1 Attachment F3 Sheet T-2 Contract
Summary
If an offeror has corporate experience performed as a JV Team Member, how should that experience be represented, given the only choices are PRIME or SUB?
Corporate Experience that was performed by a JV that the Offeror was a
Member of would not count as Corporate Experience for that Offeror. It would only count as experience if the JV was the Offeror.
Please note that only Prime contractor experience will meet the requirements of FOSR paragraph 4.1. Table T-2 in Attachment (F3) will be revised to show "work performed as Prime" in Amendment 0003.
2 Attachment F4 ID # 13 Experience
The Experience requirement for TO-0001 differs from the Experience requirement for the ID/IQ in that TO-
0001 requires experience as a Prime Contractor only and the ID/IQ allows experience as both a
Subcontractor and a Prime Contractor. Will the Government accept Subcontractor experience in addition to
Prime Contractor experience for TO-0001?
No; the Task Order 0001 Corporate Experience requirements remain unchanged.
3 Attachment F6 Summary Sheet Seems to be a calculation error. When inserting regular hours for years the accumulate in the Overtime column in summary tab
The formulas in the Summary tab in Attachment F6 were updated via
Amendment 0002.
4 Attachment F6 Summary Sheet Can Government please ensure that the summary page to the Staffing Plan is populating as intended?
The formulas in the Summary tab in Attachment F6 were updated via
Amendment 0002.
5 Attachment F6 Summary Sheet The formulas for "Total Hours" (Columns B, C & D) are incorrect and incomplete. Will the Gov't be reissuing a new "Attachment F6.xlxs" before the solicitation due date?
The formulas in the Summary tab in Attachment F6 were updated via
Amendment 0002.
6 Attachment F6 Summary Sheet The Summary tab is not carrying over the Regular Hours, Overtime Hours and FTE's correctly The formulas in the Summary tab in Attachment F6 were updated via
Amendment 0002.
7 Attachment F6 Instructions -
Column B/C
Is the intent to have one position per person OR based on number of persons for position. (ex. QAR position has two people) one line with "2" in column b OR two lines identifying QAR with only "1" ?
As detailed on the Instructions tab for Attachment F6, Column A should identify a position title for each person/head. There should be 1 individual identified per row.
8 Attachment F7 Offeror Letter
"Contract #" line
Please clarify what contract would go there? If a past performance, would one letter have to be for each past performance provided
A revised Attachment F7 was provided via Amendment 0002 to remove the
"Contract #" line.
9 Attachment F7 I Prime Contractor, "Contract #"
In attachment (F7) reference is made to a "Contract #". Is this an anticipated Contract # resulting from a
KRACEn award? Is it the USG intention to make a KRACEn award with corresponding contract number prior to the TO-0001 due date and that the successful Offeror is to then place that contract number on
Attachment (F7)?
A revised Attachment F7 was provided via Amendment 0002 to remove the
"Contract #" line.
10 Attachment F8 Entire document The references in each section link back to the FPSR, 4.5.2 Price Matrix instead of 4.5.1 Price Narrative. Is this correct?
The Attachment F8 paragraph references should identify Section(s) in 4.5.1 from the L-4 FOSR. A revised Attachment was provided via Amendment
0002.
11 Attachment F8 a, b, c and d Should references to FOSR Section 4.5.2 in fact be to Section 4.5.1?

