About this file
This document contains an amendment to a solicitation for a military construction project. The amendment provides responses to questions from offerors, revises evaluation factors, and attaches documents. The solicitation is for design-bid-build of a new wargaming center at Marine Corps Base Quantico in Virginia, including a two-story academic building, multi-story parking structure, and single-story area distribution node. The amendment revises the small business evaluation factor to refer to corporate experience rather than the design factor. It also provides responses to questions on pricing schedules, security requirements, specifications, and drawings. Attached documents include an attendance sheet for a pre-proposal site visit.

AMENDMENT 0005
The purpose of this amendment is to provide the following:
1. Revise Factor 5, Small Business Utilization language
2. Phase II RFI Responses
3. Attachments
All other terms and conditions remain unchanged.
FACTOR 5 – SMALL BUSINESS UTILIZATION
Within Factor 5, where it references Factor 1, Corporate Experience replace with Factor 2, Experience.
PHASE II RFI RESPONSES
2. Reference: Price Schedule - Note 9
This note links the early completion of the ADN (CLIN 0002) with CLIN 0003, 0004, 0005 and 0006. We assume that this means only the applicable portions of those CLIN’s related to the ADN site need to be completed (i.e. Cinder City Switchgear Replacement, Sitework, Removal of Buried Concrete, Overecavation and Replacement of Unsuitable Soils); not the entirety of CLIN 0003-0006. Please confirm.
GOVERNMENT RESPONSE: All site work (fencing, access road, landscaping, etc) and utilities serving the ADN must be installed and operational to support beneficial occupancy by the date indicated. Vehicle access to the ADN is from Broadway St via the WGC site. Access through the WGC construction site must be provided upon completion of the ADN.
3. Reference: Phase II Amendment 3, Section 4
Is the Pre-proposal Conference and Site Visit limited to Offerors only or may Subcontractors attend?
GOVERNMENT RESPONSE: Response provided in Amendment 0004
4. Reference: PKG 02 82 00
The specification for the garage includes 02 82 00 Asbestos Remediation. We are unable to determine the applicability of this section to this portion of the project. Please clarify.
GOVERNMENT RESPONSE: Significant hazardous piping material removal is not anticipated within the scope of the garage site however unexpected materials may be encountered during garage construction as a result of previous demolition activities.
5. Reference: WGC+ADN 02 84 16
The specification for the buildings includes 02 84 16 Handling of Lighting Ballasts and Lamps Containing PCBs and Mercury. Please clarify the locations of the lighting ballasts and lamps to be removed.
GOVERNMENT RESPONSE: Any transformer not marked with a non-PCB liquid should be assumed to contain PCBs until testing can confirm otherwise. Street lights have been removed under previous contract, but some materials may be encountered as a result of previous demolition activities.
6. Reference: WGC+ADN ED110-114
The electrical demolition plans show the removal of some transformers. Do these contain PCBs that need to be remediated?
GOVERNMENT RESPONSE: Any transformer not marked with a non-PCB liquid should be assumed to contain PCBs until testing can confirm otherwise. Most existing transformers were all replaced around 1998 when they converted the area from 2.4kV to 13.2kV. It is unknown is if these were replaced from spares and if they would have used one that was PCB free or not.
7. Reference: WGC+ADN PKG 02 32 00, Section 1.2.3.2.1
The specifications for the buildings and garage include 02 32 00 Subsurface Drilling, Sampling, and Testing. Section 1.2.3.2.1 refers to a Schedule of Drilling, Sampling, and Testing. We are unable to find this schedule. Since the Geotech borings are already provided, please confirm if this specification is not applicable.
GOVERNMENT RESPONSE: The contractor is responsible for any drilling required to complete the delegated foundation elements. Required drilling is at the discretion of the contractor and the delegated design sub contractor.
8. Reference: WGC+ADN 08 56 46.20 20, Section 3.1, 3.3.1
The RF shielding specification refers to welded steel shielding. The plans show a vapor permeable RF membrane. Please provide locations of steel shielding if necessary.
