01.054 1 ls “Demolish…all vehicle fighting position” There is no reference to the demolition of the existing berm – firing line.
Pease clarify.
RESPONSE: At the position of the new 0 m line there is an old rifle firing line system out of a trench, approximately 1 m deep and 1 m wide stabilized by wooden boards to the side.
Also maximum 3 ea tank positions are installed in the same row, out of a hole approximately 1.2 m deep 4x8m in length with a ramp 8m long and a surrounding berm approximately 1 m high.
PPI #20.
01.059 1 ea “deliver and install transformer station building…see drawings” In Drawing no.5 there are two types of transformer buildings (Type A and Type B).
The description of the building and technical specifications of the transformer (oil cooled) seem to be leading only to type B building.
Please clarify and also please specify if the required dimensions are fixed or they could vary.
RESPONSE: The specified transformer station “Type B” is a typical station how it will be used in Germany. Due to different suppliers dimensions can vary up to 5%, as long as all system related built-in parts such as high voltage switch, low voltage power panel, new transformer and all other parts have enough space to be installed.
As we received a diagram from a typical Moldovan transformer station, Type A, from the power supplier, we thought, if the power supplier agree with the standard type, and if its built according to their requirements (must be confirmed by an official letter from the Moldovan Power supplier), this type of transformer station can be used. We had no specifications on this type of transformer station available.
Therefore we suggest that the contractor will bid for both options, and it will be decided, which one will be installed after we saw the cost.
PPI #21.
01.061 Referring to Low voltage distribution, the switching capacity of the 160a Main Circuit Breaker should be 50 KA?
Please note that the transformer is only 100KVA and the SHORT CIRCUIT CURRENT VALUE given in page 12 (General description) is 2.84 KA.
Please clarify.
RESPONSE: 50 kA is a proof load for the switch according to our standard.
PPI #22.
01.062 1 ea “Check, install and connect oil-cooled three-phase transformer…” As per the above item there is no mention about the procurement of the transformer.
In order to avoid misunderstandings please clarify.
RESPONSE: Item must read:
1 ea Deliver (instead of Check) install and connect. The entire text is the same.
PPI #23.
01.064 Referring to transformer fixed compensation, in the line item description the nominal capacity is 18 kVAr and in Drawing no. 6 the nominal capacity is 8kVAr.
Please clarify.
RESPONSE: 18 kVAr as per Item 01.064 is the right capacity.
PPI #24.
01.067/01.088 Referring to 10 KV cable, the cable used between the Transformer Section and Transformer is 3 single core plastic cable 10KV type N2XS2Y 1x35 sqmm (no quantity provided! – 1 ea?) where as the connection between the LEA 10 KV and Transformer Section is done using 3 single core 1x50/16 cable.
In our opinion the cables should be the same section.
Please clarify.
RESPONSE: Since this is a fused portion between high voltage switch and transformer and only 3 ea cables with a system length of maximum 10 m (installed inside the transformer station). The size is OK. If the contractor wants to use the same type as installed in the cable trench, we have no problem, as long as all other system parts will fit.
PPI #25.
01.071 “connection of 20 KV single cable”.
The used connection is 10 KV not 20 KV.
Please clarify
RESPONSE: The used connection is 10 kV.
PPI #26.
01.082 1 ea “deliver and install earth electrode of galvanized band steel 30x 3.5 mm…the grounding band shall be installed around the building 50 cm deep into the ground, approximately 1.30 m from the building”.
At page 15 “General description” the specifications (according with the Moldovan power supply Company) require 38 m hot laminated round steel 16mm for transformer station grounding, 8ea hot laminated round steel 20 mm for grounding rods for transformer station.
Please clarify.
RESPONSE: If the Moldovan power supply company states that the use of hot laminated round steel 16 mm with 8 ea hot laminated round steel rods for this purpose is a requirement, we have no problem to use this material and the performance, as long as the needed ground resistance will be reached.
PPI #27.
01.090 According to line item description, the cable leading into the NH fuse box is 4x70 and 3 fuses rated at 40 A.
According to Drawing no.5 the cable leading into the NH fuse box is 4x35, the cable going out of the NH fuse box is 5x16 and the fuse is rated at 35 A.
Please clarify.
RESPONSE: The cables leading the fuse box are 5x35 sqmm and 5x16 sqmm, the fuses should be rated 35 A.
PPI #28.
