1 All All - Generic Question
We are a small business that is not within close proximity of the Washington DC metro area, actively looking for partners in order to participate in future KRACEn MAC task orders that include our area(s) of expertise. Can you supply names of companies that may be potential bidders or provide additional information concerning identifying potential partners as the program is centered in the Washington DC area?
Companies can utilize the Interested Vendors feature in betaSAM to identify themselves for future partnering/subcontracting opportunities. In addition, once the
MAC contract awards are made, an award notice will be posted to betaSAM identifying the successful offerors.
2 DD254 All - Generic Question Does the offeror require a SECRET Facility clearance at time of proposal submission?
Or will the USG be willing to sponsor clearance upon each Task Order award.
here is no DD254 requirement at the basic MAC Level. Each task order will identify
DD254 requirements and when they must be in place.
3 Att L-2 & RFP Att L-2 Signature Block &
Section L, Part A, Table G-2
Electronic signatures on Atch L-2 result in a "recoverable signature" error if the signing entity does not have a trusted certificate. Will the USG accept a recoverable signature, or would the USG prefer an alternate signature method?
In the event of a signature error, the Government would accept a pdf document with a signature In ADDITION to the requirements outlined in Section L. This will be clarified in a future amendment.
4 Att L-2 & RFP Att L-2 Signature Block &
Section L, Part A, Table G-2
Table-G-2 instructs Offerors to provide both .docx and .pdf versions of completed
Attachment L-2, Vol I, CAME. If an Offeror is providing “alternate written verification,” as defined in Section L, Part B, 1.4 Annex A, would the Government accept only a .pdf version of the CAME in the electronic copy as it may be difficult for
Contract POCs to provide a signature in a Word file. Or would the Government accept that Offerors provide a completed .docx version without signature and a completed and signed .pdf version in their response?
In the event of a signature error, the Government would accept a pdf document with a signature In ADDITION to the requirements outlined in Section L. This will be clarified in a future amendment.
5 PWS & RFP
Entire PWS & Section L, Part B, 1.3
Working thru the RFP and Performance Work Statement there doesn’t seem to be any requirement for Experience building A-Kits or Installation Kitting or Engineering, are these a given?
All Experience is around Maintenance / Touch Labor, should we include contracts for
A-Kits somewhere else? Or Engineering Programs? Or is this to be added to our overall
Experience / Technical Capability?
As stated in Section L, Part B, para 1.3 d), the Offeror shall demonstrate it meets all criteria listed in 1.3.1 and 1.3.2. The building of “A” and “B” kits and/or installation/Engineering may be considered part of 1.3.2 c) in the evaluation elements when considering the definition of aircraft maintenance.
6 PWS & RFP
PWS para 5.1 & RFP Section
L, Part B, 1.3.2
Is the Government planning to split out the sub-requirements of paragraph 5.1 or is it requiring offerors to have performed all areas listed and be able to provide all of that support at any given time? The evaluation criteria appear to focus only on maintenance rather than the requirements of 5.1?
The Government intends to make a MAC award to each and all qualifying Offerors as outlined in Section M. The Government intends to use the terms of H.1 when determining the criteria for future task orders. Future task orders may include any combination of sub-requirements covered under paragraph 5.1; however, there is no requirement for offerors to bid on all future task orders.

7 Q&A #1 Question # 9
If an Offeror has not performed maintenance on one of the 6 areas listed as a core function and cannot submit adequate past performance information for that area, will the Government still evaluate the Offeror?
As stated in Section M, Part B, 1f) "Failure to address part or parts of the technical factor caused by a lack of information may result in the Government assessing the proposal as Unacceptable. The Government may eliminate an Unacceptable proposal from the competition at any time during the evaluation process."
8 RFP K.1(a)
Under 48 CFR 9903.201-1, small business contracts are exempt from FAR 52.230-1.
Due to the Section K requirement needing to be filled out “in its entirety” will the government consider removing FAR 52.230-1 from the flowdowns due to this being a small business set-aside.
Section K FAR Clause 52.230-1 was removed from the KRACEn RFP in Amendment
0001.
9 RFP Section L, Part A, 2, 2.
Offerors are instructed to number each page of the submittal with the volume, paragraph, and page numbers. Some pages of our response may include multiple paragraphs/sections. Including each paragraph number in the footer would be cumbersome for evaluators and formatting. Please clarify if Offerors are to include proposal response paragraph/section numbers in the footer of each page. If so, we request the Government revise this requirement to only require a volume and page number.
The Government intends to remove ", paragraph," from the RFP in Amendment 0002.
10 RFP Section L, Part A, 2.1.1
The RFP specifies, "The first set of DVD-ROM disks should be marked "Original” .
This implies multiple disks would make up each set. Since there is no Cost Volume with the MAC submission, can the offeror simply supply one DVD-ROM disk with all the required files segregated into 3 folders? (Tech Vol, Contracts Admin Vol, Annex
A
Only one Original Paper Copy and one Original Electronic Copy are required for proposal submission. The applicable text in Section L, Part A, para 2.1.1 and para 3 was revised in Amendment 0001.
11 RFP Section L, Part A, 2.1.7
Will the Government allow the tables mentioned in Table G-2 (T-1, T-2 & CAME) to be submitted as part of the Tech Volume named Vol 1 Tech#.docx (embedded) or must we attach separate electronic files representing these individual Tables as well?
