Because this facility is owned by the United States Federal Government, and is utilized as an Education facility, we understand that Unified Facilities Criteria (“UFC”) 3-520- 01 and Unified Facilities Guide Specifications (UFGS) Section 26 05
19.00 2.1.3.1 shall apply for purposes of competitive bidding and project execution. To ensure that the project is bid and constructed in accordance with the applicable regulations and requirements, please confirm that UFC 3-520- 01 and UFGS 26 05
19.00 2.1.3.1 shall apply to this project. Specifically, please confirm that bidders are permitted to utilize the type(s) of material(s) described in UFC 3-520-01 and UFGS 26 05 19.00 2.1.3.1 applicable to their scope of work despite any potentially contradictory provisions in the design plans and specifications.
UFGS Section 26 05 19 is an Army exclusive specification and does not apply to this project. The applicable specification that covers allowable conductor material types is Section 26
20 00 INTERIOR DISTRIBUTION
SYSTEM subsection 2.5 WIRES AND CABLES and its subparts.
1. For clarification- bldg.488 is not an educational facility, it is a dormitory building.
2. Section 26 20 00 -Interior Distribution System par. 2.8 Wire and Cables specifies the wiring materials that are also specified in Section 26 05 19.10 10 -Insulated wire and cable. Per the NAVFAC comments, duplication of any product specification shall be avoided. Based on the NAVFAC recommendations, the section 26 05 19.10 10 (section for the US Army projects) has not been included. Bidders shall utilize wiring materials as specified in Section 26 20 00.
3. The guidelines of UFC3-520-01 apply to this project. Bidders may utilize materials as described in UFC, but in coordination with the specific product requirements stated in the project specification 26 20 00. As an example, although UFC par.3.6.3 – Conductors allows to use aluminum wires, but the specification and plans require all conductors be copper.
4 14500 1.5.1.1 The responsibilities of the QC manager is unclear. It appears that part of the paragraph calls for the QC manager also to function as SSHO.
However, later in the section it states that the QC's only job is to manage quality control activities. Can the QC manager be the SSHO or Superintendent or does the QC manager need to be a separate full time employee on the job site?
Please disregard the following statement from Section 01 45 00.00 20 Subsection 1.5.1.1 Duties ...", and to serve as the Site Safety and Health Officer (SSHO) as detailed in Section
01 35 26 GOVERNMENTAL
SAFETY REQUIREMENTS." Please Refer to Section 01 35 26 Sub Section 1.7.1.1 Site Safety and Health Officer (SSHO). Neither the Superintendent nor the Contractor Quality Control Manager may serve as the SSHO. Additionally, the QC Manager may not dual hat as the Project Superintendent and must be a separate full time employee who is not subordinate to the Project Superintendent or the Project Manager.
Please confirm there is no standing seam roofing in the base bid.
Confirmed
06 20 00 Can you please provide specifications for section 062000 as the sections jump from 061000 to 06616. Please advise.
NAVFAC SPEC SECTION
ATTACHED
P-601 and A-402
The architectural and finish drawings appear to show a shower that has a pre-manufactured base.
The plumbing schedule on P-601 doesn’t appear to specify a pre-manufactured unit. It specifies the shower head, and shower arm but not the actual shower.
The Finish legend on I- 110 calls out Acrylx shower walls but nothing for the base. Please confirm the shower units are in fact pre-manufactured units and not tile.
See Specification Section 22 00 00.
I-111 The finish schedule has MB-1 listed for base in various rooms. MB-1 doesn’t appear on the Finish legend on I-110.
Please advise
MB-1 is an error. Replace all instances of MB-1 with RB-2.
A504 Please reference detail C3 on A-504. Please confirm the 2 new plates being added to the windows are just large enough to cover existing operable hardware and that these plates are not continuous. Are there 2 plates per opening or per window?
Plates are just big enough to cover the existing operable hardware. Two plates per operable vent as indicated in the exterior elevations on A-201 and A-202.
A504 Pease reference detail A3 on A-504.It appears the existing window sills blocking is existing to remain. Please confirm contractors need to install a new aluminum sill cover at berthing unit window sills.
Confirmed. Existing window and blocking to remain, aluminum sill cover to be replaced.
A-602 Drawing A-602 shows multiple window options.
Bid option 6 is to fully replace existing windows and spandrel glazing.
There does not appear to be any window schedule showing window sizes.
The drawings call for contractors to verify in field. Giving that this is a competitive bid it is not possible to field verify all dimensions. The existing exterior elevations do not show enough information to accurately price entirely new windows and frames. Please advise.
Typical replacement windows are 6'- 0" wide by 5'-0" high, typical spandrel glass windows are either 16'- 8" x 5'-0" (three panels between windows) or 2'-4" x 5'-0" (single panels between windows). Quantities as shown on exterior elevations.
Verify exact dimension in the field.
A-602 Please confirm the window glazing replacement is limited to the 3 openings shown as W1A and W1B on the exterior elevations.
Confirmed.
85113 Do the new windows in bid option 6 need to be blast resistant? The specs reference the Anti Terrorism standards but do not specifically call for a specific grade.
Please confirm the existing exterior wall assembly can support blast requirements, if applicable.
