About this file

This is a Request for Information (RFI) sheet containing 24 questions and answers related to solicitation N4008025R4580 for 8(a) grounds maintenance services. The RFI addresses clarifications on contract documentation, pricing requirements, inventory data, and service specifications for multiple Department of Navy locations.

Key clarifications include: (1) corrected ELIN (Equipment Line Item Number) schedules removing unintended "Reserved" designations, with Dahlgren and Indian Head now included with proper inventories; (2) the term "seed project" should be disregarded and replaced with references to CLINs shown in pages 1-2; (3) SF 1449 forms are not required as the solicitation uses combined synopsis format per FAR 12.603(b); (4) the contract structure consists of a base option and five (5) option periods with a total duration of 66 months; (5) the $24 million yearly estimated contract value is approved by the SBA for 8(a) firms, with teaming/Joint Ventures encouraged; and (6) revised attachments now include inventories for Carderock (45,129 linear feet of edging), Quantico OCS grounds maintenance, and corrected quantities for specific line items. Additional guidance specifies that the DMV growing season spans mid-April to early November, pricing is determined by ELINs and location-specific inventories rather than maps, all LIDs must be maintained to Maryland Environmental standards, and a Collective Bargaining Agreement covering South Potomac, Dahlgren, and Indian Head locations has been attached. The current contract holder is DSA, LLC (contract N4008020D0303), and the solicitation synopsis dates for the six-month option period have been corrected to August 24, 2031 through February 24, 2032.

N4008025R4580 8A GROUNDS, RFI SHEET W/ ANSWERS

1- Reference: File “Updated Attachment J-2000000-10 Blank ELIN Regional Grounds.xlsx”

Comment: Under column D and in the description of the ELINs, almost all customers are marked

“Reserved”

Question: Would the Government please review and either advise, clarify or publish a corrected J

0200000-10? Would the government please consider a very timely clarification on the ELIN schedules as it is very essential for the development of a price proposal workbook.

ANSWER: The Solicitation N4008024R4580 on SAM.gov has been amended as of 3/5/2026 to correct this issue, the new Blank ELINs sheet is now labeled as: “New Attach J-2000000-10 Blank ELIN 8a

Regional Grounds Rewrite” with these unintended “Reserved” labels removed. Those that remain labeled “Reserved” are intentional.

2- Reference: Updated Attachment J 0200000-10 Blank ELINs and J-1503050-08 “Inventory by Site”

Comment: Blank ELINs have Dahlgren and Indian included, although marked as “Reserved”. On the J-

1503050-08 this too has Dahlgren and Indian Head marked as “Reserved” and there is no inventory provided for these two sites.

Question: Would the Government please clarify whether Dahlgren and Indian Head will be included in this initial proposal and if so, please provide proper inventories?

ANSWER: The Solicitation N4008025R4580 on SAM.gov has been amended as of 3/6/2026 to now include the inventories for Dahlgren and Indian Head. Their omission was not intended. Dahlgren and

Indian Head are indeed included in this proposal.

3- Reference: N4008025R4580 8a Grounds Solicitation, page 192, Price Proposal Package

Comment: In the second paragraph the statement: “The Offeror is required to submit a complete Price

Proposal Form that includes completion of all contract line items numbers (CLINs) for the seed project as described.

Question: Would the Government please clarify “seed project”?

ANSWER: Disregard use of “seed project” term and read as “CLINs as shown in the CLIN table on pages

1 & 2.

4- Reference: N4008025R4580 8a Grounds Solicitation, page 192, Price Proposal Package

Comment: There are references to completing or Executed SF 1449. At this time, we cannot find the SF

1449 in the solicitation files.

Question: Would the Government please clarify or provide the SF 1449?

ANSWER: SF 1449 not included as it was combined synopsis. Reference FAR 12.603 line (b). Format is

UCF 15.204-1.

