About this file
This document contains responses to questions from offerors on a solicitation for aircrew services. The solicitation requests proposals to provide certified and qualified operational aircrew in support of testing and evaluation missions for Naval Test Wing squadrons at Naval Air Systems Command facilities in Patuxent River, Maryland, Point Mugu and China Lake, California. The anticipated level of effort is 852,385 man-hours over five years. The contract type will be a single-award indefinite delivery indefinite quantity, non-performance based cost-plus-fixed-fee contract carrying on from an existing contract. Responses clarify the fully burdened labor rates attachment title, exempt electronic contract documents from page limits, and require the same 10/90 percent labor hour split between contractor and government sites for each labor category.

RFP N0042117R0055
Aircrew Services Questions/Response 3 of 3

The Government’s response to question 29 requires the electronic copies of the contract award and SOW to be provided in Volume 2 rather than in Annex 3. Would the Government please confirm that these documents are exempt from the five pages per contract limit?
For Volume 2, the electronic copies of the contract award and SOW are exempt from the five-page limit. Section L, 3.0 table, Volume 2 now reads, “No more than 5 Past Performance Information Forms, Attachment P3”, as stated in Part B, 2.1.

Section L, paragraph 3.3 of Amendment 1 requires offerors to complete the P-8 (Fully Burdened Labor Rates). In section J of the RFP, it calls the P-8 “Streamlined Rates for Order Pricing.” Can the Government clarify which is correct, and if the subcontractors need to submit the P-8?
Attachment P-8 title is changed to, “Fully Burdened Labor Rates”. The updated attachment P-8 will be provided via Amendment 0002.

Because it is only possible for a single site (either government or contractor) to be associated with a specific individual contractor employee, the addition of contractor site hours to the labor categories has the effect of requiring that that we provide part-time employees with extremely small numbers of labor hours per year at the contractor’s site (as few as 11 hours). It appears that for each labor category a simple calculation of 10% of the labor hours was performed and the product assigned as contractor’s site.
The P-1 instructions require us to identify the SOW paragraphs we intend to accomplish with each labor category. We are trying to understand the government’s intent in adding contractor site labor categories in the P-9 Breakout of Labor Hours. The work described in the statement of work paragraphs applicable to aircrew can only be performed at a government site. It is, for example, not possible for a P-8 Test Pilot to perform the relevant statement of work tasks (i.e., fly a P-8) at the contractor’s site.
In one case, (Program Analyst) it appears that a contractor site makes sense but not for the others.
1. We recommend that the contractor site hours which were added in to the P-9 as part of the amendment be removed and rolled back into the government site hours as originally required.
2. If not, will the government please identify the SOW paragraphs to be performed by contractor site aircrew to allow us to properly track it into the P-1?
1. The Government requires the site split Government site (90%)/Contractor site (10%) and has provided to you the breakdown of hours for each labor category per site in the P-9 Breakout of Labor Hours.
2. The same labor category that performs 90% at the Government site performs 10% at the Contractor site.

RFP page 4, Section B-1 Estimated Rates section states, “… Non-performance based (term) Government Site Composite Rates, Excluding Fee …”.
Is the Government looking for both a Government Site and Contractor Site Rate?
Section B-1 Estimated Rates section took out the word “Government”. Yes, the same labor category that performs 90% at the Government site performs 10% at the Contractor site.
