Given the number of large construction MACCs currently being procured by NAVFAC, competition may be reduced for this opportunity as companies limit the number of proposals they submit. In the interest of maintaining a competitive pool of offerors, would the Government please consider changing the minimum size of each construction project from $15M to $10M, and the recency requirement for construction projects to 'completed within the previous 10 years of the proposal due date for this RFP'?

PPI#4 & PPI
#13
The Government response to PPI #4 regarding an extension of the due date says to refer to Amendment 0001, which extends the due date to October 17th, only 15 days after the site visit. We emphasize the need for additional time to prepare competitive proposals and strive for satisfactory small business participation, and therefore respectfully request an extension to October 31st, which we believe was also the intent of

The first paragraph states that the offeror shall use 12-point font, Times New Roman for the proposal. We respectfully request that you allow us to use font size 9 or 10 for tables and graphics given the page count limits of most of the factors.
Contractors may use size 10-point font for tables and graphics.

Submission Requirements
Please consider an electronic submission of the proposals by the due date and time. The hard copy proposal will be shipped overnight for delivery the next day by close of business. This is advantageous to the Government in that it will allow pricing to be received just prior to the bid closing which equates more competitive pricing for the project and allows small business contractors additional time to finalize bid proposals.

Attachment E
Attachment E provided for Factor 4 - Small Business Utilization, Participation and Commitment states “To be Submitted by Small Businesses” and is titled “Proposed Subcontracting Participation,” different from the “Small Business Participation and Commitment Strategy” title listed under forms to be used for submission on page 16 of the RFP. We’ve noted differences between the provided Attachment E form and the Small Business Participation and Commitment Strategy form we typically see issued for Large Businesses. Please confirm whether Attachment E is to be used by all Offerors, including Large Businesses.
See Amendment 0007.
Amendment 1 SF30 Item 14
Given that the site visit is still pending, the proposal is due October 17, approximately 2 weeks after the site visit, and companies need answers to questions, some of which may not be apparent until after the site visit, we respectfully request an additional two week's extension to give us adequate time to price the SEED project and respond to the RFP.
