Statement
The government customer is reluctant to sign a contractor proposal document. On the other hand, they did indicate they would discuss it if contacted. Based on this can we please delete the requirement for the government to sign Attachment L-2?
As detailed in Section L, Part B, 1.4, an Offeror may choose to provide official, verifiable documentation in order to validate their experience or provide an alternate written verification using an obtained signature. A government-signature is not required on a submitted Attachment L-2 CAME if the Offeror complies with Section
L, Part B, 1.4, paragraphs a), b) and c).
2 RFP K.1 a)
Referencing Amendment 0001, Page 13 Paragraph 2.4b states signed Section K.1 a), directs us to Page 67 on the RFP, specifically Section K.1 a) states we shall electronically or manually fill out in its entirety and submit in PDF format.
Is it as simple as just checking the appropriate boxes and signing next to that and submit as a PDF? There is no signature box available, and therefore wanted to ensure that we are tracking correctly because there is not a typical Rep and Certs checklist provided.
Amendment 0002 revised Section L, Part B, 2.4 b) to require a "Completed" Section K be provided rather than a "Signed".
3 RFP
Section L, Part
B, 1.3.2 e)
We want to clarify that EACH contract reference has to be over $2 Million? Or just one of the references has to be above $2 Million and the rest can be below that threshold?
As detailed in Section L, Part B, 1.3.2, each individual contract reference must demonstrate all requirements under 1.3.2; therefore, each reference must be equal to or greater than $2M.
4 RFP Q&A #2 Question #1 The government answer "Companies can utilize the Interested Vendors feature in betaSAM.." We are confused on where that feature is located and/or accessed.
Companies can find additional information using the Learning Center Library on the beta.SAM website.

5 RFP Q&A #2 Question #11
The USG states in response to question 11 on the second questions document that; "As detailed in Section L, Part A, 2.1.7 Table G-2, the Volume 1 T Tables and CAME shall be submitted as individual electronic files on the L-1 and L-2 RFP Attachment forms.
The tables should not be embedded within the Volume 1 Tech#.docs file or submitted as separate files".
Question: In Section L, Part B.1.1 and B.1.2 it states that the tables shall be submitted within this section which are the instructions for the Tech development. How does that reconcile with the USG response that it is not to be included in the Vol 1 Tech yet the tables are listed as tables in the Tech in the Section L table G-2?
Lastly, in your response to Offerors you state that the tables are not to be embedded OR submitted as separate files. Will the USG please make it more clear as to where the T-
1, T-2 and CAME tables are to reside and correct any ambiguities?
Attachments L-1 is one excel file that contains two different tables, T-1 and T-2, on separate tabs. The tables should be completed and saved in one excel file. They should not be embedded in a .docx file or saved as separate excel files.
Attachment L-2 is a separate Word file. A separate L-2 file should be submitted for each contract reference.
L-1 and L-2 are part of Volume 1, but should be submitted as separate files under
Volume 1 rather than embedded in one file.