01.092 1 ea “ leading data cable A-2YF (L) 2Y10 X 2 X 0.8 mm into new tower Junction Box” For all other Junction Boxes for data cable there are specifications and dimensions and are specifically required to be “delivered and installed”.
Please confirm the junction box has to be priced under this line item and provide details for dimensions and special requirements if any.
RESPONSE: Add to 01.092 Deliver and install distribution box for data cables, Tower Junction Box (TJB), out of stainless steel sheet, protection type IP 65, NEMA 4, with door and hinges, cover removable with tools only, cable lead-in for data cable A-2YF (L) 2Y10 X 2 X 0.8 mm by metal screw connection, cable exit for steel armored conduit PG 48, all lead-in from underneath, with fitting and screw connection, dimensions h/w/d = 1000/800/300 mm, with grounding connection bolt for connection of grounding cable 1 x 50 sqmm, 10m grounding cable NYY 1x 50 sqmm from the grounding bus bar to the TJB installed in the cable duct and connection on both sides is part of this item. Fastening for built-in equipment at the carrier steel plate (dimensions h/w/d = 955/739/3 mm) with 6 studs, M8, with nuts and two washers (details see enclosed file, Attachment 1 to item 01.092.pdf), with traction relief and line-up rails for cables, with wall mounting equipment with bolts and auxiliary means.
PPI #29.
02. Repair Heavy Duty Traffic Road 02.002
At page 5 “General Description” it is stated “Install new main heavy duty traffic road section in a total length of approximately 1800 meters on existing trail”. “The road material must be excavated in a width of 7 m and a depth of
0.4 m”. – which means 5040 cbm At page 47 “Quantity Description” it is stated “4000 cbm – soil excavation of existing road up to depth of 0.4 m in a total length of 1750 m” – which mans 4900 cbm On Drawing no. 10 the total length of the road is 1739 m – which means 4869.2 cbm
Even if we consider the shortest length of road according to the drawing it still results in a difference in quantity of
869.2 sqm.
Please clarify.
RESPONSE: 4900 cbm soil excavation is the right quantity. The total length will be 1750 m.
PPI #30.
02.006 According to the site conditions as well as the drawings provided, a minimum of 3 culverts are needed ( the dimension/flow capacity will be known after the topographic survey – estimated 800-1000 mm) since the road is crossing 3 valleys.
Please clarify/confirm.
RESPONSE: The design for the road was done without any more information than a layout. If there are 3 ea valleys, than there is a need of 3 ea road culvert crossings in the estimated dimension. This must be added to this item.
PPI #31.
02.003 At page 05 “General Description” it is stated “ install heavy load filter fabric on the new subgrade” At page 47 item 003 it is stated “Deliver and install geotextile of plastic mesh class 5” For other items:
01.031 “ multipurpose range” (12,200 sqm net surface), as well as item 03.019 “Combined 300m range 1 & 2” (2,800 sqm net surface) is noted “installed on high-load filter fabric”.
Please clarify if you are referring to the same material as for the Heavy duty traffic road.
Moreover for all other access roads and platforms, the heavy load filter fabric is not mentioned separately which may prove to be ambiguous when pricing (being a significant quantity of over 18,000 sqm of material to be provided).
Both materials can be used for road construction but for different purposes
RESPONSE: General: For all gravelled road and parking areas which are specified with filter fabric, use class 5.
PPI #32.
03. Combined 300m range I and II without electric 03.005
1. 25,000 cbm – “load, transport, install, compact and shape material” for “target pits earth embankment, backstop berm, fill to raise targets and berm for personal fighting position”.
Acccording to drawing no. 11, the total volume resulted for these operations is in excess of 30,000 cbm.
Note Following our observations on site, the 25,000 cbm necessary for the target pits earth embankment, backstop berm, fill to raise targets and berm for personal fighting position, is available in the existing separation berm (approximately 9000 cbm) and the excess soil above the ±0 level of the range(the existing surface is not flat but has an elliptical shape, on approx 80% of the total surface, with an approximate height at the middle of the range of 0.5-0.6 m (which means over 16,000 cbm).
The rest of 5,000 cbm can be used from item 03.006 Please clarify which quantity should be priced.
RESPONSE: Quantity of Item 3.005 will be raised to a total quantity of 31,000 cbm and the price must be adjusted accordingly.
PPI #33.
03.005
2. This item refers only to “target pits earth embankment, backstop berm, fill to raise targets and berm for personal fighting position”, meaning that the 2 existing side berms are not part of the SOW.
Please clarify/confirm.