Attachment L-4
FOSR

The incumbent contractor is Skyquest Aviation, LLC (CAGE Code 7J8Q1) of Glendale, AZ.
Attachment L-4
FOSR
All Who is the current incumbent on this effort?
The incumbent contractor is Skyquest Aviation, LLC (CAGE Code 7J8Q1) of Glendale, AZ.
Attachment L-4
FOSR
All How long has this requirement been an on-going contracting effort? This effort has been a contracted effort since June 2016.
Attachment L-4
FOSR
2.2, Task Order
Type
Background: The subject FOSR for USMC F/A-18 Maintenance Augmentation Support for MAG-31 at
MCAS Beaufort has historically been procured by MCI East as a SDVOSB set-aside under NAICS 488190.
Specifically, Contract Award - M6700116P0008 went to SkyQuest Aviation LLC; and Contract Award
M6700119P0006 went to SkyQuest Aviation LLC. Neither “Aircraft Manufacturing” nor “Depot Level
Repair” are included in the previous MCI East Statements of Work or this KRACEn FOSR. Considering
NAVAIR has the CMMARS contract vehicle specifically for NAICS 488190, the question begs why
NAVAIR would propose to change the historical NAICS for this effort where the preponderance of work performed is accurately covered by the 488190 NAICS. Additionally, NAVAIR previously announced that
NAICS 488190 efforts would be solicited under the KRACEn Multi-Awards Contract vehicle, once market research was conducted. Question: Would the Government consider changing the Small Business set-aside
NAICS assigned to this FOSR from 336411 to 488190 considering the historical precedence established for this effort and the fact that the Scope of Work does not include “Aircraft Manufacturing” or “Depot Level
Repair”?
NAICS 336411 is appropriate to identify the predominance of the work under the KRACEn MAC requirement based on extensive market research.
As the Task Order 0001 scope falls within the KRACEn MAC scope, NAICS 336411 will remain in effect for the Task Order.

3.4 e)
If all response documents are to be submitted in their original file extension (.docx, .xlsx, etc.) as well as a searchable Adobe (.pdf) format, volumes, such as Volume 2, will have to contain a docx file (Attachment F5 and a .xlsx file, (Attachment F6) and a searchable pdf file, with a Table of Contents (TOC) as instructed in
FOSR 3.4, how is the contractor supposed to create a TOC for the volume if it contains different format files?
Offerors should create the TOC based on the .pdf version of the files.
Attachment L-4
FOSR
3.5, Response
Format Table
The Response Format Table includes an OCI section. Is this intended for an actual response whether applicable or not?
As identified in the Attachment L-4 FOSR para 3.5 Response Table, the
OCI Representation is "Limited to NAVAIR Clause 5252.209-9511" as shown in Section K of the Draft Task Order. As stated in the clause, offerors must check whether a conflict of interest exists or not.
Attachment L-4
FOSR
4.1, Volume 1
Corporate
Experience; a) 1
Would the government consider changing the requirement to "The Offeror is currently performing as the
Prime contractor, or where the period of performance end date of the referenced contract was within three
(3) years from the FOSR release date?"
No; the experience requirements in the Attachment L-4 FOSR para 4.1 remains unchanged.

Attachment L-4
FOSR
4.1 a) 4
Will the government consider demonstrated experience in the maintenance and/or modification activities on manned aircraft/air-vehicles other than "fixed-wing"?
No; the demonstrated fixed wing experience remains unchanged.
Attachment L-4
FOSR
4.1.2f
In the referenced paragraph, three cases are provided to describe valid contract references. Not included is the case where the Offeror has relevant corporate experience as a JV Team Member on a current contract. In this case, the Contractor with CAGE Code/DUNS identified on the contract reference is that of the JV and differs from that of the Offeror. Will the Government stipulate that a contract reference will be evaluated if the Offeror can provide written documentation demonstating that it was a Joint Venture Partner of the JV entity whose CAGE Code/DUNS is identified on the contract reference?
No; only experience that meets the requirements of FOSR Section 4.1.2(f) is allowed to demonstrate Corporate Experience.
Attachment L-4
FOSR
4.2 a) 1.
Section 3.4 Number 2 states, " CAUTION : A response submission that fails to separate price information from Volume 1, Volume 2, and Annex A information will not be evaluated or considered for award."
However, Section 4.2 Number 1 states, "the Offeror shall provide the following: 1. A complete copy of the contractually executed final version(s) of the substantiating documents (drafts are not acceptable) including the Sections A, B and C (including Attached Statement(s) of Work (SOWs)..." Question: If
Annex A requires Section B (pricing information) of supported contracts per section 4.2, yet subsequently cautions us to separate pricing from this volume per section 3.4, how are we to comply? Are we to redact the price information on section B in the Annex A?
The caution statement pertains to price information associated with the offeror's response for the task order requirement at hand (i.e. Volume 3 &
Volume 4 information), and is not referring to price information associated with any contract reference documents.
Attachment L-4
FOSR
4.3.1
The general instructions 3.4b state "Offerors should use letter-sized (8-1/2 X 11”) pages, single-spaced, with at least one-quarter inch (0.25”) margins." However, 4.3.1 states, Offeror shall provide the following information using Attachment (F5). No other format will be considered." Attachment F5 margins header and footer far exceed the minimum dimensions; thus, reducing the space for our response. Question: Can we remove the header/footer and increase the side margins to create ample room for responses, or must we keep the table format and header/foot as is?
Offerors may manipulate the size of the margins provided they comply with all requirements of Attachment L-4 FOSR para. 3.4 b) and c); however, Offerors should not delete the headers and footers entirely.
Attachment L-4
FOSR

