About this file

This document is an amendment to a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for large construction projects at Marine Corps installations in North Carolina. The amendment provides responses to contractor questions to clarify requirements. Key services required under the contract include construction, demolition, and renovation of facilities such as firing ranges, equipment repair facilities, and administrative buildings. The Naval Facilities Engineering Command is the contracting agency. The amendment reduces the liquidated damages amount, clarifies utility payment responsibilities, confirms staffing and subcontracting requirements, and resolves other issues raised in questions from prospective offerors. Pricing is to be provided for the base period with no options periods. The closing date was not included in this document.

Page Section Paragraph

15 of 57 RFP

Factor 3 - Managem ent Approach

(a) final bullet point

The final bullet point in the referenced section states, "Projects in the geographic area covered under this MACC have experienced issues with mechanical systems and controls systems. The offeror shall address its plan to successfully complete mechanical design, construction, and acceptance (including commissioning)." Please clarify what is meant by "issues with mechanical systems and control systems."

Also, this is not a design-building project, please remove any requirement to address mechanical design in the Management Approach narrative.

Final bullet language will be removed.

Factor 3 - Managem ent Approach

(a) final bullet point

Update to previous question posted on 09/26/19: Reference Factor 3 Management Approach (a): The final bullet point in the referenced section states, "Projects in the geographic area covered under this MACC have experienced issues with mechanical systems and controls systems. The offeror shall address its plan to successfully complete mechanical design, construction, and acceptance (including commissioning)." The RFP provides no definition of the “issues with mechanical systems and controls systems” that have been experienced, and the evaluation criteria do not provide clarification of how the Government will evaluate responses to this requirement. Please provide both a definition of the issues to be addressed and an explanation of evaluation criteria.

Final bullet language will be removed.

8 Section 4

Page 8 of the RFP references the Small Business Subcontracting Plan Information.

Please confirm large businesses are required to include a Small Business Subcontracting Plan, "Attachment G" within their Price Proposal.

Correct, other than small businesses are required to submit a Small Business Subcontracting Plan with their Price Proposal.

A previous RFI response confirmed that liquidated damages are $10,200 per day. This seems unusually punitive relative to the size of the seed project. Can the Government share the rationale for making the rate for liquidated damages so high? Responsible bidders will be forced to evaluate and analyze the cost benefit of proposing on a smaller project with such aggressive penalties.

Liquidated Damages are reduced to $1,993 per day.

01 00 00

The Utilities paragraph in 01 00 00 (55 of 57) notes reasonable amounts of electric and water will be made available to the contractor at no cost during construction. Spec 01 50 00, 3.2.2 notes the utilities will be made available at prevailing rates. Please confirm if the temporary utilities are paid for by the Gov't or the Contractor.

Utilities are provided to MILCON projects at prevailing rates paid by the contractor.

01 35 26

The RFP requires a dedicated SSHO, QC Manager, and Superintendent at each project site. For staffing, is P-1394 considered 4 separate sites or one large site (i.e. does the contractor need one SSHO to oversee all of the buildings, or is a separate SSHO needed for RR535 vs RR620).

Only one required per project, NOT per site.

Specs

There are a few indirect references to a Project Manager in the specifications (i.e. 01 45 00.00 20, 1.4). Please confirm if a full time Project Manager is required for this project.

Yes, a full time Project Manager is required for this project.

CD-

101E

024100 n/a

Reference sheet CD101E. Demolition note "1" references removing the existing building. The building is shown as a small arms firing range.

Since these types of buildings typically have lead from the shooting exercises, will lead abatement be required for the building and the surrounding soils and the adjacent gravel lot?

Please advise.

No lead abatement required.

General Do the allowances include installation by the suppliers?

This question is unclear. The Government requires additional information from the submitter in order to provide a response.

RFP 2.1.6 Sales Tax Please clarify if this project is exempt from sales tax. Please provide tax exemption number.

This project is not exempt from sales tax.

4 09 30 10 2.2.2

Per specification 09 30 10 paragraph 2.2.2 states to provide a latex-Portland cement grout.

Please confirm this is the type of grout required for this project. Camp Lejeune typically prefers an epoxy/urethane based grout for ease of maintenance and longevity.

Use epoxy grout for floors and walls.

CD101E

CD101E, demolition note 1; is the building or range as referenced in demolition note #1 to be salvaged or is this to be demolished?

Demolished

2 01 78 00 1.3.1.4

Computer Aided Design and Drafting (CADD) Drawings; is the contractor responsible for hiring a third party designer to meet this requirement or is this in coordination with the

DOR?

The contractor is responsible for hiring a third party AE to provide CADD record drawings.

01 91 00.15

Will the government be commissioning all 7 buildings on this project?

The government will contract for commissioning services at all 7 buildings.