As detailed in Section L, Part A, 2.1.7 Table G-2, the Volume 1 T Tables and CAME shall be submitted as individual electronic files on the L-1 and L-2 RFP Attachment forms. The tables should not be embedded within the Volume 1 Tech#.docs file or submitted as separate files.
12 RFP Section L, Part A, 2.1.7 Does the government intend for the 1 original paper copy to contain both a .pdf and a
.doc file for each documents for volumes 1 and 2 and the Annex?
No, the Government does not intend for the original paper copy to contain both a .pdf and a .doc file. The Governments intent is to have a final .pdf file for all documents as the original and also have the .doc or .xlsx files to assist with the evaluation process.
This will be clarified in a future amendment. Annex A will be revised to only require an electronic submission in a future amendment.
13 RFP Section L, Part A, 2.1.7
The solicitation states that Offerors “should provide one folder for each volume or annex, containing all electronic files requested within the volume or annex.” The wording of this requirement implies that Offerors are to provide the entire electronic submission on one DVD-ROM with folders for each volume and annex. This appears to conflict with Table G-3, which requires one original electronic copy for each volume and annex. Will the Government please clarify if Offerors are to provide their electronic submission on one original DVD-ROM or three separate DVD-ROMs for each volume and annex?
The RFP states "The Offeror should provide one folder for each volume or annex, containing all electronic files requested within the volume or annex." The intent is for this language to indicate that each separate volume requires its own folder, with all files pertaining to that volume located within that folder. This does not make an reference to the number of DVD-ROMs required, and is not meant to conflict with
Table G-3 which instructs offerors to provide one (1) electronic copy of each Volume.
Offerors may submit their entire proposal on one (1) DVD-ROM disk if space allows, as Price is not an evaluation factor. This will be clarified in a future amendment.

14 RFP SF-33; line 7 & line 9
Please clarify what address we are to use when submitting our response. Line 9 of SF-
33 states, "…will be received at the place specified in Item 8, or if handcarried, in the depository located in B460..." (See Item 7). However when viewing Section L (page
79 of 90) 4.1(c) "Proposal Submission" the address differs.
Section L, Part A, para 4. c) details the address to which proposals should be submitted.
15 RFP A.1 a)
Because this MAC covers an extensive range of support services and has a large ceiling, how many contractors do you expect will be admitted to the contract / awarded a MAC contract under the contract vehicle?
The Government intends to make an award to each and all qualifying Offerors as outlined in Section M.
16 RFP Entire Is there any previous incumbent or incumbents for this exact activity (or exact combination of requirements) or is this a new contracting activity altogether?
There are numerous vendors currently providing this type of supplies and services to the Government. Specific incumbents will be identified at the Order level.
17 RFP Section L, Part B, 1.3.1 a)
Section L, Part B, 1.3.1 (a) states “Offeror shall provide proof of current small business status under NAICS 336411 in Annex A.”
Question: Should this proof be included in Annex A or as part of the Volume I –
Technical?
This should be provided as Annex A, which is supporting documentation for Volume
1. Per Section L, Part B, para 1.3 d), 1.3.1 a), the "Offeror shall provide proof of current small business status under NAICS 336411 in Annex A".
18 RFP Section L, Part B, 1.3.2
If an Offeror has not performed direct contract maintenance of airframes in one of the six core areas, is an Annex A, L-2 CAME, etc still required to be submitted? Without an Annex A, L-2 CAME, etc would an Offeror be precluded from participating in the
MAC?
Attachment L-2 CAME is required for each contract reference submitted, with supporting documentation provided in Annex A.
Section L, Part B, para 1.3 d) details the required criteria that must be demonstrated by an Offeror. Specifically, aircraft maintenance as specifically defined in the PWS, for one of the six areas is required. Experience other than direct contract maintenance of airframes could meet the requirements of Section L, Part B, 1.3.2 when considering the PWS definition of aircraft maintenance.
As stated in Section M, Part B, para 1 a), "The Government will evaluate the Offerors
Technical Proposal with respect to its compliance with the requirements identified…"
Further, para e) states "The Government will assign a Technical rating of
"Unacceptable" to a proposal that does not meet the requirements identified in Section
L 1.3.1 and/or Section L 1.3.2".
19 RFP Section L, Part B, 1.3.2, c
Does the Offeror have to have experience performing actual maintenance of any of the
6 items listed in this section? Or can it be logistics or supply chain support of those items?
I ask this because PWS 5.1 lists C: Supply Support and Q: Contracted Logistics
Support as some of the services required under this contract. Furthermore, in Draft
RFP Q&A #1 (19 Dec 2019) the USG answer of question 4 states "logistics functions and maintenance tasks required to keep (US) Government agencies and FMS customers' manned and unmanned aircraft ready, available, and operating worldwide."
Future task orders may include any combination of scope that is listed under paragraph
5.1 of the PWS.
The specific criteria being used to determine MAC awards is listed in the RFP.
Specifically, Section L, Part B, para 1.3 d) details the required experience that must be demonstrated by an Offeror. Aircraft maintenance, as specifically defined in the
PWS, for one of the six areas is required.