GOVERNMENT RESPONSE: Welded steel shielding is not required. Provide RF Barrier per 08 56
46.20 20 Section 2.2. A revised Specification Section 08 56 46.20 20 will be provided in a forthcoming amendment.
9. Reference: WGC+ADN A-332, Section A2
This is the only section that refers to a “fluid applied RF barrier.” Is this acceptable throughout or is a foil membrane required?
GOVERNMENT RESPONSE: Foil membrane IAQ with section 08 56 46.20 20 par 2.2 is required for all wall applications.
10. Reference: Door 133D/Door 185B
Please provide a specification for the overhead doors.
GOVERNMENT RESPONSE: Specification will be provided in forthcoming Amendment.
11. Reference: WGC+ADN 11 13 19.13
There is a specification for loading dock levelers, but none are shown on the plans. Please advise.
GOVERNMENT RESPONSE: See sheet A-113.
12. Reference: WGC+AND 08 56 46.20 20, Section 2.1.1
The performance requirement for the RF shielding interference attenuation of 100 dB up to 10 GHz is unattainable with the RF membrane / foil indicated in 2.2.1 and shown throughout the drawings. The foil itself is only rated for 85dB. In order to meet the 100dB requirement, a panelized steel system would need to be used which would be a very large cost premium and would require extensive redesign based on what is currently shown on the plans. The translucent RF window film shown on sheet A-603 would not meet the 100dB requirement – there could be no windows in the shield. The detailing of the doors and the shielding panels would need to be redesigned.
Do we need to price the overall performance requirement in 2.1.1 (verified by the IEEE-299 testing specified) or are we to include the different components that are called out in the documents and eliminate the requirements for the IEEE-299 testing?
If we use the components as shown on the documents, we will need to know the specification and dB requirements for the individual items (ie. 85 dB for membrane, 40dB for doors, __dB for window films).
To this end, we would submit subsequent RFI’s inquiring about the acceptability of specific products used on other DOD projects.
GOVERNMENT RESPONSE: To meet project TEMPEST requirements, shielding must provide a minimum of 80 dB of attenuation from 30 MHz - 10 GHz. A revised Specification Section 08 56
46.20 20 will be provided in a forthcoming amendment.
13. Reference: Price Schedule
Per the Price Schedule, CLIN 0004 appears to include the entire project Site Work outside the facilities 5-foot line. Please confirm this is indeed to include all sitework inclusive of areas around the Wargaming Facility, the Area Distribution Node, the Cinder City Switchgear Facility, and also the Parking Garage.
GOVERNMENT RESPONSE: Refer to RFI #2 response.
14. Reference: Price Schedule
Per the Price Schedule, CLIN 0004 appears to include the entire project Site Work outside the facilities 5-foot line. Please confirm the demolition of existing structures should be included within CLIN 0004, inclusive of the existing facilities within the Parking Garage location.
GOVERNMENT RESPONSE: All existing structures in the project work site have been removed.
The foundations of these structures are to be demolished by this contract, CLIN 0005.
15. Reference: Price Schedule
Per the Price Schedule, CLIN 0004 states the period of performance is 470 days from contract award, however the period of performance for the Wargaming Facility and Parking Garage are 835 days from contract award. Please confirm sitework established around the Wargaming Facility and Parking Garage period of performance is acceptable to be 835 days.
GOVERNMENT RESPONSE: Refer to RFI #2 response.
16. Reference: Price Schedule
Per the Price Schedule, CLIN 0008 states the period of performance is 835 days from contract award.
However, per Note 10, the Government reserves the right to award CLIN 0008 to the Contractor within 365 calendar days after contract award. If the Government exercises the full extent of time of award of 365 days, there will be 470 days available for the period of performance. Please confirm the sitework per CLIN 0004 as documented per the Parking Garage drawings will allow for a period of performance and commencing at the time of CLIN 0008 award rather than base contract award.
GOVERNMENT RESPONSE: Confirmed.
