SF 1442-page no. 1 specified due date on 31st December 2019. However, on the Instruction for the Submission of Offers it was mentioned 4 February

2020. Please confirm the correct proposal submission date.

3 In reference to the Subject Solicitation Posted on Beta.SAM.gov, we would like to know if the solicitation is Only for the existing MACC contract Holders in Djibouti (CLDJ) or non MACC holders can participate to submit a proposal.

This acquisition will be solicited on an unrestricted basis allowing for full and open competition.

15 1.9 INSTRUCTIONS FOR THE SUBMISSION OF OFFERS (page 13 of 63) and

1.12.3 EVALUATION FACTORS FOR AWARD – Basis of Evaluation and

Submittal Requirements (page 16 of 63) . The instructions do not cite a requirement to submit a table of contents, list of figures, acronym list, or cross-reference matrix—items often included as part of the offering. Please clarify if the Government plans to include these items as part of each

Volume’s submittal, and if so, please clarify if they are excluded from the specified page counts.

The Government will not add these items as part of each Volume's submittal.

1.9 INSTRUCTIONS FOR THE SUBMISSION OF OFFERS (page 13 of 63). The instructions require Offerors to submit one (1) original and four (4) copies of their proposal to NAVFAC EURACENT on US. Navy Capodichino Base, Naples, Italy, no later than 12:00 p.m. Central European Time (CET) on 26 February

2020. The instructions also provide specific guidance for Offerors who choose to use DHL, FEDEX, USPS, or HAND CARRYING to deliver their offer. They do not specify if electronic submittal is also an acceptable alternative as a lower cost for submittal and administration. Please clarify if the Government will allow electronic submittals.

Electronic submittals will not be allowed. AMD # 03

1.12 NON-PRICE EVALUATION FACTORS, NON-PRICE FACTOR 1 EXPERIENCE

(page 18 of 63). The instructions state Offerors MUST utilize the Construction and Design Experience Data Sheet (Attachment 4) to submit applicable project information. Attachment 4 does not exist, and the closest Attachment based on Amendment 1 is now Attachment B. However, upon review of

Attachment B, the Attachment requests Construction experience only. Please advise if the Government is going to provide a Construction AND Design data sheet. Also, please advise if the Government will change the reference to reflect Attachment B vs Attachment 4.

The Government will not provide a Construction and Design data sheet.

1.12 PRICE EVALUATION FACTOR, Price: (Volume I – Price Proposal) (page 16 of 63). The instructions for paragraph 5) state that Offerors are to complete

Attachment 7 Seed Project Coefficient Schedule. However, Attachment 7 does not exist, Please advise if the Government is going to post a Seed Project

Coefficient Schedule for Offerors to use.

Please refer to page 6 of the Solicitation for the

Seed Project Coefficient Schedule. Please complete and include this in the proposal.

1.12 PRICE EVALUATION FACTOR, Price: (Volume I – Price Proposal) (page 16 of 63). In the Description of Coefficients paragraph, the instructions state

“refer to the General Requirements in Section 00800 paragraph C.4

Coefficients for a description of what is and what is not to be included in the proposed Coefficients for pre-priced items. Section 00800 on page 63 of 63 is entitled Special Contract Requirements and the section is void of any content.

Please advise where we can find the referenced coefficients description.

Please refer to page 6 of the Solicitation for the

Seed Project Coefficient Schedule. Please complete and include this in the proposal.

20 Statement of Work, page 8 of 18, paragraph C.4.4. In this paragraph, Offerors are told that the coefficients are provided in Section J-C4, Coefficient

Schedule. However, Section J-C4 does not appear to exist, nor is it on beta.SAM.gov. Please advise if the Government is going to post a Coefficient

Schedule for Offerors to use.

Please refer to page 6 of the Solicitation for the

Seed Project Coefficient Schedule. Please complete and include this in the proposal.

21 1.7 PREAWARD SURVEY/RESPONSIBILITY DETERMINATION, page 11 of 63, states offerors are to submit Company financial statements (balance sheets and income statements) for the past two years. However, the Price Evaluation

Factor, Subparagraph 8 on page 17 of 63 states three years. Please clarify which is correct.

Please submit Company financial statements for the past three years.

AMD # 03

Non-Price Factor 2, Management Approach, Subparagraph (a) 1), page 19 of

63, states that offerors are to see Specifications for personnel requirements for the Project Manager, Quality Control Manager, and Site Safety and Health

Officer. However, the key personnel requirements are not specified. Please advise if the Government is going to post requirements for these three positions.

