About this file

The file is a pricing data attachment (Attachment 3) for a U.S. Navy Military Sealift Command solicitation (N3220525R6003) for a specialized maritime vessel charter. The solicitation requires a time charter for one US-flagged or foreign-flagged vessel (to be reflagged US) capable of towing an acoustic array for naval operations, with specific technical requirements including the ability to tow at 4-6 knots, maintain heading within 5 degrees, and operate worldwide, including in Arctic and Antarctic regions with ice class D0 capabilities.

The contract structure includes a one-year base period followed by three 1-year option periods and one 11-month option period. The vessel will be used to tow a passive acoustic monitoring system for up to 60-day events, 24 hours per day. The solicitation was amended twice (A0001 and A0002), with the most recent amendment on 02 OCT 2025 updating various attachments and addressing potential offerors' questions. The procurement is a fixed-price time charter with reimbursable elements, targeting vessels that can support critical U.S. Navy acoustic monitoring operations across global maritime environments.