17. Reference: Solicitation, 01 14 00
Per Phase 1 RFQ Solicitation, Amendment No.1, RFI No.3, the Government response stating, "All construction personnel must be US persons and will be vetted through Marine Corps Base Quantico's Porvost Marshalls Office (PMO) prior to access to the work-site". However, per Specification 01 14 00 - Work Restrictions, Section 1.3.1.2.1, "General Construction of the secure area must be performed by U.S. firms using U.S. citizens vetted through Marine Corps Base Quantico's Provost Marshalls Office (PMO) as indicated in the Construction Security Plan. General construction includes construction activities such as building sitework, utilities, foundations, structure, and enclosure or shell, including doors, windows and facade work." Due to the elements of this design, it will severely limit the firms and trades men/women, if it is even capable, to staff the construction personnel for this project (ie. masons for shell and facade work). Please confirm that construction personnel must be US Persons per the Phase 1 Solicitation, Amendment No.1, RFI No.3.
GOVERNMENT RESPONSE: All construction personnel must be US persons as indicated in the referenced amendment. US persons should not be confused with US citizens.
18. Reference: 01 14 00
Per Specification 01 14 00 - Work Restrictions, Section 1.3.1.2.1, General Construction of the secure area must be performed by U.S. firms, using U.S. citizens. Please provide what areas are considered "secure".
GOVERNMENT RESPONSE: Refer to Amendment 1, RFI #3. General construction of the secure area is not required to be performed by US firms using US citizens.
19. Reference: Solicitation
The Project Solicitation does not appear to indicate a project NTP date. Please provide the Project NTP date for scheduling purposes.
GOVERNMENT RESPONSE: Anticipated award date, if discussions aren’t required, is mid- February 2021. NTP is issued at time of award.
20. Reference: 01 14 00
Per Specification 01 14 00 - Work Restrictions, Section 1.2.e., Cranes and any other equipment are prohibited above the elevation of 163'. Per Wargaming Center Building Section on drawing, A-301, the Building Ridge Height is 163'-8". This crane height / equipment restriction will not allow any hoisting/rigging above the final height of the building. Please confirm this restriction can be raised to allow for adequate crane boom and rigging height above the final construction heights.
GOVERNMENT RESPONSE: Refer to civil plans for actual FFE of 32.67. Refer to existing conditions civil plans for adjacent grade elevations. The height of ridge on A-301 based upon architectural reference level of 100’ for Level 1 Top of RAF/Main entrance slab.
21. Reference: Solicitation
Per the Phase 1 RFQ Project Solicitation, this project was to comply with Buy American requirements.
However, per the Construction Security Plan, section 10.b. Procurement of Construction Material, all procured material must be in compliance with the Buy Americas Act. Please confirm this Project is to comply with the Buy American Act per the Project Solicitation.
GOVERNMENT RESPONSE: This project must comply with the Buy American Act.
22. Reference: S-113; S-601
Column A-6.6 on S-113 doesn't seem to appear on the column schedule on S-601. Please confirm it is the opposite hand and the same as column A-6.4.
GOVERNMENT RESPONSE: The column is the same as A-6.4 and should be a W10x100.
23. Reference: S-132; S-320
The roof level framing plan S-132 has a section cut A4/S-320 at the lobby near CL A/6. The detail indicates that there is secure ceiling in this area, but the members are not starred on the plan view.
Please confirm there is no secure ceiling in this space.
GOVERNMENT RESPONSE: There is no secure ceiling in the lobby. Refer to GC120 for extent of the secure ceiling.
24. Reference: S-132; S320
The roof level framing plan S-132 has a section cut A1/S-320 along CL 1 showing the stair cap deck. The edge condition has what appears to be a bent plate system that doesn't appear to have any information on plate size, etc. Please provide required thickness.
GOVERNMENT RESPONSE: A pour stop is all that is required along that edge. The contractor to provide light gage pour stop as required at that location.
25. Reference: S-113; S-601
Column C-11 on S-113 doesn’t have a base plate scheduled on the column schedule on S-601. Please clarify which base plate mark should be used.
GOVERNMENT RESPONSE: The base plate should be BPL-4.