IAW COMNAVAIRFORINST 4790.2 (NAMP), NAMPSOP 10.10, this position requires T/M/S (F/A-18) Safe-For-Flight qualification and the completion of CNATTU CNATT courses: C-555-0059 Configuration Management for Organizational Activities and C-555-0053 Naval
Aviation Maintenance Control Management for Optimized Organizational Maintenance Activity. This position is similar in all respects to the Maintenance Controller position with the added requirement of the
CNATTU CNATT courses: C-555-0059 Configuration Management.
Question: Will the Government change the Technical Directive Coordinator to 23023 (Aircraft Mechanic III) or provide the rationale how this position at MCAS Beaufort is different?
No, the SOC designator for the Technical Directive Coordinator is appropriate for the type of work that will be performed by this category.

3. Wrt PWS paragraph 5.1.6 Government Labor Mixture Table, the Class Desk Liaison Officer is listed as
(Exempt) SOC / 13-1081. Per requirements stated for this position, in Note 3, this position requires familiarity with TD coordination, NALCOMIS and message traffic functions which is similar to the
Technical Directive Coordinator position.
Question: Will the Government change the Class Desk Liaison Officer to 23023 (Aircraft Mechanic III)?
No, the SOC designator for the Class Desk Liaison is appropriate for the type of work that will be performed by this category.

4. Wrt PWS paragraph 5.1.6 Government Labor Mixture Table, the Aircraft Mechanic Helper is listed as
SCA Occupation Code 23040. PWS paragraph 5.1.3 specifically states “5.1.3. The contractor shall provide a personnel complement that includes an adequate mixture of the following labor and administrative categories; airframe mechanics, flight-line/powerline mechanics, electrical/avionics mechanics, maintenance administrators (Organizational/ Intermediate), Maintenance Material Control Officer, Class Desk Liaison
Officer, Maintenance Controllers, Multi Systems Quality Assurance Representatives, and ejection seat/environmental control system technicians.” There is no mention of “Aircraft Helper” labor category.
Additionally, PWS paragraph 5.2.2 states “The Contractor team members shall be qualified to examine, inspect, investigate, repair, and provide recommendations to the local Maintenance Control and/or government agency as required. Contractor personnel will be highly qualified and technically competent in their assigned skill category, meeting the minimum qualifications identified in paragraphs 5.1.8 and 5.2.7.”
Aircraft Mechanic Helpers are not experienced or qualified to perform these functions. The PWS does not specify exactly what duties and responsibilities are expected of the Aircraft Mechanic Helper position. The terminology used in the PWS is in conflict with SCA Occupation definitions provided in the SCA
Occupational Directory (Fifth Edition), specifically, the Government states the requirement as a Basic
Worker but identifies the Labor Category as a “Helper”. Provided are the definitions out of the SCA
Occupational Directory for both Labor categories.
Question: Would the Government specify the specific duties expected of the Airframes Mechanic Helper
SCA Labor position to ensure each Offeror bids the correct SCA Labor category or will the Government change the Airframes Mechanic Helper from (23040) to 23021 (Aircraft Mechanic I) to conform to other similar Avionics and Electrician “Basic Labor” categories or provide the rationale how this position is different?
A change will be made via Amendment 0003 to the PWS Para. 5.1.6, SCA/SOC Category column to read "Aircraft Mechanic I" and the
Occupation Code column will change to 23021.

IAW COMNAVAIRFORINST 4790.2 (NAMP) and the SCA Wage Determination does not address this
Labor category.
Question: As there is a significant distinction between a Logs & Records Clerk and a Data Analyst, will the
Government clarify which specific Labor category is required or change the Maintenance Admin Specialist /
Data Analyst to exempt SOC/ 13-1111 or provide the rationale how this position at MCAS Beaufort is different?

