Referencing Specification 23 09 00 - 1.1.1b refers to tying the building DDC system into the existing Base Energy Management Control System (EMCS) Network, where is the physical location for this tie in point?
GOVERNMENT RESPONSE: The DDC system will be connected to the EMCS via a MCEN switch located in the WGC.
279. Reference: 23 09 00
Specification 23 09 00 - 1.1.1b refers to the building DDC system connecting via LAN to a central, Siemens's Apogee application Database. 1) Is Siemens sole sourced for building controls on this Project?
2) Would NAVFAC and Quantico Marine Corp Base support a Controls Subcontractor other than Siemens tying into the EMCS network? This would require a US Person directly accessing the EMCS and programming to communicate with their system.
GOVERNMENT RESPONSE: Quantico MCB does not have a sole source J&A in place at this time for Siemens controls. All requirements must be meet within specifications 23 09 00. Please review system requirements under paragraph 1.1.1.
280. Reference: 27 10 00
Specification call out for category 6 cable from the Comms Rm to the Consolidation points. The drawings with the rack elevation call for category 6A patch panels. Can you confirm the category of the copper cabling?

Drawing TN606 first floor outlet schedule, should these drops be mix fiber and copper on the same faceplate?
GOVERNMENT RESPONSE: D4 drops shall be a mixture of unclassified copper and fiber at the faceplate.
282. Reference: EP510
Drawing EP510 shows a detail for both a reinforced and non-reinforced ductbank. However, the plans do not indicate which detail is to be utilized for the project. Please confirm which detail should be utilized and if ductbanks require reinforcement.
GOVERNMENT RESPONSE: Reinforced ductbank detail (EP510/A4) must be utilized underneath all roadways and parking areas. Reinforcing must extend at least 5 feet beyond the edge of pavement. Utilize non-reinforced ductbank detail (EP510/A3) underneath all other areas not subject to trucks, cranes, and ultra-heavy loads.

RFI response 67 regarding the spray applied fireproofing needs to be addressed further. UL has not tested applying spray applied fireproofing to a cold formed metal truss assembly. That being the case, there isn't a means to determine how much fireproofing to apply to the cold form truss members to achieve a rating. A thickness for the fireproofing needs to be issued for us to bid this item, but regardless, it will not have a "rating" because UL has not tested the assembly.
GOVERNMENT RESPONSE: Provide intumescent paint for a 1 hr rating.
284. Reference: CU111, TN103
On CU111 there is a telecom ductbank and 2 new telecom manholes, but these are not shown on the Telecom drawings and no sizing for the ductbank has been provided. Please confirm this work is required and if so please provide ductbank sizing.
GOVERNMENT RESPONSE: There is no discrepancy noted between CU and TN sheets listed.
Note that existing telecom ductctank is to be preserved and protected between EX TMHV3C and EX TMH3D on CU113.
285. Reference: CU112, TN103
On TN103, a 12way telecom ductbank is shown tapping into the existing manhole and running into new ADN building from the east of the building. However, on the Civil plans (CU112) this work is not shown, and no existing telecom manhole is shown within the LOD to tap into. Please confirm whether this work is to be included in the scope of work.
GOVERNMENT RESPONSE: This work is required to be included in the scope. The existing telecom manhole is located within Morrell Ave. See drawing “BLDG-P719-1590908-Response to RFI 285” that has been uploaded with Amendment 0014.
286. Reference: TN101, TN102
Drawings TN101 and TN102 do not have ductbank profiles provided. Can these be provided similar to other work?
GOVERNMENT RESPONSE: Information to provide profiles at these locations is not available.
287. Reference: CU204
The plans show on sheets CU202 – CU204 that the proposed waterline is to be DIP, but we cannot find any information or specification to clarify what Class pipe is to be used. Please clarify.
GOVERNMENT RESPONSE: Provide pressure class 350 ductile iron water pipe.
288. Reference: CU204
The plans note on sheets CU202 – CU204 to provide mechanical restraint for all bends, tees and valves.
there are restraining schedules found on sheet CU502. Please clarify if “all” pipe is to be MJ pipe.
GOVERNMENT RESPONSE: Where mechanical joints are not specifically required by notes or details, either push-on joints or mechanical joints may be used for piping.
289. Reference: CU502

