PART 2 GENERAL REQUIREMENTS

AVAILABILITY OF CAD DRAWING FILES

After award and upon request, the electronic "Computer-Aided Design (CAD)" drawing files will be made available to the Contractor for use in preparation of construction drawings and data related to the referenced contract subject to the following terms and conditions.

Data contained on these electronic files must not be used for any purpose other than as a convenience in the preparation of construction drawings and data for the referenced project. Any other use or reuse is at the sole risk of the Contractor and without liability or legal exposure to the Government.

The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor must, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.

These electronic CAD drawing files are not construction documents.

Differences may exist between the CAD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CAD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CAD files, the signed and sealed construction documents govern.

The Contractor is responsible for determining if any conflict exists. Use of these CAD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.

If the Contractor uses, duplicates or modifies these electronic CAD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) must be removed.

We request a minimum 10 day bid date extension. In our experience, Contractors are able to give a much more responsive proposal when allowed at least 6 weeks to prepare a design-build proposal and any less may restrict competition.

What is the intent of the PEMB options (Options 8 & 9) for the high bay areas? Are we to change the exterior veneer and roof systems to receive the full benefit or efficiencies of a PEMB system? If not, we do not believe that this will produce a cost savings and if anything will over-complicate the structure and envelope systems (resulting in higher costs). Please consider deleting these options.

26 Basis Of Design Ext. Wall Framing

The Basis of Design section of the RFP states that the exterior wall system shall be non‐loadbearing reinforced CMU back‐up for the exterior skin components. Would the government consider the use of heavy gauge metal stud framing for the back‐up wall, instead of CMU?

This would result in substantial time savings for the project schedule.

We respectfully request an extension to the proposal due date, which is currently set for April 10th, 1400 EST. Based on the extent of design required for the civil site work, it would be beneficial to all parties to have adequate time to review and design for the site parameters. In addition, there is another NAVFAC Mid Atlantic proposal due on the same date. Staggering these due dates would be beneficial for all offerors, because it would allow adequate time for subcontractors (particularly small businesses) to provide the most valuable input to both solicitations. Please consider extending this proposal due date 2 weeks.

Basis Of Design C.

Per BOD paragraph C. Interior Distribution System subsection Telecommunications System, “SECNET equipment racks will be lockable and will maintain a physical separation from other equipment in the TR.” How much physical separation is required between the

Where can it be found in the SOW?

Please define SECNET and its function? Are there standards or requirements that will need to be addressed with regard to SECNET during design and construction?

See Amendment

Part 3, D202003

In regards to water heating, the RFP (Part 3 D202003) calls for semi‐ instantaneous electric water heaters with storage for each restroom pair with recirculation. This would equal 8 semi‐instantaneous electric water heaters with storage, expansion tanks and mixing valves, plus additional water heating, expansion tank(s), mixing valve(s) and recirculation pumps for other rooms with sinks and laundry. We believe a centralized natural gas water heating system would be a more cost efficient system. Please confirm that the semi‐ instantaneous electric water heater system is required. And if so, please provide a location for this system at each pair of restrooms. Currently, the RFP drawings do not show any spaces dedicated for water heaters.

Part 3, A1020 Special Foundations, tells us that in addition to surcharging the building and driveway areas, we should surcharge all site areas outside the building footprint that receive 1 foot or greater of fill, refer to the Geotechnical Report.
