About this file
This document is an amendment to a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for large construction projects at Marine Corps bases in North Carolina.
The amendment provides responses to contractor questions, clarifying that building RR620 and portions of building RR405 within five feet of proposed construction limits should be priced under CLIN 0001A, while work outside this area should be priced under CLIN 0001B. Site work associated with optional buildings is similarly divided between CLIN 0002A within five feet and CLIN 0002B beyond. The amendment addresses procedures for acknowledging addenda, security requirements and escorts when working in sensitive areas, as well as abatement and disposal requirements for a demolition project. Contractors are directed to the plans and specifications for further details.
The solicitation is for the Department of the Navy Naval Facilities Engineering Command for construction work at Marine Corps installations in North Carolina.

Instructio ns
The RFP indicates, "The Government reserves the unilateral right to award the Option(s) to the Contractor at the negotiated price within 365 Calendar Days after the Contract Award Date.
A Firm Fixed proposed price is required for Items: 0001 thru 0007. No provision is made for economic price adjustment. If Options are exercised, the Contract Completion Date remains: 555 Calendar Days after award of the contract." The concern is that an option could be awarded on day 365 which would only leave 190 days to complete the awarded project.
There are several factors/requirements listed below which could make it difficult for the contractor to complete the project on time if awarded without an extension. Does the Govt intend to issue a POP extension with each awarded Option?
Factors/Requirements Impacting Option Award Completion
- Submittals could take 45-60 days to complete including 15 to 20 working days for review (01 33 00, 1.10.e)
- Fire Protection Submittal Reviews require 30 working days (01 33 00, 1.10.f).
- Long lead items:
-- PEMBs 70 calendar days after approval -- Transformers 120 calendar days after approval
- FF&E
-- The Final FF&E and AV packages shall be submitted no later than 9 months prior to building completion. (Amendment 0005). This requirement would be impossible to comply with if an Option was awarded that included FF&E anytime after day Notice of Award + 285 days.
-- No schedule extensions shall be granted if the modification is awarded at least six months prior to the contract completion date.
(Amendment 0005)
- Liquidated damages are $10,200.00 per day (with all options)
See Amendment 0006 and 0008.

AE101B
Sheet AE101B includes a West Addition for the Vestibule for Building RR405. There are no dimensions showing exactly were the Vestibule is to be located. Is the contractor just to center the new Vestibule on the existing door? Or is there any exterior wall demolition needed to install the new door, if so dimensions are needed to locate the Vestibule. In order to accurately price the work we request detailed drawings for the addition. Will the Govt provide detailed drawings of the Vestibule addition.

In amendment 0005, the supplemental Bid Schedule was attached. In CLIN 0001, it is split into two different CLINS (0001A, and 0001B), with confusing language. Does CLIN 0001A include all scope for building RR620 and RR405 that is within 5' of the proposed building limits? Does CLIN 0001B includes all scope for building RR620 and RR405 that is five feet or greater from the proposed building limits?
Yes and yes.

In amendment 0005, the CLINS that are set up for the option buildings base the bid on a 5' offset off of the building. There are landscaping, grading, BMP's that are part of permitting, site paving, and utilities that are inside and outside of that 5' line. How is the contractor to separate those costs?
The site work outside the 5' line for buildings RR536, RR537 and
RR538 are to be included in
CLIN 0002B.