5- Reference: N4008025R4580 8a Grounds Solicitation, page 197 B. Evaluation Factors For Award, and item 2. Basis of Evaluation and Submittal Requirements for Each Factor, (a) Price

Comment: (1) Solicitation Submittal Requirements: This paragraph does not align with the solicitation we are proposing on.

Question: Would the Government please review, clarify or make corrections?

ANSWER: Replace with “Base Option and Five (5) Option Periods…contract duration is 66 months”.

6- Reference: J Attachment 1.3 1503060 C Pavement Clearance, Spec Item 3, FFP Work

Comment: Under Related Information Column within the first paragraph there is a reference to “Service

Level Standards for pavement clearance are specified as shown in J-1503050-03.” This does not appear to be related to pavement clearance. We believe the proper reference should be 1503060-03

Question: Would the Government please review, clarify.

ANSWER: Please read as 1503060-03.

7- Reference: J Attach 1.2, 1503050 C Grounds Maintenance and Landscaping

Comment: So that offerors can price and schedule accordingly, it is most beneficial to know the growing season for the areas.

Question: Would the Government please provide what the Government considers the months and / or periods considered the growing/mowing season?

ANSWER: The DMV (DC, MD, VA) growing season, generally in USDA Zones 6b-7b, spans from mid-

April to early November. The last spring frost typically occurs around April 16, while the first fall frost usually hits around late October to mid-November, allowing for two main growing seasons: warm-season (May-October) and cool-season (March-May; September-December).

8- Reference: N4008025R4580 8a Grounds Solicitation, page 197 &198, Factor 1 Corporate Experience.

Under Scope the statement “(S) Providing services for contract with estimated yearly value of $24M”

Comment: Yearly contract value of $24M is substantially higher than the maximum allowable NAICS

561730 size standard of $9.5M for a small business to be able to bid on the contract being procured.

Question: Would the Government please review this requirement and make adjustments to be suitable for the contract being procured?

ANSWER: The SBA has approved the DD2579 at this estimate and NAICS code. The SBA is aware that

8(a) firms often scale up for larger requirements through Mentor-Protégé programs. Maintaining the current value while allowing teaming is a standard way to balance small business participation with mission success. For this concern please consider teaming/Joint Ventures.

9- Reference: N4008025R4580 8a Grounds Solicitation, page 197 &198, Factor 1 Corporate Experience.

Under Complexity the statement “2. Project must involve management, grounds maintenance operation services on a recurring and non-recurring basis at multiple location in multiple jurisdictions.”

Comment: Performance of grounds maintenances services should be the same irrespective of the jurisdiction.

Question: Would the Government please review the requirement for multiple jurisdictions and either clarify how the jurisdiction matters for this project or remove the requirement?

ANSWER: The requirement for services “in multiple jurisdictions” is meant to be understood as, having done work as described in different locations/jurisdictions, not that grounds maintenance is different depending on jurisdiction.

10- Reference: N4008025R4580 8a Grounds Solicitation, page 194 &195, Responsibility Determination

Information, the statement “3. Description of Offeror’s facilities and equipment”

Comment: There is no distinction of the type of information regarding Facilities and Equipment the

Government requires. We are not sure if this pertains to operation of this contract or all facilities, including corporate offices.

Question: Would the Government please review the requirement and advise as to the information the

Government is requesting for Facilities and Equipment?

ANSWER: The purpose of this point is to ascertain what kind of facilities and equipment offerors possess, for completion of the work. The information requested is what kinds of facilities and equipment offerors have. Please see FAR part 9.104-1 item (f).

11- Reference: N4008025R4580 8a Grounds Solicitation, page 194 &195, Responsibility Determination

Information, the statement “4. Other offeror’s work presently under contract. “

Comment: There is no distinction of the type of information regarding Other Offerors Work the

Government requires.

Question: Would the Government please review the requirement and advise whether the information requested would include only grounds-related contracts?

ANSWER: For the purposes of this procurement any service contracts offerors are bound to should be mentioned.