5 01 35 26 1.6.1.1

Please confirm that the intent of this paragraph is to specifically call out for the contractor to carry up to 4 SSHO's or 1 per site, if subsequent sites are working at any given time.

Only one required per project, NOT per site.

01 78

30.00 22

Is there a approved list of GIS surveyors that are allowed to receive and share data with the government?

No, the winning Contractor is required to submit both the

IGI&S Data Request Checklist and the Data Request Form to view the MCBCL GIS layers as it pertains to the contractor's SOW.

AMD

Planned Modificati on Bid Notes

G. In the Planned Modification Bid Notes issued with AMD 0008, item G refers the bidders to specification 01 30 01.00 22. In paragraph

1.4.2 of this specification states "As a separately priced option, the Prime Contractor shall provide the services of a Certified Interior Designer, to function as Prime Contractor's Interior Designer, and to prepare and provide the Final, Best Valued FF&E Package and procurement data based on the Concept FF&E Package." However, the revised Bid Schedule' issued with Amendment 0008 does not have a CLIN for "a separately priced option" for the Contractor's Interior Designer's services.

Please clarify whether the bidders are to include the Interior Designer services in our base bid or if the CLIN Schedule will be modified.

Contractor's Interior Designer services shall be included in the base bid.

RFP

"Utilities: In accordance with FAC 5252.236- 9305 Availability of Utilities, when available, the Government will provide reasonable amounts of electric, water and compressed air for the work to be performed under this contract at no cost to the contractor." So it is safe to assume that the government will pay for onsite water and electrical for temporary construction means as well as contractor trailer needs? Is gas charges for start-up and running equipment free of charge?

Utilities are provided to MILCON projects at prevailing rates paid by the contractor.

01 14 00 1.3.1

It is unreasonable to believe that the contractor can consistently schedule all of their deliveries and their subcontractors deliveries around those times listed. Please consider substituting "must" for "must try to"

Bid per RFP

01 14 00

RR620 is not specifically listed under the work restrictions specification, so should it be safe to assume that the contractor can work on this site just as often as other sites without restrictions?

Yes, the contractor can work on this site just as often as other sites without restrictions.

Attachme nt E and G

In Amendment 0009, on page 19 questions 5 and 6 seek clarification on how to complete Attachment E and G. The response to the RFIs did not provide sufficient response in regards to the Base, Option 1, and Option 2 columns. We have several questions:

1. In Attachment E, in the “Contract level performance summary” how should pricing be broken out for the Base, Option 1, and Option 2 columns? If pricing is supposed to be provided for each option year, there should be additional columns. For simplicity, we recommend that all columns should be skipped and just the “total” column should be filled out.

See Amendment 0010

AF601,

09 67 23.13

Per the finish scheduled shown on AF601 the epoxy floor system for ERF1 – is listed as Dudick ShockCrete- SL/SF, which is a Semi- Self Leveling or Seeded Water Dispersed Polyurethane Floor Topping, 1/16”-3/16”Slurry System. The specification section 09 67 23.13 is calling for a troweled epoxy system. Please confirm we are to price a troweled epoxy system as stated in the specifications or a slurry system as noted in the finish legend.

The slurry system indicated on AF601 is correct. Please disregard the troweled application referenced in the specification.

In Amendment 0009, on page 19 questions 5 and 6 seek clarification on how to complete Attachment E and G. The response to the RFIs did not provide sufficient response in regards to the Base, Option 1, and Option 2 columns. We have several questions:

2. In Attachment G, in the “Base Period and Option Year Subcontracting Goals” section, how should pricing be broken out for the Base period, Option Period 1, and Option Period 2 columns? Because Attachment G is only for the Seed Project, there are no option periods, but there are different CLINS. Should the columns be modified to reflect the CLINS, or should we instead skip filling out all of the columns and just complete the “total” column assuming all CLINS will be awarded?

See Amendment 0010

In Amendment 0009, on page 19 questions 5 and 6 seek clarification on how to complete Attachment E and G. The response to the RFIs did not provide sufficient response in regards to the Base, Option 1, and Option 2 columns. We have several questions:

3. Attachment G, in section 2, vendor types H, J, and K, these vendors are not consistent and are not listed in Attachment E. There is a note that in Attachment E, they should be referenced in the OTS section. Should the same be done for Attachment G?

No. Attachment G, Section 2.b., third paragraph states that the

Small Business calculation, both monetary and percentage, includes 2.c, 2.d, 2.e, 2.f, 2.g, 2.h, 2.i, 2.j, and 2.k.

LP501

The Planting Schedule on LP501 shows a greater quantity of Angelina Stonecrop and Lilyturf than the details on other Landscape drawings indicate. Please advise as to which quantities are correct.

The quantities shown on the LP501 Plant Schedule are incorrect. The correct quantities are 295 sedum Angelina stonecrop and 238 lilyturf.