26. Reference: S-113; S-601
Column C.6-7 on S-113 doesn't have a member size indicated on the column schedule on S-601. Please provide required member size.
GOVERNMENT RESPONSE: The column should be W10x68.
27. Reference: S-122; S-311
There is a cut for A3/S-311 indicated on S-122. There appear to be several members on the plan view, but they do not have any member sizes, reactions, etc. You can see the members in the background on the detail. Please provide required member sizes.
GOVERNMENT RESPONSE: The members are miscellaneous steel around the conduit slab openings. GC to coordinate the conduit penetrations and refer to detail B1/S-521 to determine the required reinforcement/support around the groups of conduits and openings.
28. Reference: S-132; S-133; S-401
Detail A1/S-401 indicates that there are two W16x36 members along 6.4 and 6.6 lines in the lobby. The main plans for this area S-132 and S-133 do not call for a 2nd level of members. Please confirm these are required.
GOVERNMENT RESPONSE: The beams at elevation 136’-0” (shown as 36’-0” on S-132 and S-133) are not required and may be omitted.
29. Reference: S-405
The top of concrete pier for the electrical yard columns on S-405 is not clear. Please clarify elevation.
GOVERNMENT RESPONSE: The top of the pier shall be 4”, minimum, above the finish grade.
30. Reference S-405
The cut B5/S-405 implies that there should be a perpendicular beam to the W18x40s beneath the HSS8x4x1/4" member. The plan view does not show any additional members. Please confirm none are required or clarify size and locations.
GOVERNMENT RESPONSE: There is not a steel beam below the HSS members in the location Section B5/S-405 is cut on B3/S-405. However, B5/S-405 is cut at other locations (see B3/S-402 for example) where a steel beam is present. GC to refer to plans to determine where steel beam is present below the HSS.
31. Reference: S-124
There is a cut on S-124 for detail A3/S-311 along CL 2 for a kicker assembly. The plan doesn't allude to any kicker at this location. Please confirm this detail is not required.
GOVERNMENT RESPONSE: The kicker is required per detail A3/S-311 to brace the transfer beam supporting the column above.
32. Reference: S-126; S-313
The slab edge at the 2nd floor framing overlooking the auditorium on S-126 has a cut C1/S-313. This detail indicates a bent plate slab edge that is called out as 3/16" and 5 1/4"x3" legs. This doesn't seem correct, the edge from center of beam appears to be something closer to 2'-3" or something close to that.
Please confirm the plate dimensions and thickness at this location.
GOVERNMENT RESPONSE: The plate should be PL 3/16”x5 ¼"x2’-5 ¼".
33. Reference: S-110, A4/S-500
Drawing S-110 notes that vertical 8" CMU reinforcing is to be #6 at 32" oc UNO. Detail A4/S-500 notes that it should be #5 at 24" max. Please confirm that vertical 8" CMU reinforcing should be #5 at 24" max
UNO.
GOVERNMENT RESPONSE: Detail A4/S-500 is referring to non-structural walls not shown on the structural drawings. All CMU walls shown on the structural drawings should refer to the reinforcement specified on S-110.
34. Reference: S-132 thru S-136; S-521
The Secure Ceiling system above the 2nd floor (see S-132 thru S-136) does not seem to indicate the deck mark. Please confirm the secure ceiling should receive deck mark F2 per S-521 or clarify required deck.
GOVERNMENT RESPONSE: Per detail B1/S-522, the secure ceiling metal deck is 1 ½" Type B deck (mark R1 in detail A1/S-521).
35. Reference: S-132; S-134
The secure ceiling locations/extents are not entirely clear. For example, on S-132 between CL 4/5 and B/B.3, the W8x10 members are not starred indicating there is no secure ceiling over these members. Is that correct? Another location would be around the elevator shafts. On S-134 it’s not clear where the deck system will stop. Regardless of the "*" on the plans will there be deck over the entire area? Please clarify secure ceiling locations.
GOVERNMENT RESPONSE: The “*” are not intended to indicate extent of the secure deck, only those members supporting the deck that are also at a lower elevation. Refer to GC120 for the extent of the secure ceiling.
