About this file
This document is an amendment to a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for large construction projects at Marine Corps installations in North Carolina. The amendment provides responses to contractor questions, revises attachments to reflect option year pricing, and clarifies the scope of work. Key details include that the Naval Facilities Engineering Command is seeking contractors to complete construction and renovation projects ranging from $500,000 to $5 million each. The small business subcontracting plan must be based on the total potential MACC value rather than just the initial task order. Contractors are to use assumed material types for underground utilities when specifications are unclear.

Reference sheet CD101E. Demolition note "1" references removing the existing building. The building is shown as a small arms firing range.
Since these types of buildings typically have lead from the shooting exercises, will lead abatement be required for the building and the surrounding soils and the adjacent gravel lot?
Please advise.
Some lead abatement is required at the bullet trap and the bullet trap collection bucket. See attached JPG photos.

Constructi on Notes #9 and
#11
Construction Notes #9 and #11 on Drawing CU101B call for work on existing underground Chilled Water Supply and Return lines. It asks the contractor to match the material of existing pipe. What type of material are the existing underground Chilled Water Supply and Return lines?
Assume the existing pipe is pre-insulated copper for bidding purposes.
CD101E
CD101E, demolition note 1; please provide photos of the inner contents of these range structures.
The range is currently being used for storage, but will be emptied by MARSOC prior to the start of demolition.
Photos are not available, but see attached PDFs for additional interior information.

and 07 41
In 13 34 19 Metal Building Systems Section
2.4.1 Steel Sheet the profile of the metal panels
is indicated to be fy=24 gauge. The same section goes on to reference 07 42 63 Fabricated Wall Panel Assemblies. Are the metal panels for both the roof and the walls of the pre-engineered metal buildings to conform to 13 34 19, making 24 gauge sheet metal the required thickness? Or is it to conform to 07 42 63 and 07 41 63 respectively, which specifies the wall panels at 24 gauge and the roof panels at 22 gauge?
The metal panel thicknesses in Division 07 takes precedence.
Attachment E to follow the seed project base bid and 5 options. Attachment E is part of the Technical Proposal which is not to include any pricing information. On past proposal submissions NAVFAC has provided the contractors with a budget value to use in this plan submission. Can you please provide a price for all contractors to use in this plan so that technical can be evaluated independently of price? We would need to know how to distribute that budget between the Base and 5 bid options.
In accordance with Factor 4 - Small Business Utilization, (i) Solicitation Submittal Requirements, 2. Small Business Participation and Commitment, "All offerors shall submit a small business participation and commitment strategy including all data elements shown in Attachment E, Small Business Participation and Commitment Strategy." The Factor requires all data elements be completed.
Additionally, See Amendment 0011 for Attachment E, Small Business Participation and Commitment Strategy Rev 2.

Base Bid, CLIN 0001A lists to "Price for the entire work, complete to the 5 foot line outside the building for (1) Building RR620 and (2) East and West Additions to existing Building RR405, in accordance with the drawings and specifications, but excluding work described in Contract Line Item (CLIN)0001B, 0002, 0003, 0004, 0005 and 0006." Please confirm that the East addition referenced above, is just a storefront/vestibule addition and that there is not a true building addition (like the West side) being missed.

There are contradicting answers for how to carry costs for the covered Canopies between RR535 and 536 as well as RR537 and 538.
Amendment 8 states to price with the sitework, CLIN 0002B, however Amendment 9 states to price with CLIN 0002 and CLIN 0004 respectively. Please clarify which is the correct response and what CLIN 0002 (A or B) if per Amendment 9 response? Additionally should the slab be carried with the canopies?
Follow Amendment 9. Slabs shall be included with the canopies.
Amendme nt 10
The RFI response/requirement for a full-time project manager is very unusual for a NAVAC specification/project. Thus please confirm that per this response; the project will require a minimum of 4 dedicated individuals filling the roles of PM, QCM, SSHO and Superintendent.
PM is not required to be on site or dedicated to this project.
Attachm ent G
An RFI response in Amendment 09 states "Attachment G is specific to the seed project, P1394. The dollar value used on Attachment G, Item 1, should the the total proposed amount for the seed project, P1394." This requirement is a deviation from what we have experienced on every previous seed project for a NAVFAC MACC solicitation that we have participated
in. Historically, the SB participation breakdowns have been based on the overall value of the MACC and not specific to the seed project. Please confirm that the SB participation bearkdown for this proposal must be based on this specific seed project.