New windows in bid option 6 are required to meet UFC 4-010-01 2018 Standard 10. Blast resistance is not required.
S-003 The documents show contractors cutting out the existing CMU wall that the berthing room toilets currently utilize.
To access the existing piping contractors have to chip out an approximate 2' area of the existing wall. This work is shown on S-001 and throughout A drawings. Drawing S-001 states that contractors are responsible for shoring as required. For bidding purposes can contractors assume that cutting out a 2' area behind the toilets will not require shoring.
Or does the engineer anticipate a need for shoring at these locations?
The condition of the masonry wall and work sequence is unknown. For bidding purposes, shoring is to be carried.
83100 Please reference section
2.4 Please clarify
whether or not the access doors in gypsum ceilings are GRG or metal. The specification references both.
Access doors in gypsum ceilings are to be GRG type.
A-504 Detail A3 calls for operable vents to be infilled with aluminum panels. Please clarify the location and quantity of these operable vents that need to be infilled.
The following note on A3: "AT
OPERABLE VENTS, FIX IN
PLACE WITH (2) ALUM. PLATES
AT BOTTOM INTERIOR OF
SASH" is referencing the condition shown in detail C3/A-504. No vents are to be infilled with aluminum panels.
A-204 Please clarify what the X shaped items are constructed of on B4 and A4 on A-204. It appears they are to be STL-1 which is a stainless steel sheet. However, the finish legend states that STL-1 is only applicable at the reception desk.
Please advise.
Those are to be the stainless steel sheet, STL-1, 6" wide as shown on the elevations
7 of 50 SF1442 Reference is made to Factor 1, Corporate Experience
1. Size/Scope paragraph identifies acceptable experience to be that of a renovation of at least 50,000 SF within a multi-story exsting building.
Given that the BQ488 project does not require structural revisions, that demolition scope is predominately limited to interior finishes, that existing plumbing, mechanical and electrical rough are mainly remaining in place, it is requested that New Construction projects of similar description also be deemed acceptable (in addition to renovations) for the five (5) relevant construction projects to be submitted to demonstrate experience.
With this revision, the Navy will benefit with additional proposal participation, greater ci pricing and expanding support for Small Business prime contractor participation.
2. Under the Complexity experience paragraph, one of the required experience factors is "mold abatement".
Review of Appendix A - Hazardous Material Report (Vol. 2 specification) does not contain mold testing results or remediation requirements. Since mold remediation is not part of the scope, it is requested that "mold abatement" be removed from the Complexity factor for corporate experience.
See AD101 note 27 and Specification Section 02 85 00.
6 08 11 13 2.7.4 Specification mentions Terminated Stops but does not denote them anywhere and there is not a frame elevation showing them. Are they required?
There are no terminated stops on the project.
8 08 11 13 2.11 Specifications have both primed and factory applied enamel finish for doors and frames. What is required?
Doors should be factory-primed.
18 08 71 00 HS-19 refers to Door N 102A as a pair. Plans show door as a single leaf. 4'-4" x 7'-8" is a custom width. Please advise what is correct?
Door N-102A is intended to be a single door with a custom width to match the existing masonry opening width.
A601 Please advise what type door is BUA?
BUA is the Berthing Unit Toilet Room door. Door Type F, wood with plam finish.
The detail for the vanity units at the berthing units calls for an undermount sink at the solid surface counter. The plumbing schedule calls for a wall hung unit. Please advise the correct sink type.
See Plumbing Schedule on P-601 calling for undermount sink.
06 61 16 The plan C4/A-403 calls for prefab acrylic shower unit. The finish schedule calls for Aquatic Bath Acrylx arcylic surface unit. The spec 066116 solid surface fabrications call for 1/4" thick solid surface panels with shampoo shelves and panel trim. Please advise which is correct.
The shower units are prefab acrylic and information in specifications regarding solid surface is incorrect.
Please provide PLAM finish to be matched for new doors.
Use the Formica Colorcore2, Color:
Folkstone #927C-58, Matte Finish for the plam doors inside the berthing units.
Please verify that all mortise locksets need to be Marine Grade 1, non-ferrous as listed in specs.
Confirmed.
C-102 Please reference sheet C- 102 Note 11. Please confirm that contractors are to assume ledge removal at any depth over 12". Please confirm contractors shall assume rock removal for the entire length of drainage piping and man holes shown on C104. Please confirm ledge removal needs to be included at all exterior concrete stairs with full depth foundations.
Contractors should assume ledge or hard rock will be encountered at 12” below grade. Most walkway sections are at grade or will require fill, and rock removal is not expected at these locations. Assume rock removal after 12” below grade for drainage piping and structures and for the exterior concrete stair foundations.
142200 Is the existing elevators manufacturer known?
The existing elevator equipment was engineered in 2003 and installed in 2004 by General Elevator of Hartford. The systems and components are original equipment manufacturers (OEM) – predominantly Hollister Whitney and Elevator. The machines are Hollister Whitney geared traction machines and are still supported by the manufacturer Controls Corporation
Solicitation 3.2 Is the price proposal required on the CD-ROM or is a paper copy acceptable.
Please refer to Page 7 of the solicitation.