The Government will not post requirements for these three positions.

AMD # 03

Non-Price Factor 2, Management Approach, Subparagraph (a) 1), page 19 of

63, states that offerors are to see Specifications for personnel requirements for the Project Manager, Quality Manager, and Site Safety & Health Officer.

They do not appear to exist. However, SOW Paragraph C.11.1, Specification

01 50 00.05 20 Paragraph 1.6 Supervision (page 35 of 305) is the first identifiable reference to Project Manager qualification requirements. SOW

Paragraph C.11.1, Specification SECTION 01 35 26.05 20 (page 97 of 305) is the first identifiable reference to the SS&HO qualification requirements.

SOW Paragraph C.11.1, Specification SECTION 03 30 00 (page 213 of 305) is the first identifiable reference to the Quality Manager qualification requirements. Please advise if these requirements are the Specifications you are referencing in the Non-Price Factor 2 are for the IDIQ level key personnel or for JOC Task Order level key personnel. If neither, please provide the location of said specifications or provide updated requirements for IDIQ and

Task Order level key personnel.

24 The Standard Form 1442, Paragraph 13.A and Amendment 001 page 3 states that the proposal is due on Feb 26, 2020, at 2 p.m., but Section 1.9

INSTRUCTIONS FOR THE SUBMISSION OF OFFERS, Page 13 of 63 states the closing date and time for receipt of proposals is no later than 12:00 p.m.

Central European Time (CET) on 26 February 2020. Please clarify which is the correct time.

Due date is 26 February 2020 2PM Naples Italy. AMD # 03

The Standard Form 1442, Paragraph 13.D states Offers providing less than

120 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected. However, Page 8 of 63 states that the Offeror agrees the bid is good and valid for 90 days after proposal receipt.

Please clarify which is the correct length of time.

The Offerors agree to 120 calendar days for

Government acceptance.

AMD # 03

ELIN Schedule, page 6 of 63, and SOW Section C.10 PRE-PRICED LINE ITEMS

(OUTSIDE OF R.S. MEANS), page 12 of 305. In the ELIN Schedule, Offerors are instructed to include their coefficients applicable to established R.S. MEANS cost data for FFP pre-priced line items. However, SOW Paragraph C.10 refers to Pre-priced Line items outside of R.S. MEANS, but there are no provisions in the CLINS or ELIN schedule to respond to these outside-of-R.S. MEANS pre-priced items. Please clarify if it is the Government’s intent to have the C.10 requirements included in the FFP pre-priced line item coefficient, or if it requires a separate coefficient and/or associated cost for these outside-of-

R.S. MEANS line items.

27 Please advise if the incumbent is eligible to submit a proposal. Yes, the incumbent is eligible. AMD # 03

28 Can the Government provide the last coefficient from the previous JOC contract?

The last Coefficient is provided in Amendment 03. AMD # 03

Solicitation Section 00010 Page 3 of 63; ELIN Coefficient Schedule Page 6 of

63; and Price Evaluation Factor Page 16 of 63. The price evaluation factor instructions state that on the Coefficient Schedule, the offeror is to multiply the proposed coefficients by their associated multiplier to arrive at an

Estimated Amount for CLINs 0001 through 0005. However, upon investigation, it does not appear the Government has provided the associated multiplier for offerors to use with their coefficients to arrive at the Estimated

Amount. Please clarify if it is the Government’s intent to provide the associated multipliers as plug numbers.

See Amendment 04 which incorporates a revised bid schedule: Attachment F - Bid Schedule.

AMD # 04

In the Section C.10.1, Offerors are instructed to address Top End Generator

Overhaul as one of the pre-priced line items outside of R.S. Means. It is not clear: 1. If the Government is seeking pre-pricing for a 1st overhaul, 2nd overhaul, or both combined. 2. How many of each overhaul category you are asking offerors to price. 3. If the Government seeks unit pricing to be applied to the base year and each option year. Please clarify.

1. Provide a unit cost for either a 1st or 2nd overhaul.

2. Provide a cost for a singe overhaul (1st or 2nd) and single generator replacement. The actual quantity required per year will vary.

3. See Amendment 04 - Pre-Priced Line Items

(Outside of RS Means) Schedule. A unit price shall be provided for the base year and each option year.

In the Section C.10.2, Offerors are instructed to address replacing a Generator as one of the pre-priced line items outside of R.S. Means. It is not clear if the

Government seeks pricing for one generator for the base year and one for each option year, or just the base year. Please clarify.

