6 9/20/2018 Attachment F - Price Proposal Form, Section 1.3 -
General Notes, Item f. "The performance period for the work required by base price shall be 1,271 calendar days from the date of award (includes 15 days for submission and approval of required bonds and insurance)." This statement is in conflice with
"Standard Form 1442" item 11, which states "The
Contractor shall begin performance within 15 calendar days and complete it within 1,700 dalendar days after receiving award." Please clarify which contract duration is correct.
Attachment F has been revised and provided attached to this amendment. The Contractor shall begin performance within 15 calendar days and complete it within 1,765 calendar days after receiving award.
11 9/25/2018 Volume

Keyed Note #2: Please clarify the intent of this note -
Which CLIN does the MAU platform go in?
Per spec section 00 22 13.00 20, page
4, this is part of CLIN 0002A-6, Paint
Booth in Bldg. 96
14 9/25/2018 The Solicitation, Offer, and Award, Section 11 identifies the contract duration as 1700 days from award. Factor
2 (i) identifies the contract duration as 1700 calendar days and identifies an anticipated award date of
12/31/18. This would result in a CCD of 8/27/23. The phasing schedule provided in Additional Information (c) on page 31 of 67 of the Solicitation identifies an 8/2/23 start for Phase 7 with a 117 day duration. This would result in Phase 7 completion by 11/27/23. Please confirm the correct contract duration and phasing schedule.
The phasing schedule provided is an approximation - NAVFAC will evaluate non-price factors including "Factor 2 –
Management Approach and
Schedule"; "project schedule shall illustrate the offeror’s ability to achieve or improve on the contract completion date set out in the RFP
(1,765 calendar days)."

M-503, incorrectly calls out AHU-1 as
AHU-2 in A3.
46 9/28/2018 In order to allow accurate assessment of removal and relocation costs, please provide vendor information, drawings, and/or data sheets on the equipment listed in the attached file titled "Exist Equipment Req Details

No Reference. See Equipment List attached to Specification 11 00 00.
50 9/28/2018 Specification 22 15 14.00 40 paragraph 2.1, Accompany drawings with curves indicating that an essentially flat reduced pressure curve for the capacity demand of the system is met by the proposed valves.
A. Please clarify the intent of this paragraph. Are the referenced valves the manual isolation valves, equipment control valves, or regulating valves for compressed air entrance and/or equipment connections?
B. Where the compressed air system is already designed, is this requirement needed?
C. If this is required, and all valves provided comply with specification requirements, but pressure curve is not acceptable, is the contractor responsible for re-design and installation costs?
The second paragraph in section 2.1 should be restricted to submitting pressure drop for regulators and filters.

52 9/28/2018 Specification 22 15 14.00 40 paragraph 2.1.1, Provide design analysis and calculations for low-pressure compressed air systems that consist of flow rates, air distribution, pressure requirements and insulation requirements meeting requirements for referenced standards contained in this section.
A. Where the compressed air system is already designed, is this requirement needed?
B. If required, is the intent to contract an independent engineer to review the DOR’s design, or is this requirement incorporated in the commissioning firms scope.
C. If required, is the contractor responsible for re-design and installation costs to remedy issues that may arise with the system?
Compressed air design analysis and calculations not required to be submitted with installation/shop drawings for review by DOR.

Work, references CLIN 0001AB-2. We did not find this bid item in Attachment F, is it still necessary to break out costs for this item.
New through wall air conditioners are to be furnished by Govt. Bidders are to include (in base bid) infrastructure require to accept these units per drawing and specs. Reference to
CLIN 0001AB-2 will be removed from this dwg.

Specification Statement: “The paint booth will have a makeup air unit sized to dehumidify and heat the outside air to summer and winter environmental conditions list in Table 1. The make up air unit will be supplied with a dedicated chilled water system.” We assume this requires the equipment vendor to supply the chiller, pumps and associated controls. This will likely require approx. 700-ton chiller. This is larger than any packaged unit, and will require a water-cooled chiller and a cooling tower (air-cooled is doable, but would be very large).
The chiller system will feed MAU, but is a separate system specified in section 23 64 10. This is CLIN 0002B-
13 per section 00 22 13.00 20, Page 5.

Specification Statement: “ The dust collection system shall be integrated into the footprint shown for the blast booths on Q-101. The dust extraction design shall limit the size of the dust collector to fit within the space provided. No outside area is available for equipment.”
However, Drawing M-102 and M-103 show the dust collectors outside the building. Please clarify.
Yes , Building 404 has Dust Collectors located outside. The foot print limitations inside (between booths) are for the media recovery equipment. Contractor will provide general arrangement submittals.

Seismic statements: "The paint booth shall stand by its own structural support and comply with ASCE 7-10 seismic design requirements". Also stated that this facility is a Risk Category IV, which is the most critical type of facility. There are generally two levels of seismic requirement - the first requires equipment to remain structurally sound in a seismic event but doesn't need to remain operational, the second requires equipment to remain structurally sound AND must be able to continue to operate. Risk category IV would indicate that we need to continue operation after a seismic event. We'll need to better understand these requirements, as this can mean very different values for engineering and equipment costs. We are expecting all booth structures and equipment must be engineered to meet this requirement. Especially with the MAUs and
Large Dust Collectors of the roof.
Seismic parameters in section 2.2 should be updated to:

Consolidating and upgrading blasting operations is an excellent opportunity to standardize on replacement components. It is encouraging to see amendments that define exactly what the customer wants. The
'Thompson valve" is a good start. Would more replacement components be considered, i.e. Screw augers - motor /gear boxes, stub shafts, end bearings, hanger bearings. Elevators - motor / gearboxes, head and boot pulleys, belts, buckets. Blast pots - donuts / pop up, combo valves, deadman, twinlines, helmets, lenses, cool air tubes. Dust Collectors - filters, solenoids, diaphragm valves, pulse boards. Control Panels - motor starters, fuses, transformers, disconnects?
For bidding purposes, replacement components are not to be considered.

AMCA Class B spark resistant fans. AMCA no longer allows fans to be classified as spark resistant if the motor or other electrical sensors or components are in the airstream. Will a standard direct drive plenum fan with an explosion proof motor meet the intent of specifications?
Per NFPA 33, section 6.5.4.2(a), the interior of any recirculation path is
Class I, Division 2. The motor is not in the air stream. This is why a TEFC motor is scheduled. A direct drive fan with an explosion proof motor would meet and exceed the intent of the specifications. A plenum fan would be required to meet the scheduled flow rate, horsepower, and other values, while fitting in the allotted space.
