About this file
This document contains an amendment to a solicitation for the construction of a Wargaming Center at Marine Corps Base Quantico in Virginia.
The amendment provides responses to contractor questions to clarify aspects of the solicitation. It confirms that the solicitation criteria for relevant project experience remains as stated, requiring experience on projects of 50,000 square feet or larger and/or valued at $25 million or greater. Completed past performance questionnaires and customer satisfaction reports previously submitted for other solicitations can be included in full in proposals, but cannot be referenced without inclusion. Comparable reports from other systems such as the Construction Contractor Appraisal Support System are also acceptable where a CPARS is not available.
The solicitation is for the design and construction of a minimum 100,443 square foot, two-story academic instruction facility, 132,116 square foot multi-story parking structure, and 1,650 square foot area distribution node to support the instructional building. The construction magnitude is estimated between $100-250 million. The work is to be awarded through full and open competition to the best value proposal per the tradeoff source selection process.

AMENDMENT 0002
The purpose of this amendment is to provide the following:
1. RFI Responses
All other terms and conditions remain unchanged.
RFI RESPONSES
4. Based on the Project Description it would seem likely that the construction magnitude of this project is between $25,000,000 to $100,000,000 not the $100,000,000 to $250,000,000 stated on the SF 1442. And as the War Gaming Center structure itself is a minimum of 100,443 SF it should have a value of less than $50,000,000. As such we would respectfully request that the relevant project experience factor for size be changed to 50,000 square feet or larger and/or $25,000,000 or greater. This will more accurately align with the Scope and Complexity relevancy requirements and allow for greater of competition amongst prospective proposers.
GOVERNMENT RESPONSE: The Solicitation Criteria remains unchanged. Please review the plans and specifications carefully and propose in accordance with the Solicitation Criteria.
5. Per submittal requirements for Factor 4 Past Performance – “Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs.” Please confirm it is acceptable to submit full text of previously submitted PPQs for this proposal?
GOVERNMENT RESPONSE: Offerors are permitted to submit completed PPQ that were previously submitted on other solicitations/RFPs. The Offeror cannot reference into their proposal PPQs or CPARS previously submitted for other RFPs – meaning the Offeror cannot state, “Please see RFP XYZ for completed PPQ or CPARS”. The completed PPQ or CPARS must be included in the Offerors proposal for this solicitation.
6. Are the submission of CCASS on DD Form 2626 acceptable in lieu of CPARS?
GOVERNMENT RESPONSE: Yes.
N4008020R5249
7. Federal agencies are especially burdened during the current COVID challenges. Please advise, for projects where a completed CPARS is not available, if it would be acceptable to submit a previously completed PPQ form.
GOVERNMENT RESPONSE: Please see RFI 5.
8. If the Offeror has a Past Performance Questionnaire (PPQ) on file previously completed by the Client that matches all fields of the required Attachment D, may this be submitted in lieu of requesting a new PPQ specific to this solicitation?
GOVERNMENT RESPONSE: Please see RFI 5.