36. Reference: S-403
The corners of the auditorium on S-403 do not have a cut showing how the deck system attaches to the masonry wall. Where there are beams, it doesn't appear to get anchored (see A3/S-403 and B4/S-305), but at the corners, the deck will have to bear on something. Please provide required detail.
GOVERNMENT RESPONSE: Per B1/S-403, the deck does not extend to the corner of the auditorium. The deck will stop at the beams below the light gage wall as shown.
37. Reference: S-403
The chevron braces for the auditorium appear to be called for at two lines, the 109'-8" and 107'-2" levels per the notes. The graphic indicators for the braces do not show these at every bay. Please confirm they are required at every bay, or only where graphically indicated.
GOVERNMENT RESPONSE: The braces are not required at every bay and are only required where graphically shown.
38. Reference: Sect 03 45 00-1.9
Section 03 45 00-1.9 requires that the cast stone erector who is not certified by PCI retain a PCI Field Auditor to conduct a field audit of a project in the same category as this project prior to the start of cast stone erection and must submit the Erector's Post Audit Declaration to be considered qualified. The Erector is also to submit three samples of the same cast stone product installed in similar projects. This would be very impractical for the job to coordinate other projects with this job in a timely manner. It is normal industry practice for the masonry contractor to install cast stonework which is associated with brick. It also depends on the masonry contractor having other jobs which have cast stone included which may be unlikely, so it becomes very impractical for the masonry contractor to provide the prequalification information that is required by the specification. Please confirm It would be acceptable for the cast stone erection to be inspected by a qualified masonry inspector who is employed by the testing agency in lieu of the current specified requirements.
GOVERNMENT RESPONSE: Response will be provided in a forthcoming amendment.
39. Reference: S-191
Just south of CL 1 on S-191 there appears to be a member for the vault lid that is not sized. Is this a C8x11.5? Please clarify.
GOVERNMENT RESPONSE: C8x11.5 is correct.
40. Reference S-592
There is a typical edge of deck support detail on A4/S-592 for the Area Distribution Node. There doesn't appear to be any conditions at the ADN that would require this, please confirm.
GOVERNMENT RESPONSE: Confirmed, this detail is not currently used on the ADN.
41. Reference: S-592; A-591
Detail C1/S-592 does not indicate any CMU head of wall supports, but detail A1/A-591 does indicate supports. Will supports be required at the CMU walls in the Area Distribution Node? If so, please provide required angle/plate information.
GOVERNMENT RESPONSE: All CMU walls in the ADN have a concrete top and do note require bracing to the light gage trusses.
42. Reference: S-191
Will the metal deck for the vault lid on S-191 need deck support angles along A line similar to the 1 and 2 line (B2/S-390)? Please confirm.
GOVERNMENT RESPONSE: Refer to B1/S-191, the deck will be supported by the steel beams and no angle will be required along gridline A.
43. Reference: S-191; S-192
Will the steel for the Area Distribution Node (S-191; S-192) need to be galvanized or will it be a primed and painted system? Please clarify.
GOVERNMENT RESPONSE: Any steel exposed to the exterior elements will be galvanized (steel lintels for example, but not limited to). Steel within the ADN will not require hot dip galvanized and should be primed and painted.
44. Reference: L501; L502
The fixed security bollard counts on L501 and L502 are in conflict. The plan view indicates 10 bollards, but the notes indicate there are 11. Please confirm the quantity.
GOVERNMENT RESPONSE: Provide 10 bollards as indicated on the site plan.
45. Reference: CS506
The dumpster enclosure gate materials on CS506 are not clear. One of the notes indicates there is a galvanized steel frame, but the other notes indicate the frame is aluminum. Please clarify materials for gates.
GOVERNMENT RESPONSE: Provide aluminum frame and materials for dumpster enclosure gate.
46. Reference: S-461; S-462; A-767
There doesn't appear to be any metal decking on the stair roofs at the parking garage (see S-461; S-462;
A-767). It appears they are using plywood attached directly to the steel frame. Please confirm this is correct.