2. Provide a cost for a singe overhaul (1st or 2nd) and single generator replacement. The actual quantity required per year will vary.

Solicitation Section 00700 Page 62 of 63; NFAS Clause 5252.245-9302 Limited

Assumption Of Risk By Government (Jun 1994). The clause appears to have been removed and reserved in the October 2018 (through Change 1, 02

August 2019) Naval Facilities Acquisition Standards (see NFAS pages 133 and

149). Is there a newer NFAS standard issued reinstating the clause? If not, will the clause be removed from the RFP?

Offerors shall submit one (1) original and four (4) copies of the proposal. It is the responsibility of the Offeror to ensure the submitted proposal reaches the

NAVFAC EURAFCENT office, specifically to Ms. Michelle Ruiz. Offeror’s proposal must be accepted at the NAVFAC EURAFCENT Office; the NAVFAC

EURAFCENT will not be responsible for accepting proposals delivered to the

Main Gate. PPI Response, 30 Jan 2020, Response 16 - Electronic submittals will not be allowed. On Friday, January 31, the Council of Ministers has declared a state of emergency across Italy as of 10:00 (local time) due to the ongoing outbreak of novel coronavirus (2019-nCoV). Authorities stated that the decision comes, "as a consequence of the health risk associated with the onset of pathologies deriving from transmissible viral agents." As of Friday, the state of emergency is in effect for six months, though may be extended later. Will the government reconsider the requirement for hard copies, due to the ongoing global health crisis stemming from the novel coronavirus outbreak?

Hard copies will be required. AMD # 04

35 Amendment 02, Summary of Changes, Paragraph 7 page 2 of 3. According to

Amendment 02, Attachment C is now titled “Pre-proposal Inquiry (PPI)

Form”, and Attachment E is titled “Past Performance Questionnaire (PPQ)”.

This is a switch of the file names shown on beta.SAM.gov where currently

Attachment C is the PPQ and Attachment E is the PPI. Please clarify which is correct.

The attachment listing is revised as follows:

Attachment E "Pre-Proposal Inquiry (PPI) Form" and Attachment C "Past Performance

Questionnaire."

AMD # 04

Seed Project, Bid Option 2, page 2 of 58 and associated drawings W-D10 and

W-E10. Seed Project Bid Option 2 Remove and replace 200mm water line drawing W-D10, note 1 and W-E10 Note 3. This line is under the new fuel farm concrete and was damaged and abandoned during construction. Please clarify if this water line to be removed and replaced.

Seed Project, Statement of Work, 12 Dec 2019, Section G10 1.5 Geotechnical

Report. Please clarify: Is the Government expecting geotechnical studies and reports for this project to include pile driving results and analysis, site map indicating the location of borings, 24 hour groundwater observation, settlement analysis, bearing capacity analysis……… as stated in the SOW.

RFP Section 00100 Subsection 1.12 does not indicate the Government’s preference for received “Acknowledgment of Amendments” within Volume I

– Price Proposal. Should Offerors provide signed copies of SF30s within the volume, acknowledge all amendments on the SF1442, or simply state acknowledgment within the volume?

Acknowledge all amendments on the SF1442 and in accordance with SF30, Block 11.

41 RFP Section 00100 Subsection 1.12 does not include any page limits for

Volume I – Price Proposal other than the “Coefficient Schedule Narrative.”

Should Offerors factor in any page limitations when supplying the requested information?

There is no page limitation; however, only those required elements of the price proposal will be evaluated.

RFP Section 00100 Subsection 1.12 does not include any font size or type limitations for Volume I – Price Proposal. Should Offerors use industry standards such as no smaller than Times New Roman or Arial 11 point font for text and 10 point font for table/attachment text?

Yes, Times New Roman or Arial 11 point font for text and 10 point font for table/attachment text is acceptable.

43 Per RFP Section 00100 Subsection 1.12, the Government states that Factor 1

– Experience projects include the definition of the following: “The construction project has been performed and completed within the last 5 years at the date of issuance of this RFP.” Can the Government clarify if ongoing projects that are more than 50% complete can be used for Factor 1 –

Experience?

Construction projects must be completed. AMD # 04

44 Page 19 of 63. NON-PRICE FACTOR 2, MANAGEMENT APPROACH. Paragraph

(a) (1) references the following: (See Specifications for Personnel

Requirements) Can the Government please provide this document? Can offeror utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under Factor-1 Experience.