RESPONSE: To raise of total length of existing side berms are not part of this design package. Connect continuous the existing side berm height to the end berm height at the last 25 m.
PPI #34.
03.005
3. “The slide protection i.e. netting installed on the top layer is part of this item” Is the slide protection netting to be installed only on the interior slope (towards the range) or on both sides of the berm?
RESPONSE: The slide protection must be installed on both sides of the berm.
PPI #35.
03.005
4. Referring to the firing position line 0, no typical section (detail) for the berm is provided in the drawings. In drawing no 11 “Section Range Floor” it is noted + 160 cm which means the same height of the front wall of the U shaped prefab and on page no 5 of the “General description” it is mentioned “…entrenched fighting position”.
Please clarify and provide details/description.
RESPONSE: Fighting positions are not entrenched, they are 3 sided molded around with soil.
PPI #36.
03.006
1. 72,000 sqm – “provide new range floor height true to profile …” According to Drawing no. 11 the total surface of the range is around 90,000 sqm Please clarify the total surface to be priced (Entire area between all three berms or just the targetry area?)
RESPONSE: Just the target area.
PPI #37.
03.006
2. Provide new range floor according to Drawing no. 11, with -1m from the zero level at target line 100m results in a total quantity of more than 30,000 cbm only for the targetry area and more than 40,000 cbm for the entire area between the three berms.
This volume requires excavation and transportation, not only leveling as the BoQ line implies.
Please explain.
RESPONSE: The 0.00 m level is fictive. That means if the end berm height is 7 m higher than the last target you can cut and fill. For example: Instead of digging-in the targets at the 100 m line by 1 m, raise the 0 m line and targets at 300 m by 0.5 m, therefore, the 100 target line should only be lowered by 0.5 m.
PPI #38.
03.006
3. Also, “ Access materials would be used for item 03.010” has no logic. If this refers to 03.005, only around 5,000 cbm (missing quantity) can be used, the rest of backfilling quantity would come from the existing berm which has to be removed and excess volume above the ±0 level, (see Note 03.005) meaning around 25.000 cbm would have to be disposed of.
Please clarify.
RESPONSE: Access material refers to Item 03.005. No material will be disposed. If additional access material will be available it will be used to extend the berm structure of item 04.002.
PPI #39.
03.006
4. Given the new profile of the range floor and being enclosed by berms may result in a rain water discharge issue (the water will accumulate on the lower part of the range – 100m firing line). We did not see on the drawings or general description any solution for this potential issue.
Please clarify whether this potential issue was taken into consideration or the cost for ditches around the range and culverts has to be priced on this offer.
RESPONSE: Install target protection berm for the 100 m target line so that it stops the water running to the lowest point and a trench 0.5 m deep and 1 m wide 4 m behind this target row for water flow from the opposite side. At the
200 m line install a trench 0.5 m deep and 1 m wide and 4 m behind this target row for water flow from the opposite side. Accumulated water should percolate naturally.
PPI #40.
1. 2800 sqm “Construct gravel areas… such as service roads, parking areas, walkways, entrance roads”.
In Drawing no. 11 it is marked only the parking area and the walkway in a total surface of 1000 sqm and doesn’t show any service or entrance roads.
In Drawing no. 10, from the end of the Heavy duty traffic road (0 + 1739) to the parking area of range 1 and 2 there is a distance of approx 600 m.
If over this 600 m distance there should be a new road, the width of this road resulting from the 1800 sqm remaining surface of gravel would be 3m. This would mean that the Heavy duty traffic road (6m wide) would be continued with this new access road (3m wide). Over this 600m distance at least one culvert is necessary due to the existing site conditions.
Please clarify/confirm.
RESPONSE: Yes, the combined range 1&2 will be connected on the existing route to the heavy duty traffic road by a 3 m wide road. On the layout the distance is 520 m between these two points. Therefore install at least every 150 m an expansion of the road to 6 m in width and in a length of 20 m for parking or passing.
Install a culvert for drainage at the low point.
PPI #41.
If offeror intends to use subcontractor and to include his past performance experience for evaluation in the proposal:
Please specify if we have to provide subcontractor letter of commitment with our proposal? If yes, please inform us about your requirements and/or specific terms to include in this letter of commitment.
RESPONSE: A contractor cannot utilize a subcontractor’s experience to satisfy any of the three evaluation factors under this solicitation, however your experiences performed as a subcontractor can be utilized as stated in Factor 1.