GOVERNMENT RESPONSE: Confirmed.
47. Reference: S-264; S-462
There is a post supporting the east stair roof indicated on S-264. The details on S-462 allude to the embeds/cap plates, but the is no size indicated, nor is there a detail for the base plate. Please provide required plate sizes.
GOVERNMENT RESPONSE:
We presume the post in the query is the TS 6x6x1/4 in the northwest corner. If so, please referenc e Details B3, A3, A4, and A5 / S361 for tube connection details to the supporting precast concrete structure. A based plate below the post is not necessary. Plates indicated on S461 and S462 as part of the upp er roof assembly are embedded into the precast structure and so the thicknesses are delegated to the precast concrete manufacturer.
48. Reference: S-262
There is a note at the light wall on the typical garage plans (see S-262 typ) indicating an L6x6x1/2" angle at 18' OC. There isn't a detail showing how this angle connects, or what it is for. Is this angle part of the vehicular guardrail system? Please clarify.
GOVERNMENT RESPONSE:
Barrier cable information including intermediate angles and light wall connections are indicated i n Details A1, C1, C5, and D3 on Drawing S-361.
49. Reference: A-764
There are details for conduit guards on A-764. There isn't a way to determine how many will be required since the routing of the conduits isn't determined until the shop drawing process. We recommend an allowance for this item. Please clarify, GOVERNMENT RESPONSE: Detail C2/A764 applies to all vertical risers in the traffic and parking areas of the facility. It is the General Contractor’s responsibility to coordin ate riser quantities and locations among impacted trades.
50. Reference: A-413; A-562
There are stainless steel and glass guardrail systems at Stairs 1 and 2 (see A-413; A-562). There don't appear to be any Ornamental Railing (057000) specifications to govern this work. Please provide missing specification.
GOVERNMENT RESPONSE: Update to specification section 05 52 00 will be issued in forthcoming amendment.
51. Reference: A-413; A-562
There don't appear to be wall mounted handrail details for Stairs 1 and 2 (see A-413; A-562). It is assumed they wall mounted handrails will be stainless steel to match the guardrail systems? Please confirm.
GOVERNMENT RESPONSE: Provide 1 ½" diameter wall mounted stainless steel handrails to match the guardrail system.
52. Reference: A-413; A-562
The grip rail for the stainless and glass guardrail system on B4/A-562 is indicated to be steel. This seems incorrect. Please confirm it should be stainless steel to match the balance of the guardrail system.
GOVERNMENT RESPONSE: Provide 1 ½" diameter stainless steel handrail to match the guardrail system.
53. Reference: A-413; A-562
The stainless and glass guardrails appear to be mounted to the top of the stair stringer. There doesn't appear to be a detail showing mounting method for the railing. Typically, you wouldn't weld stainless steel to steel. Please confirm a bolted connection using a mounting plate will be acceptable.
GOVERNMENT RESPONSE: Bolted connection and mounting plate is acceptable.
54. Reference: A-418
There are not any enlarged details of the concrete egress stairs on A-418. Will the concrete egress stairs require stair nosings? Please clarify.
GOVERNMENT RESPONSE: Stair nosings are not required. Refer to detail B1/S-501.
55. Reference: A-126; A-410
There doesn't appear to be a section or specific elevation of the catwalk guardrail system (see A-126).
Please confirm it is a 3 line system to match the catwalk access stairs on A-410.
GOVERNMENT RESPONSE: Refer to detail B1/A-562.

In numerous locations on the fireproofing diagrams (GJ110 and GJ120) there appears to be a transition from cementitious fireproofing to intumescent on individual steel members. This is not practical nor are we sure UL will allow for this. Typically, you would want the member to comply with a single test. We recommend extending the limits of the intumescent from D.5 line as shown on GJ110 to D line to accommodate this. Please provide updated fireproofing diagrams and confirm.
GOVERNMENT RESPONSE: Refer to General Note #6 on sheet A-301 for required locations of intumescent and cementitious fireproofing. Continue intumescent coating for exposed structural members for the full extent of the member.
