Review operating sequence to confirm pump and boiler enable/disable and HW temperature reset.
Review operation of all control valves to confirm that actuators are fully functional and complete the full stroke of operation.