12- Reference: N4008025R4580 8a Grounds Solicitation, page 195, VOLUME II – TECHNICAL PROPOSAL,

(i) Solicitation Submittal Requirements, the statement “Completed SF 1449 signed with all amendments acknowledged.”

Comment: The Completed SF 1449 signed with all amendments acknowledged is already required to be submitted as part of the Price Proposal.

Question A: Would the Government please clarify whether the completed SF 1449 signed with all amendments acknowledged is required to be submitted in the Technical Proposal as well as the Price proposal?

ANSWER: Please disregard mention of SF 1449. Please replace with “Combined Synopsis and All

Amendments.”

Question B:, If the completed SF 1449 signed with all amendments acknowledged is also required in the

Technical Proposal, would the Government please exclude these pages from the page count for the

Technical Proposal?

ANSWER: Please include in both proposals. The “Combined Synopsis and All Amendments” does not count towards page count for submission.

13- Reference: Section J 1503050-15 Maps Combined, and J-1503050-07 (a5)

Comment: This map identifies multiple areas and specific services.

Question: Would the Government please clarify whether the map contains all areas the offeror is to price to for grounds maintenance?

ANSWER: No, the maps are to show offerors where locations are. Pricing is determined by ELINs (New

Attach J-2000000-10 Blank ELIN 8a Regional Grounds Rewrite) and inventories in Section J (J-1503050-

08 files labeled for each location).

14- Reference: Attachments J-1503050-08, Washington J-1503050-08 (a4), VET Tab

Comment: The inventory for VET is the same number used for mowing and trimming in Standard Lawns.

Question: Would the Government please review and clarify all the inventory numbers provided as we believe a total replacement needs to be made?

Clarification: This is the Quantico Inventory, J-1503050-08 (e6)

ANSWER: The inventory values and totals match what the requirements are.

15- Reference: Attachments J-1503050-08, Washington J-1503050-08 (e6), Carderock Tab

Comment: There is no inventory for Carderock for Edging in Standard Lawns.

16- Reference: Attachments J-1503050-08, Quantico J, tab PWD Quantico Master

Comment: The quantity (column I) for lines 79 for lawn services and 80 for weed control appears to be incorrect.

Question: Would the Government please verify whether the quantity (column I) for lines 79 for lawn services and 80 for weed control is correct?

ANSWER: Yes – both lines 79 & 80 are correct.

17- Reference: Attachments J-1503050-08, Quantico J, tab PWD Quantico Master

Comment: The quantity (column I) for line 86 for lawn services is blank.

Question: Would the Government please verify whether the quantity (column I) for line 86 for lawn services should be filled in?

ANSWER: Yes it should be – for J-1503050-08 Quantico (PWD Quantico Master tab) the quantity for line 86, 3.1.1.3 Lawn services is 7683 SF.

5.3: DSA CBA 2023”

Comment: The CBA listed under Wage Determinations and included in the solicitation appears to cover workers for the locations currently under contract. Indian Head and Dahlgren locations are being added to contract.

Question: Would the Government please clarify whether there is a CBA currently in place that covers

South Potomac (Dahlgren and Indian Head) locations?

ANSWER: There is a CBA in place that covers South Potomac, Dahlgren and Indian Head. This CBA is attached to this amendment (Leumas CBA (Signed by the Union and Companies) 2023).

20- Reference: Solicitation, files named “Updated Attachment J-2000000-10 Blank ELINs Updated, J-

1503060 C Pavement Clearance SOW and Section J 1503060 All Maps.

Comment: There is ambiguity in the 1503060 C Pavement Clearance specifications, Recurring ELINS and

Non-Recurring ELINS in that it is unclear if all the snow removal work is to be priced under Recurring

Services and or if the “pre-priced ELINS under Non-Recurring work will be utilized.

Question: Would the Government please clarify how recurring services apply to snow removal and when non-recurring services would be ordered?

ANSWER: For recurring services, work associated with staging is what applies to snow removal.