The Government has assigned Business and Financial Operation Occupations codes (SOC 13-1081) for the
TD Coordinator and Class Desk Liaison Officer (CDLO) positions. IAW the bls.gov, the 13-1081 applies logisticians who “Analyze and coordinate the ongoing logistical functions of a firm or organization.
Responsible for the entire life cycle of a product, including acquisition, distribution, internal allocation, delivery, and final disposal of resources. Excludes "Transportation, Storage, and Distribution Managers" (11-
3071) and "Project Management Specialists" (13-1082).” Question: Is it the intent to deviate from the SCA by assigning SOC codes? Recommend changing the SOC code to an SCA code to better align the staff structure.
The Service Contract Act (SCA) does not apply to these positions. The
Government has assigned SOC codes for particular categories that are not covered by the SCA.

The Government has assigned a Business and Financial Operation Occupations code (SOC 13-1082) for the Maintenance Material Control Officer (MMCO) position. IAW the bls.gov, the 13-1082 applies Project Management Specialist who “Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of technical staff. May serve as a point of contact for the client or customer. Excludes
"Management Occupations" (11-0000), "Logisticians" (13-1081), "Meeting, Convention, and Event

Team Lead functions. Recommend changing the MMCO to an SCA code to align the staff structure or designate the Team Lead to a higher skill code.
The Government intends to change the SOC from 13-1082 to 49-1011

Given the tasks and heavy experience requirements synonymous with the Maintenance Controller position, the SCA code 01270 seems more geared towards a maintenance admin or TPL clerk. Assignment of this
SCA code is far less than industry norms. The MC position is one of the most important positions in the
PWS; however at the current rate, the MC is the least compensated position; whereas, helpers and expeditors are classified/compensated higher than the Maintenance Controllers. Question: In order to attract/retain qualified MC personnel, will the Government consider revising the MC position SCA code to that of a high position?
The SCA Occupation Code was changed from SCA/ 01270 to SCA/ 23023

The Basic Airframes worked identified on page 12 of the PWS is identified as equivalent to an A/C
Mechanic Helper on page 9. Other Basic Workers (Avionics, Ordnance, Electrician, Flight Line, Seat Shop) have been identified as equivalent to an A/C Mechanic I. Our experience is that the A/C Mechanic Helper is a very limited capability that does not allow for independent work effort. Immediate supervision and observation is always required. Please confirm that the A/C Mechanic Helper conformance is proper.
The category title will be revised to Airframes (Basic Worker), the
SCA Title will be revised to Aircraft Mechanic I and the SCA Code will be revised to 23021 in Amendment 0003.

NOTE (10): “Must have and be able to maintain all explosive handling/safety qualifications as outlined in applicable publications and standards.” Pursuant to FOSR Attachment (F1), G-2 Wage Determination Price
Adjustment and the applicable Wage Determination states “A 4 percent differential is applicable to employees employed in a position that represents a low degree of hazard when working with or in close proximity to ordnance (or employees possibly adjacent to) explosives and incendiary materials which involves potential injury such as laceration of hands face or arms of the employee engaged in the operation irritation of the skin minor burns and the like; minimal damage to immediate or adjacent work area or equipment being used. All operations involving unloading storage and hauling of ordnance explosive and incendiary ordnance material other than small arms ammunition. These differentials are only applicable to work that has been specifically designated by the agency for ordnance explosives and incendiary material differential pay.” Please clarify, as with previous contracts what positions are entitled to the 4% hazardous pay differential. 5.2.4.
PWS para 5.2.4 identifies three (3) classifications under SCA. However there is no correlation to a SCA code to establish compensation:
a. Technical Directive Coordinator, Logisitican, SOC/13-1081
b. MMCO Project Management Specialist, SOC/13-1082
c. Class Deck Liaison, SOC/13-1081
Will the government provide the applicable SCA wage classification for these positions?
The SOC labor categories listed in the Task Order 0001 PWS Para 5.1.6 chart do not have a respective Area Wage Determination labor category as they are not covered under the Service Contract Act. Amendment 0002 revised the PWS para 5.1.6 chart to show a column heading of "SCA/SOC
Category".

Question: Why are seat shop and ordnance (workers) not required to attain a secret clearance?
Yes, a Secret Clearance is required. The table will be revised in Amendment
0003 to revise the Note (4) language and add the requirement for a
SECRET clearance to the appropriate categories.