GOVERNMENT RESPONSE: See drawing “BLDG-P719-1590908-Response to RFI 289” that has been uploaded with Amendment 0014.
A-451, A-151, A-152 Elevations and Reflected Ceiling Plans show different ceiling heights in the Executive Conference Rooms (212, 220, 232). Reflected ceiling plans (A-151, A-152) show 13'-0" AFF in all three rooms, while elevation B3/A-451 shows closer to 11'-0" with some space above the Acoustical Wall Panels at the top. Sections A-301 and A-312 through the building also appear to scale closer to 11'- 0". We assume the 13'-0" dimension is height above structure and includes the 2' of access floor. Please confirm the ceiling height should be 11'-0" AFF.
GOVERNMENT RESPONSE: This assumption is correct that the ceiling heights on the second floor are the height above the concrete slab, and not the raised access floor. This is due to a modelling annotation error and appears to be isolated to the second floor. Revised reflected ceiling plans noting the ceiling heights above the finished floor (ie., top of raised access floor) has been uploaded as an attachment, “P719 Second Floor RCPs_rev 20 1218” to this amendment.

Elevations and Reflected Ceiling Plans show different ceiling heights in the Auditorium. (194). Reflected ceiling plan (A-155) shows 34'-10" AFF in the room, while elevations on A-452 and A-453 scale closer to 32'-10". Section A-312 through the building also scales closer to 32'-10". We assume the 34'-10" dimension is height above structure and includes the 2' of access floor. Please confirm the ceiling height should be 32'-10" AFF.
GOVERNMENT RESPONSE: This assumption is correct that the ceiling heights on the second floor / auditorium are the height above the concrete slab, and not the raised access floor.

Sections and Reflected Ceiling Plans show different ceiling heights in the Breakout Rooms with Horizontal Operable Partitions (211, 215, 216, 231, 234, 235). Reflected ceiling plans show 12'-0"" AFF in the room, while sections through the partition (A2/A-564) show a partition height of 10'-0" with 2' of access flooring. Please confirm the operable partition height and ceiling height should be 10'-0" AFF.
292. Reference: A-451 to A-454, A-564
Sections and Reflected Ceiling Plans show different ceiling heights in the Breakout Rooms with Vertical Operable Partitions (210, 230). Reflected ceiling plans show 14'-0" AFF in the rooms, while sections through the partition (A3/A-564) scale much closer to 12'-0". Section A-311 through the building also scales closer to 12'-0". We assume the 14'-0" dimension is height above structure and includes the 2' of access floor. Please confirm the ceiling height should be 12'-0" AFF.

Second Floor Room Finish Schedule (A-703) calls out rooms 212 and 232 (Exec Conf Rooms) with PA-1 / CHR-1 / AWP-1 on the East Wall of room 212 and the South Wall of 232. Wall Finish Plans (A-741, A-
742) do not show AWP-1 on these walls, but instead just on e the West Wall of 212 and East Wall of 232.
Please confirm that the AWP is only on one wall in each room.
GOVERNMENT RESPONSE: Room 232: East wall to receive AWP-1 only. All other walls to receive PA-1 / CHR-1.

Regarding the Government’s reply to RFI #38. The requirements for the cast stone erection is geared to a true precast job where precast panels are used and not handset cast stone. The erectors for precast concrete are normally ironworkers and the connections are generally welded in place. These erectors carry the PCI certification that is noted in the specifications and won't install cast stone which is normally set in mortar. The masons who set cast stone don't have the PCI certification because it is not normally required for their work. So, we have a situation where the contractors who have the certification won't bid the work and the contractors who normally perform the work don't have the certification. Please reconsider the answer to RFI #38 by allowing the special masonry inspector to perform the quality control inspection for the cast stonework.
GOVERNMENT RESPONSE: It is acceptable for the cast stone erection to be inspected by a qualified masonry inspector who is employed by the testing agency in lieu of the current specified requirements.

GOVERNMENT RESPONSE: Ameresco is the gas provider. Jeff Seveland is point of contact. Phone: 508 598 4405; Mobile 540 322 6512; jseveland@ameresco.com
