It reduces the period to award optional line items from 365 to 120 calendar days after contract award. Holly Snow (757-341-1046). Submission of a base pass request form is no guarantee you will be able to get on the base. Early arrival is advised. Submission of a pass request form is no guarantee you will be able to get on the base. 09 90 00 1.3.1
Specification 09 90 00, Para 1.3.1 requires the coating applicator to be SSPC QP 1 certified.
This certification is typically held by bridge, industrial, marine, and tank coating companies.
There are very few commercial painters that have this certification and the process of obtaining the certification takes a considerable amount of time. If a company attempted to obtain the certification after the bid, they likely would not receive it before their scope of work would need to begin. This limits the pool of subcontractors considerably and results in increased costs. Please advise if the SSPC QP-1 requirement can be waived for this project.
This certification will be required or you can provide the following:
Submit the name, address, telephone number, FAX number, and e-mail address of the contractor that will be performing all surface preparation and coating application. Submit evidence that key personnel have successfully performed surface preparation and application of coatings on a minimum of three similar projects within the past three years. List information by individual and include the following:
a. Name of individual and proposed position for this work.
b. Information about each previous assignment including:
Position or responsibility
Employer (if other than the
Contractor)
Name of facility owner
Mailing address, telephone number, and telex number (if non-US) of facility owner
Name of individual in facility owner's organization who can be contacted as a reference

Para 6
On Page 5, Paragraph 6 of the
Supplemental_Instructions_to_Offerors.pdf issued in Amendment 0005 states that the
Option(s) may be awarded "within 365
Calendar Days after the Contract Award Date."
It further states that "No provision is made for economic price adjustment.", and stipulates that the completion of the Option(s) must occur within the 555 Calendar Days allowed for the overall project. Of first concern is that it will be extremely difficult for proposers and their subcontractors and vendors to hold pricing for
365 calendar days after award, which could actually turn out to be as long as 485 days after the proposal due date. Furthermore, if the
Government should wait to award all of the
Options at the very end of the 365 day acceptance period, the remaining project duration of 190 days may not be realistic for the completion of those Options without considerable manpower and overtime expense.
Please consider reducing the acceptance period for awarding the Options to 90 or at most 120
Calendar Days after Contract Award.
See Amendment 0008.

N/A Bid
Schedule
The new Bid Schedule provided in Amendment
0005 states that Options 0001 thru 0007 can be awarded within 365 days after the contract award date. However, the bid schedule also says the contract completion date remains 555 calendar days even if the Options are awarded, which would give us only 6 months to construct the Options. In addition, the site for
RR535-538 requires settlement monitoring for
4 months, which would not allow enough time to construct the buildings. Please consider extending the contract duration by 6 months if
Options 0001 thru 0007 were awarded.
See Amendment 0008.

Bid
Schedule
The Bid Schedule states that the government reserves the right to award the options within
365 calendar days of award. CG101F has a 4 month settlement observation duration. If the govenrment takes 365 days to award any of the options for Buildings RR535 - RR538 and we add the approximately 120 days of settlement oberservations, that only leaves 70 days to construct the buildings within the 555 calendar day completion time frame.

10 of 57 Factor 1 Scope/Co mplexity
Additional requirements for relevant projects require, "Experience with new building construction of a building(s) with a final construction cost of $30,000,000 or greater (at least one(1)relevant project. Please consider renovations, alterations, or additions over
$30,000,000 to satisfy this requirement. A renovation project with that magnitude shows a greater relevancy to understanding UFC and base architectutral guidelines that have to be incorporated into an existing building envelope.
A renovation project can also show the close coordination required between the government and the user in order to succesfully complete.

10 of 57 Factor 1 Scope/Co mplexity
Additional requirements for relevant projects require, "Experience with new building construction of a building(s) with a final construction cost of $30,000,000 or greater (at least one(1)relevant project. Please consider reducing this magnitude to $25,000,000. A
$25,000,000 threshold is the estimated construction cost for individual task orders and does cliam smaller or larger dollar value projects may be considered. A value of over
$25,000,000 would satisfy the posibility of larger dollar value projects. The $30,000,000 requirement will already be addressed by the pricing documents referencing abilty to bond a
$30,000,000 project as well as the ability to bond multiple projects from a legitimate bonding agency.

Due to the site visit recently held, please consider extending the due date from the previous date set forth in amendment 01, from

Bids for the Replace Boiler and Install HVAC

This is the same time and date the bids are due for the IDIQ MACC for Large General
Construction Solicitation No. N4008519R9048.
Several mechanical contractors are informing us that it will be extremely hard for them to bid the Large General Construction MACC SEED project P1394 SOF Motor Transport
Maintenance Expansion and their own
Mechanical MACC Seed Project at the same time. Will the government consider extending the bid date for the IDIQ MACC for Large
General Construction one week?
See Amendment 0008.
This project has a lot of detail to it with multiple buildings….thus a lot of time required to estimate it.
Many of the subs are buried and also would appreciate more time.
I’ve heard the Marines are on the Navy to get this going and I sure can understand the pressure you’re under.
But if you could work out a 2 week extension for all us, it would sure help. Maybe
November 01?