Please see Amendment 03. Please reference the

Statement of Work for the personnel requirements. Please note that Amendment 0002 provided a revised Statement of Work.

Coefficient schedule (solicitation document, page 3 of 3) last line shows 90 days whereas SF1442 block 13 section D shows 120 days, please advise which one is correct.

Will the Government confirm that Offerors would need to comply with local host nation laws and regulations (per SOW Section C.1)? If so, please confirm that the Offeror would need to have a Djiboutian business license and be a

Registered Djibouti Business at the time of bid. (per SOW Section C.1.3)?

All Offerors to be considered eligible for award must submit a statement under oath stating that their firm is in compliance with all host nation laws, rules, and regulations.

at the time of submittal of the proposal. This statement must be signed under oath by an officer or representative who is legally authorized to bind the entity. Additionally, the solicitation is being amended to include the above requirement under 1.7 Pre-Award

Survey/Responsibility Determination. Section 1.1

General Description and Scope of Work is also being amended to include the following requirement, "During work performance, Awardee must comply with host nation laws, rules and regulations."

AMD # 05

Per RFP Section 00100 Subsection 1.12, the Government provides criteria for the projects deemed allowable and relevant for Factor 1 – Experience. The language includes the following: “The Government will not consider any project submitted for Factor 1 if it was performed by a firm other than the offeror and there is no supporting joint venture agreement, partnership agreement, teaming agreement, letter of commitment, or explanation of meaningful involvement. Offerors are still limited to a total of ten projects combined.” Can the Government clarify if Offerors can use the experience of teammates (not JV partners) and/or major subcontractors as long as a

Teaming Agreement (TA) is included in Volume II – Non-Price Proposal? If so, can the Government confirm that the TA(s) should be included at the end of

Factor 1 and would be considered outside of any defined Factor 1/Volume page count?

Yes, Offerors are allowed to use teammates or major subcontractors as long as teammates are included in Volume II-NonPrice Proposal. However, if subcontractors or teaming arrangements are used then less credit may be given for experience.

AMD # 05

Per RFP Section 00100 Subsection 1.12, the Government requests “evidence of availability of working/operating capital from an independent financial institution which will be used for the performance of the resultant contract.”

Can the Government confirm that a letter from the prime Offeror’s bank regarding their credit line satisfy this requirement? If not, can the

Government clarify what documentation must be provided?

Yes, Offerors are to provide company financial statements. This may include a letter from the prime Offeror’s bank regarding their credit line.

b. Financial resources available to perform the contract. Submit evidence of availability of working/operating capital that will be used for the performance of the contract. If the offeror plans to rely on financial support from other sources, identify the maximum lines of credit that will be available to include documentation to support the amounts. The maximum lines of credit should be based upon the inclusion of this contract effort.

For joint ventures, discuss the financial responsibilities among companies and provide the same information for each partner.

Estimated amount for CLINs 0001 thru 0005”. 1. Kindly clarify what does

“associated multiplier” stands for. 2. Do we need to fill Section 00010, Item

no. 0001 to Item No 0005. If yes, we are not sure how to calculate the estimated amount for each year, please provide an example so that we can fill ELINs and CLINs correctly.

The drawings indicate reconnecting all existing services and appurtenances but the specifications indicate replacement of associated valves, fittings, lateral connections, blow offs or other appurtenances connected to the section of the distribution system that is to be replaced.

Similarly, the RFP Bid Option 1 calls for filling with flowable cementious low strength grout not identified in the drawings. Please clarify if the order of precedence is to follow the Seed project RFP specifications or the drawings first.

56 Amendment 04 PPI LOG Question 28. Amendment 04 PPI LOG Question 28 states that last coefficient was provided was provided in amendment 03. Can the Government please clarify, where in amendment 03 this information is located.

Is it possible to extend the proposal due date, by AT LEAST one day? Given that we’re shipping the proposals from Los Angeles, CA there’s 2 days of transit time for both DHL and FedEx, neither of them can guarantee delivery

PRIOR to 12PM meaning, that means in order for us to make sure the government receives the proposals in time we’d have to send out the proposal on Friday. We have concerns regarding our package getting lost in transit, during the weekend.

The proposal due date is extended to 28 February

Please clarify, is the Price Proposal and NON COST Proposal supposed to be submitted in Separate Volumes (i.e. separate binders)? Meaning offeror is supposed to submit 8 copies of the proposal is total (4- copies of Volume I price Proposal, 4- copies of Volume II Non-Cost proposal).

Yes, Volume I and Volume II are to be bound separately.
