Reference Paragraph Industry Question Government Response
1 PWS 4.3.a
"All facilities Government and Commercial shall comply with the requirements cited per Order effort if, and when operations and support facilities are necessary." Please confirm that any contractor proposed facilities will be required to meet DCMA INST
8210.1C / NAVAIR INST 3710.1G for Contractor owned facilities
Both DCMA INST 8210.1C and NAVAIRINST 3710.1G are identified as "Applicable
Documents" in PWS para 3.0. Additional details regarding requirements for contractor facilities may be specified in the individual Task Order FOSRs.
2 PWS & RFP
PWS 3.0 Table &
RFP Clause 52.246-11
Table identifies AS9100 as the Standard for Quality, though there is no requirement that contractor possess any Advanced Quality Standards as Contract Clause 52.246-11 indicates that Quality will be defined at the TO level.
Recommendation: As the intent of the instant solicitation is to meet the Navy's increased readiness objectives, it is recommended that 52.246-11 establish the
Minimum Quality Requirement at the IDIQ level as that will ensure only qualified offerors are awarded the MAC.
Higher Level Quality Requirements shall be further listed/defined at the Task Order
Level depending on the level/complexity of the effort.
3 RFP A.1e) Will there be three additional RFPs, each covering the following NAICS Codes of
488190, 336413, 336412?
No; there will only be one KRACEn MAC competition RFP, which is being competed under NAICS code 336411. Please note that Offerors may utilize experience in other
NAICS codes to qualify for this MAC vehicle in accordance with Section L, Part B, 1.3a).
4 RFP B
Please confirm that no Proposal Pricing Template was provided with RFP N00421-20-
R-0105 and that it is not the NAVAL Air Warfare Center's intent for offerors to propose IDIQ level Prime Base Labor Rates or forecasted yearly escalations.
A Proposal Pricing Template was not provided with the RFP. Cost/Price is not an evaluation factor for the basic IDIQ/MAC. Cost/price proposal information will be requested and evaluated with the individual Task Order competition.
5 RFP H.1c)
In demonstrating conformance to Task Order competition pre-requisites, will the
Offeror be able to provide citations of both the Offeror’s and its Subcontractors’ experience?
If pre-requisites are used, they will be unique to the requirement and defined in the order FOSR. The Government anticipates that only contract experience that the Offeror has performed itself as a Prime and/or Subcontractor may be used.
6 RFP K.1
States: The Offeror shall fill out Section K electronically or manually in its entirety and submit in .pdf format. However, Section L 2.4 b states “Signed System for Award
Management (SAM) reference.”
Question: Is a PDF copy of the Rep’s and Cert’s still required?
Section L, Part B, 2.4b. will be revised via Amendment 0001 to request a signed
Section K, rather than a Signed System for Award Management (SAM) reference.
7 RFP L, Part A, 1h)
States "a) The Government intends to compete a Task Order for the USMC FA-18
Maintenance Augmentation Support among MAC awardees concurrent with this source selection. o be considered for an award of the USMC FA-18 Maintenance
Augmentation Support TO, Offerors must provide a complete and separate proposal for the TO as part of the response to this solicitation. Proposal instructions and evaluation criteria for the USMC FA-18 Maintenance Augmentation Support TO are provided in
Section L as Attachment L-4."
Q: where is Attachment L-4 or when it will be attached?
As detailed in the 19 December 2019 www.beta.sam.gov KRACEn Final RFP notice, "The Government intends to release an amendment to the KRACEn RFP in mid-
January 2020 to provide Attachment L-4 Fair Opportunity Submission Request
(FOSR) and revise the language in Section L, Part A, 1.h). The Government intends to provide a separate response date (anticipating mid-February 2020) for the Attachment
L-4 task order proposal submissions. Offerors are not required to submit a proposal in response to the Attachment L-4 FOSR to be considered for a KRACEn MAC award."
8 RFP L, Part A, 2 & 3
Sections 2 & 3 indicate that Volume 1, Technical has multiple components, including the submission of Table T1, T2, and L2, which includes Description of service (Line
10) and Brief Work Description ( Line 11). Is the contractor to submit a narrative technical volume in addition to the information covered by these attachments, or is the expectation that these attachments are all inclusive of the technical submittal.
No, a narrative response is not required for the Technical Volume. Content from
Attachments L-1 and L-2, and documentation provided in Annex A, may be sufficient in providing all Technical Volume requirements; however, an Offeror may submit a narrative file if it believes additional information is necessary to clarify or substantiate the information contained in Attachments L-1, L-2 and Annex A.
