About this file
This scope of work document outlines requirements for renovations to Building 488 at the Naval Submarine Base in New London, Connecticut. The project includes removing and storing existing antennas, cable trays, and conduits from the roof to allow for reroofing work. It also requires permanently relocating power and communication lines running along the roof by installing new conduits along the exterior of the building and rerouting cables. Additional work comprises elevating coaxial cables servicing antennas on an existing tower to install an ice bridge and providing testing to verify system functionality after completion. The Navy Facilities Engineering Command solicits offers for this work through solicitation N40085-20-R-0034 with responses due on unspecified dates to repair multiple building systems and improve conditions at the 188-bed enlisted housing facility.

Building 488 Renovation Project Scope of Work for ELMR Antenna System Reconfiguration – NAVFACMIDLANT Scope of Work
Summary:
Building 488 has a 9-antenna system installed on the rooftop of the facility that will interfere with re-roofing work. Antennas are located on the roof of the northeast wing of building 488. (2) Antennas are mounted onto a 30 ft Rohn tower bolted to the elevator machine room, where the other (7) antennas are mounted to ballasted mounts that sit on the roof. The ELMR Antenna Sustainment Contractor (who is not the Building 488 Renovation contractor) is contracted to remove the (7) antennas on ballasted mounts, the coaxial cable associated with the (7) antennas, the (7) ballasted mounts, approximately 350 LF of cable trays, and to store these mounts, cables and antennas.
The Building 488 Renovation contractor’s scope of work includes rerouting power feeders, power communications cabling, conduits, testing/commissioning the rerouted power feeders and power communications cabling, providing an ice bridge to support coaxial cables running to the 30 ft ELMR tower mounted onto the elevator machine room, and verification testing for coaxial cables and antennas affected by ice bridge work.
Detailed Scope:
· COORDINATE WITH THE ELMR ANTENNA SUSTAINMENT CONTRACTOR
· ELMR Antenna Sustainment Contractor’s contact information will be provided at award to coordinate schedule for removal of antennas and to allow KTR to coordinate their work on the roof of the north-east wing of building 488.
· REMOVE AND STORE CROSSOVER STAIRS
· Remove and store (3) sets of galvanized steel crossover stairs, including protective mats.
· PERMANENTLY RELOCATE POWER FEEDERS AND COMMUNICATIONS CABLING
· RELOCATION WILL REQUIRE AN OUTAGE OF THE ELMR SYSTEM.
· To minimize outage, new conduit and feeders/cabling need to be installed and ready for splicing (or rapid replacement, if splicing not feasible) prior to taking the ELMR power offline.
· Coordinate outage with NAVSUBASE New London Code N6.
· Contact is Rob Newsome, phone (860) 694-3854, email rob.newsome@navy.mil.
· Conduits extend from ELMR server room, across roof, down the side of building, and are buried underground extending to the basement of the south-west wing of building 488.
· Provide new conduits of identical size and material extending from edge of roof along south-west face of building to the ELMR room.
· Modified conduit alignment requires approximately 200 LF of conduit each with approximately 210 LF of electrical feeders & communications cabling from the splice.
· Schedule outage of the ELMR system to finish making the transition to the new feeders/cabling mounted on the face of the building. Installation may identify that irregular hours such as evening hours or weekend hours are the necessary time to perform the outage. For bid purposes, assume outage occurs outside of regular hours at overtime rates.
· Remove the portion of the conduits, feeders, and cabling that run on top of the roof, approximately 190 LF, each conduit.
· Provide junction/pull boxes where needed for splices and to pull feeders/cables at corners, at through-wall penetrations, and at regular spacing as needed to facilitate pulling along straight runs.
· Conduit to penetrate exterior wall of building directly into ELMR server room and sealed against water infiltration at inside and outside surfaces of existing reinforced CMU wall. Conduit penetration location to be evaluated and chosen by Contractor’s Structural Engineer to not have a detrimental impact on integrity of building structure – DO NOT CORE DRILL THROUGH REINFORCING STEEL.
· Provide rubber boot or sealing foam inside conduit to stop airflow where entering the ELMR room after feeders/cables are installed.
· Paint the existing and new conduit running along the exterior face of the building to match the color of the existing brick from the ground to the location where it penetrates into the ELMR room.
· Reconnect power feeder and power communications cabling and provide testing services to verify that the generator activates upon loss of exterior power and that the ELMR system is powered and operational while the generator is running.
· Coordinate testing procedure and requirements with the region ELMR Manager.
· Region ELMR manager contact is Mike Stewart, phone (757) 444-6446, email michael.w.stewart3@navy.mil.
· ELEVATE COAXIAL CABLES RUNNING TO ELMR TOWER
· The 30 ft Rohn tower mounted onto the side of the elevator machine room supports (2) omni antennas that transmit and receive data for the ELMR system.
· If not already removed, remove the cable tray supporting the (2) coax that support the omni antennas on the tower, leaving the coax in place.
· Provide a new elevated ice bridge with galvanized steel construction and (2) pole supports, such that there is a 7’-6” clear space underneath the coax and any waveguide brackets for the ice bridge to permit personnel and equipment movement.
· Ensure the poles are spaced at least 6 ft apart to permit personnel and equipment movement.
· Protect coaxial cables against damage during installation of the ice bridge.
· Anchor the pole supports for the elevated ice bridge to the hollow-core pre-cast concrete deck below.
· Grout open cells in hollow-core planks solid before installing concrete anchors into the baseplate of each pole support.
· Do NOT drill into pre-stressing strands in the concrete planks. Locate these strands via non-destructive means prior to drilling operations. Locate poles so that concrete anchors have the maximum possible clearance from the adjacent pre-stressing strands.
· Provide either concrete screw anchors or epoxy adhesive anchors to support pole base plate.
· Seal the roof penetrations at the pole supports for the ice bridge against the weather. Provide temporary seals for these roof penetrations until roof replacement work occurs.
· Provide grounding for ice bridge, integrate into existing lightning protection system on roof.
· Reroute the existing coaxial cable onto the ice Bridge maintaining a minimum bend radius of 10”. Fasten the coaxial cable to the ice bridge using cable clamps designed for Commscope AVA5-50 7/8” coaxial cable.
· Test the coaxial cables and antennas after completion of ice bridge work in accordance with the following requirements. Relay all results to the region ELMR manager for approval.
· Perform a sweep test to verify that the cable and antennas are functioning properly. Conduct the following sweep tests:
· Antenna System Insertion Loss (cable)
· Transmission Line Distance to Fault
· Transmission Line Return Loss with Load
· Complete Antenna System Return Loss
· Conduct an R-56 audit by hiring the services of a technician that is R-56 audit certified.
· Audit scope is limited to items relocated during building refurbishment.
· Conduct a communications test between a local dispatcher and a person with a handheld radio.
· This test will be witnessed by a person designated by the region ELMR manager Mike Stewart (contact info, pg 2).
· Handheld radio and operating personnel to be coordinated with NAVSUBASE New London Code N6, Rob Newsome (contact info, pg 1).
